    2-3 March 2015 3 ORGANISERS Society Integration Foundation (SIF) www.sif.gov.lv Main objective of SIF is to financially support and promote integration of society. Latvian Presidency SIF implements state budget support programmes, programs and projects of Eu- of the Council of the European Union ropean Union policies’ instruments, as well as funding made available under for- eign financial assistance programmes. During fourteen years of operation SIF was accredited and accumulated experience in implementation of financial instruments of European Union: PHARE and Transition Facility; programmes of European Social Fund, grant programmes of the European Economic Area Financial Mechanism and the Norwegian Financial NGO Forum - RIGA 2015 Mechanism, Latvian – Swiss cooperation programme, and other programmes. By 2015, SIF has rendered 2-3 March 2015 support to almost 2500 projects in supported areas aimed at promotion of integration, strengthening of civil society, operation of public and non-governmental sector. The aim of “NGO Forum - Riga 2015” is to bring together non-governmental and public sector representa- SIF strongly believes that there is need to promote involvement of civil society in the design of policy doc- tives, experts in the field and politicians from almost all over Europe in order to exchange experiences, to uments and decision making on different levels, including European, as well as to increase society’s under- promote further cooperation and to get a progress agreement with key partners as regards implementing standing about various forms of participation. The information share on achieved results within ongoing Article 11.1 and 11.2 of the Treaty on European Union (Lisbon Treaty).

Together, they can effect change and move closer to their mutual goal of international recognition of Somaliland’s independence. Exportstark, innovationsreich, qualitativ hochwertig – Deutschland steht mit stetigem positiven Wirtschaftswachstum und soliden Staatsfinanzen an der Spitze Europas. Doch Europa steht an einer Wegscheide: Noch immer haben die EU-Mitglieds- länder in der Vergangenheit Lösungen für zukunftsweisende Fragen gefunden – für die Bewältigung der Wirtschaftskrise 2009, bei der Finanzmarktregulierung und der EU-Schuldenkrise, bis hin zur Griechenlandkrise. Doch an der Flüchtlingskrise kann Europa zerbrechen. Immer häufiger werden fest vereinbarte und gemeinsam geglaubte Werte in Frage gestellt. Die Länder Ost- und Südosteuropas kündigen faktisch das Schengen-Abkommen auf, und Großbritannien steht vor einer Volks- abstimmung über den Verbleib in der EU. Die EU-Schuldenkrise ist noch keinesfalls gelöst, und die Geldpolitik der EZB wird immer mehr zum Risiko, weil sie den Reformdruck auf die Krisenländer reduziert. Notwendig ist stattdessen eine überzeugen- de Agenda für Wachstum, Wettbewerbsfähigkeit und Stabilität, den EU-Binnenmarkt im Bereich der Dienstleistungen und der Digitalen Wirtschaft zu vollenden, die Arbeitsmärkte weiter zu flexibilisieren sowie ein vollumfängliches Freihandels- abkommen mit den USA abzuschließen. Wir sollten alle Kräfte bündeln, um die Europäische Idee wieder mit Leben zu füllen, statt in die Nationalstaaterei abzurutschen. Die internationalen Aufgaben dürfen zugleich die notwendige wirtschaftspolitische Erneuerung in Deutschland nicht über- decken. Im Herbst 2015 ging die Legislaturperiode der Großen Koalition in ihre zweite Halbzeit: Beschäftigungsrekord, Haus- haltsüberschüsse und verbesserte Konjunkturprognosen geben Anlass zur Freude und haben die Lebenssituation der Men- schen in unserem Land kurzfristig verbessert.

    YITZHAK RABIN: CHRONICLE OF AN ASSASSINATION FORETOLD Last year, architect-turned-filmmaker Amos Gitaï directed Rabin, the Last EN Day, an investigation into the assassination, on November 4, 1995, of the / Israeli Prime Minister, after a demonstration for peace and against violence in Tel-Aviv. The assassination cast a cold and brutal light on a dark and terrifying world—a world that made murder possible, as it suddenly became apparent to a traumatised public. For the Cour d’honneur of the Palais des papes, using the memories of Leah Rabin, the Prime Minister’s widow, as a springboard, Amos GitaI has created a “fable” devoid of formality and carried by an exceptional cast. Seven voices brought together to create a recitative, “halfway between lament and lullaby,” to travel back through History and explore the incredible violence with which the nationalist forces fought the peace project, tearing Israel apart. Seven voices caught “like in an echo chamber,” between image-documents and excerpts from classic and contemporary literature— that bank of memory that has always informed the filmmaker’s understanding of the world. For us, who let the events of this historic story travel through our minds, reality appears as a juxtaposition of fragments carved into our collective memory. AMOS GITAI In 1973, when the Yom Kippur War breaks out, Amos Gitai is an architecture student. The helicopter that carries him and his unit of emergency medics is shot down by a missile, an episode he will allude to years later in Kippur (2000). After the war, he starts directing short films for the Israeli public television, which has now gone out of business.
