The Vice-Chairman, Mr. Patrick Van Lancker (Belgium), who was unanimously elected as Vice-Chairman for 2014 at the opening of the session, was also present. 1.2 The session was attended by delegations from Member Governments and Associate Members and observers from intergovernmental organizations and non-governmental organizations in consultative status, as listed in document CCC 1/INF.1. Secretary-General's opening address 1.3 The Secretary-General welcomed participants and delivered his opening address, the full text of which can be downloaded from the IMO website at the following link: http://www.imo.org/MediaCentre/SecretaryGeneral/Secretary-GeneralsSpeechesToMeetings. Chairman's remarks 1.4 In responding, the Chairman thanked the Secretary-General for his words of guidance and encouragement and assured him that his advice and requests would be given every consideration in the deliberations of the Sub-Committee. Adoption of the agenda and related matters 1.5 The Sub-Committee adopted the agenda (CCC 1/1/Rev.2) and agreed to be guided during the session by the annotated agenda (CCC 1/1/1/Rev.1) and the proposed working arrangements for the session (CCC 1/1/2). The agenda, as adopted, with the list of documents considered under each agenda item, is set out in document CCC 1/INF.30. 2 DECISIONS OF OTHER IMO BODIES 2.1 The Sub-Committee noted the outcomes of A 28, SDC 1, HTW 1, SSE 1, MEPC 66, MSC 93 and C 112 relevant to the work of the Sub-Committee, as reported in documents CCC 1/2 and CCC 1/2/1, and took them into account in its deliberations when dealing with relevant agenda items. 2.2 In regard to the outcome of MSC 93, the Sub-Committee noted that the Committee had approved the Interim guidance on drafting of amendments to the 1974 SOLAS Convention and related mandatory instruments (MSC.1/Circ.1483) and instructed its subsidiary bodies to use the interim guidance during the preparation of amendments to the 1974 SOLAS Convention and related mandatory instruments. MSC 93 had also invited interested parties and the subsidiary bodies to submit recommendations and proposals for improvement after taking into account the experience gained from the use of the interim guidance. 2.3 In that context, the Sub-Committee further noted that MSC 93 had also approved the Guidance on entry into force of amendments to the 1974 SOLAS Convention and related mandatory instruments (MSC.1/Circ.1481). I:\CCC\01\13.doc CCC 1/13 Page 4 3 AMENDMENTS TO CSC 1972 AND ASSOCIATED CIRCULARS General 3.1 The Sub-Committee recalled that DSC 18, having noted the concerns expressed by several industry organizations on issues related to the development of an Approved Continuous Examination Programme (ACEP) database by the Bureau International des Containers et du Transport Intermodal (BIC), had agreed, in general, that the pilot BIC database should be developed as a global ACEP database, taking into account that BIC members would bear the associated costs. 3.2 The Sub-Committee also recalled that DSC 18 had requested BIC to update CCC 1 on the progress made with the development of the global ACEP database and to explain how the linkage to GISIS should be arranged. 3.3 The Sub-Committee noted that MSC 93 had considered the outcome of DSC 18 and endorsed, in principle, the Sub-Committee's decision that the pilot BIC ACEP database should be developed as a global ACEP database. Development of the ACEP database 3.4 The Sub-Committee had the following documents for its consideration: .1 CCC 1/3 (BIC), providing an update on the ACEP database with answers to some questions on the validity and transparency of the data, the security of the database, the proposed link to GISIS and enhancements that had been implemented since DSC 18; .2 CCC 1/3/2 (BIC), proposing amendments to CSC.1/Circ.138/Rev.1 and CSC.1/Circ.143 to include a recommendation for CSC 1972 Contracting Parties to use the global ACEP database, hosted by BIC, to make their ACEP data publicly available; and .3 CCC 1/3/3 (ICS and WSC), expressing concerns regarding the ACEP database, including: .1 how Administrations would be compelled to publish their ACEP data on the database and how failure to publish such information would be addressed by IMO; .2 the responsibility of Administrations and the role of container operators or owners as to the accuracy of the data, the absence of set procedures for reporting errors in the data, and the possible impact of data inaccuracies on container operators; and .3 the lack of a detailed breakdown of operating costs of the ACEP database. 3.5 In considering the above documents, the Sub-Committee noted that the implementation of a global ACEP database, as developed by BIC, was a welcome development in making ACEP numbers publicly available and searchable. Nevertheless, the Sub-Committee also noted that the proposal by BIC to amend CSC.1/Circ.138/Rev.1 and CSC.1/Circ.143 to include a recommendation for CSC 1972 Contracting Parties to use the global ACEP database, hosted by BIC, was not supported due to outstanding unresolved issues and questions regarding, inter alia, validity, accuracy, retention and completeness of the data, in addition to the concerns outlined in document CCC 1/3/3. I:\CCC\01\13.doc CCC 1/13 Page 5 3.6 To gain a better understanding of all the issues that would need to be addressed in order for a global ACEP database to be fully implemented and supported, the Sub-Committee decided to refer documents CCC 1/3, CCC 1/3/2 and CCC 1/3/3 to the Working Group on Container Safety for further consideration with a view to advising the Sub-Committee on how best to proceed (see paragraph 3.10). Withdrawal of approval of containers that appear to be unsafe and remarking of containers with reduced stacking and racking capability 3.7 The Sub-Committee considered document CCC 1/3/1 (ICHCA International), presenting an example of a modified container series that had been involved in several major failures; proposing detailed procedures for examination, reporting, series design review and remedial action that could be followed by Administrations, authorized organizations and other parties involved in surveying or examining containers that appeared to be unsafe; and setting out in the annex draft guidance for the review of approval of containers that appeared to be unsafe. 3.8 While some delegations supported the above proposal, the Sub-Committee, having noted concerns about the draft guidance, particularly in regard to paragraph 4.1 which stated that any party could request a design examination, and that the above proposals went beyond the scope of the current output, encouraged interested Member States to contact ICHCA International about co-sponsoring a proposal for a new unplanned output in accordance with the Committees' Guidelines. 3.9 In that context, the Sub-Committee noted with appreciation document CCC 1/INF.16 (ISO), containing an article in the annex clarifying that all containers with reduced stacking or racking values built after the entry into force of CSC 1972 should be marked in accordance with the relevant standards not later than 1 July 2015.

