Approval of the minutes of the previous sitting The minutes of the previous sitting were approved. The following spoke: Sonia Alfano, to state that she had been absent from the previous part-session, having received an invitation from the United Nations in her capacity as Chair of Parliament's Special Committee on Organised Crime, Corruption and Money Laundering. 19.10.2012 EN Official Journal of the European Union C 316 E/3 Monday 2 July 2012 3. Statement by the President The President made a statement on the recent deposition of President Fernando Lugo and expressed Parliament's concern at the situation. He noted that Parliament would look into the possibility of sending a delegation to Paraguay. 4. Request for the waiver of parliamentary immunity The Austrian authorities had sent Parliament a request for the waiver of the parliamentary immunity of Martin Ehrenhauser in legal proceedings in progress before the Public Prosecutor's Office of Vienna. Pursuant to Rule 6(2), the request had been referred to the committee responsible, the JURI Committee. 5. Request for the defence of parliamentary immunity Clemente Mastella presented his request for the defence of his immunity and privileges in legal proceedings in progress at the Court of Benevento. Under Rule 6(3), the request had been referred to the committee responsible, the JURI Committee. 6. Corrigendum (Rule 216) The committee responsible had forwarded the following corrigendum to a text adopted by Parliament: Corrigendum (P7_TA-PROV(2012)0106(COR01)) to the position of the European Parliament adopted at first reading on 29 March 2012 with a view to the adoption of Regulation (EU) No …/2012 of the European Parliament and of the Council on OTC derivatives, central counterparties and trade repositories (P7_TA-PROV(2012)0106 – COM(2010)0484 – C7-0265/2010 – 2010/0250(COD)) ECON Pursuant to Rule 216(4), this corrigendum would be deemed approved unless, within 24 hours, a request was made by a political group or at least 40 Members that it be put to the vote. The corrigendum was available on the Séance en direct site. 7. Interpretation of the Rules of Procedure The President informed the House, under Rule 211(3), of the following interpretation of Rule 156(1), second paragraph, provided by the Committee on Constitutional Affairs, which had been consulted on the application of that provision: 'Amendments may be signed electronically as part of a pilot project involving a limited number of parliamentary committees, on condition, first, that the committees participating in the project have given their agreement and, second, that appropriate measures have been put in place to ensure the authenticity of the signatures.' If this interpretation was not contested by a political group or by at least 40 Members (Rule 211(4)) before the opening of the following day's sitting, on Tuesday, 3 July, it would be deemed to have been adopted. Composition of committees and delegations The President had received the following requests for appointments from the GUE/NGL and Verts/ALE Groups: ENVI Committee: Martina Anderson Delegation to the EU-Croatia Joint Parliamentary Committee: Martina Anderson AFET Committee: Karim Zéribi ECON Committee: Jean-Paul Besset REGI Committee: Jean-Jacob Bicep to replace Jean-Paul Besset Delegation to the ACP-EU Joint Parliamentary Assembly: Jean-Jacob Bicep to replace José Bové Delegation to the Parliamentary Assembly of the Union for the Mediterranean: Karim Zéribi Delegation for relations with the Maghreb countries and the Arab Maghreb Union: Karim Zéribi. The appointments would be deemed ratified if there were no objections before the approval of these minutes. 9. Une commission mixte paritaire (réunissant sept députés et sept sénateurs s’efforçant de parvenir à un compromis sur les dispositions du texte où un désaccord persiste entre les deux assemblées, NDLR) a aussitôt été convoquée par le premier ministre ; elle devrait se tenir le mercredi 17 février. Dans ce contexte, les Français ont le droit de savoir que le projet voté par l’Assemblée nationale ne porte pas simplement sur une question technique liée à la PMA, mais qu’il réalise aussi une réforme générale de la filiation. En effet, le projet de l’Assemblée crée un nouveau mode d’établissement de la filiation fondé sur une déclaration conjointe anticipée de deux femmes devant notaire. Cette démarche, qui vaut reconnaissance de l’enfant qui sera conçu par PMA avec donneur de sperme, permet aux déclarantes d’être inscrites comme mères sur l’acte de naissance de l’enfant.

La crise est d’abord sanitaire, alors que tant de vies sont en jeu. Nous voulons saluer le tr avail et le dévouement exemplaire de l’ensemble du personnel soignant. Nous voulons saluer tous les Français qui se mobilisent pour recenser, fabriquer des masques et du gel hydroalcoolique. Mais, la crise est aussi économique. Pour y faire face, le Gouve rnement a proposé au Parlement, deux textes en urgence contenant des dispositifs aménagés de chômage partiel, un fonds de solidarité, des mécanismes de garantie bancaire, des reports de charges sociales et fiscales et plusieurs mesures de suspension de pai ement notamment de fluides ou de loyers. A l’Assemblée nationale, le Projet de loi de finances rectificative (PLFR) a été voté jeudi 19 mars, à l’unanimité par tous les groupes, car tous les députés savent que l’Etat doit engager de nouveaux moyens pour l imiter les impacts économiques d’une crise à venir. Aussi, notre communiqué doit être bien compris : il ne s'agit pas de rompre l'unité nationale, mais il nous apparaît indispensable que certains points puissent être rapidement clarifiés . Déjà, lors des d ébats, certaines de nos questions n’ont pas reçu de réponses précises permettant aux entreprises de disposer d’un mode opératoire clair, limpide et sans ambiguïté. Ainsi le flou qui se dessine depuis mardi 17 mars demeure et s’empire même. Des information s divergentes voire contradictoires se succèdent et nos entreprises sont perdues.
