This report is in fulfillment of the reporting requirements set out in the Standard Administrative Arrangement (SAA) concluded between the Administrative Agent (UNDP MPTF Office) and the Donor. In line with the Memorandum of Understanding (MOU), the Report is consolidated based on information, data and financial statements submitted by Participating Organizations. The report provides a comprehensive overview of the implementation of the Joint Programme during 2015 in accordance with set objectives and results. Under Objective 1 UNDP supported village akims (local community level authorities) in establishing and managing their own budgets - introduced in a new set of legislation - by providing training, consultancy and a platform for sharing experience in the field. Furthermore, UNDP exposed a selection of central government officials to Eastern European model of local governance, which resulted in further knowledge accumulation in the light of continuing legislative changes in the sector. UNICEF assisted local governments in urban space planning and implementation for the best interests of children and youth promoting their active participation in decision-making process. UNFPA supported local authorities in their efforts to create a reliable database of the population and data for social and health sector to improve planning, implementation and quality control of social services, including sexual and reproductive health services for vulnerable groups. Under Objective 2 UNDP continued the roll out of its community based development mechanism under its regional community grants programme and in line with the National Concept of Self Governance. More than 20 thousand people of East Kazakhstan’s 40 rural counties (covering 5 rayons) were engaged in active debate on local development needs, plans and budgets. A total of 600 thousand USD were disbursed among and reported on by local community groups for a total of 6 community projects. Furthermore, NGO sector and civil society groups in the region were trained in Regulatory Impact Analysis. With the support of UNICEF, front-line workers of youth resource centers, mostly from rural areas, strengthened their skills in dealing with the issues of vulnerable youth, recognizing their needs and developed their capacities as youth workers in accordance with the international best practices. UNICEF also supported the local authorities in disaster prone area (Zyryanovsk region) to assess and manage the natural and man-made disaster risks with active participation of local community and children. Under Objective 3 with the support of UNICEF more than 100 children, including children with disabilities and special needs received access to inclusive sport, health and learning activities and socializing activities with children without disability and a resource center was created for sustainability of the initiative. The experience of the model programme piloted by UNICEF in the region on development of alternative justice mechanism for children in conflict with the law and child friendly environment in justice system piloted with the support of UNICEF was shared horizontally with other regions of Kazakhstan. Based on the successful results of the model programme on prevention of violence against children in educational institutions implemented in East Kazakhstan oblast in 2013-2014, a strategy was developed for scale up of the programme to other regions of Kazakhstan. The end-line assessment of the coverage and quality of home-visiting services in EKO in 2015 showed significant improvements in the coverage as a result of follow-up trainings and measures. In 2015 UNDP launched 13 social projects that are innovative, sustainable and contribute to the overall goal of improving access to social and economic services for vulnerable groups. The projects create barrier-free environment, jobs for PwDs, integrate children with disabilities and promote the Convention on the Rights of People with Disabilities. The first business incubator for the disabled was opened and the first ever forum for the region's social workers was held. Over 400 Page 4 of 47 oralmans were given language and computer training by UNDP. A total of 180 new business entities were created under UNDP's business support component focusing on rural area. These and other UNDP activities have contributed to the gradual decreasing of the number of people leaving below the minimum subsistence level in rural areas from 2.9 in 2013, 2.5 in 2014 and 2.3 in 2016. With the support of UNFPA, Mother and Child Centre of Oskemen City and Perinatal Centre of Semey
