So why the hold- up? AAN’s Christine Roehrs and Qayoom Suroush have been looking into the mechanisms of the process and found that the government seems to be able to tackle only one ‘appointment project’ at a time instead of solving them simultaneously – with an odd tendency to prioritise other appointments over governors. They have also been looking into who the new governors are (see their biographies in the annex) and found that the unity government, particularly the president’s side, seems to be trying to ‘juvenate’ sub-national governance. Many governors have ‘modern’ skill-sets and assets, they are younger, and also lacking in one of the main credentials of the past: fighting experience. The latter, however, may not play out in their favour. We will add to the bios and the analysis as more information becomes available, particularly on 1 / 19 the lesser-known appointees. The twenty-ninth of September 2015 will mark Ashraf Ghani’s first year in power as Afghanistan’s president. Assessments were conducted between 24 – 31 December with 43 households identified eligible for humanitarian assistance. Households reported being displaced due to ongoing conflict and high level of insecurity from Logar (Pule Alam, Barakibarak, Khoshi and Mohammad Agha districts), Nangahar, Laghman, Balkh and Paktya provinces,The majority having been displaced from insecure districts of Logar (84%) and unable to return home. 36 households (84%) reported having enough food to last less than a week, whilst 5 households (12%) reported having no food stock. The majority of households are (81%) currently living in rented houses.

    Afghanistan - Researched and compiled by the Refugee Documentation Centre of Ireland on Tuesday 14 & Wednesday 15 August 2012 Information on bomb explosions in Nangarhar Province from 2010, particularly where schools have been affected In January 2010 BBC News states: “An explosion near a school in the eastern Afghan province of Nangarhar has killed at least four children and a policeman, officials say. They say that at least 40 people were injured, most of them children” (BBC News (6 January 2010) Children killed in Afghan blast). A document issued in July 2010 by Afghan Islamic Press notes: “Unidentified armed men destroyed four rooms in a school in Hesarak District of Nangarhar Province using explosives last night…” (Afghan Islamic Press (6 July 2010) Unidentified armed men blow up part of school building in Afghan east). In September 2010 Pajhwok Afghan News points out that: “A girls' school used as a polling centre for the September 18 parliamentary election was blown up after voting closed in eastern Nangarhar province, officials said on Sunday” (Pajhwok Afghan News (19 September 2010) Girls' school blown up in Nangarhar). A report issued in December 2011 by the Afghanistan Analysts Network describing an attack in March 2011, notes: “…an explosive attack in Nangarhar where an administrator was killed and two teachers and a few students injured” (Afghanistan Analysts Network (13 December 2011) The Battle for the Schools: The Taleban and State Education, p.12). A report published in May 2011 by the Iranian Mashhad radiostates: “Education Department officials in eastern Nangarhar Province say that a school was torched by some unidentified gunmen in a district of the province last night” (Iranian Mashhad radio (21 May 2011) Programme summary of Iranian Mashhad radio in Dari 1330 gmt 21 May 11).