    Master Degree Project in Logistics and Transport Management Rail Quality Based Index Shengda Zhu and Linkai Wang Supervisor: Prof. Rickard Bergqvist June 2015 Abstract The aim of this thesis is to establish an integrated rail quality based index to evaluate different freight wagons’ performance. All materials are collected through literature reviews and interviews. The Rail Quality Based Index (RQBI) is established in the form of cost that can represent the main quality aspects associated with freight wagons self-characteristics. The index construction includes four main components, i.e. infrastructure, energy, maintenance and noise. Each component’s cost can be calculated by applying different methods from previous studies. By comparing index value with benchmark, the RQBI can help different parties in rail freight industry to evaluate and compare their freight wagons quality performance. This research concludes costs differentiated by wagons’ characteristics and tries to represent them in an integrated index’s form. Though, due to data deficiency, validation of the index and establishment of relevant benchmarks are not fully discussed in this research, it helps to further understand quality evaluation of freight wagons and points out a new perspective of future relevant researches. This locomotive started its second life through a second-hand transaction, 29 years after the manufacturer completed it. Built by Alsthom for Dutch national operator NS in 1982, locomotive 1836 was sold to private rail freight operator LOCON Benelux B.V. in October 2011. Subsequently, the locomotive was repainted and renumbered in 9905. In September 2017, when LOCON Benelux B.V. faced bankruptcy, Rotterdam-based rail fleet management company RailReLease B.V. acquired it. At that time, locomotive 9905 was still going strong at an age of 35 years, showing the potential of second-hand rail vehicles.     Finished Vehicle Logistics by Rail in Europe Version 3 December 2017 This publication was prepared by Oleh Shchuryk, Research & Projects Manager, ECG – the Association of European Vehicle Logistics. Foreword The project to produce this book on ‘Finished Vehicle Logistics by Rail in Europe’ was initiated during the ECG Land Transport Working Group meeting in January 2014, Frankfurt am Main. Initially, it was suggested by the members of the group that Oleh Shchuryk prepares a short briefing paper about the current status quo of rail transport and FVLs by rail in Europe. It was to be a concise document explaining the complex nature of rail, its difficulties and challenges, main players, and their roles and responsibilities to be used by ECG’s members. However, it rapidly grew way beyond these simple objectives as you will see. The first draft of the project was presented at the following Land Transport WG meeting which took place in May 2014, Frankfurt am Main. It received further support from the group and in order to gain more knowledge on specific rail technical issues it was decided that ECG should organise site visits with rail technical experts of ECG member companies at their railway operations sites. These were held with DB Schenker Rail Automotive in Frankfurt am Main, BLG Automotive in Bremerhaven, ARS Altmann in Wolnzach, and STVA in Valenton and Paris. As a result of these collaborations, and continuous research on various rail issues, the document was extensively enlarged. The document consists of several parts, namely a historical section that covers railway development in Europe and specific EU countries; a technical section that discusses the different technical issues of the railway (gauges, electrification, controlling and signalling systems, etc.); a section on the liberalisation process in Europe; a section on the key rail players, and a section on logistics services provided by rail.

[email protected] , [email protected] ,, [email protected],[email protected] , [email protected] ABSTRACT Modern express trains in India face the problem of having a higher floor level than the current platform level. It is also seen in new rakes and coaches that there is a substantial gap in between the train floor and the platform. This proves to be a challenge to some people who needs to climb a set of near vertical exterior steps to reach the train floor level from the platform level. Accidents occur when people misstep and fall down in the gaps too. Simple solutions can eliminate this problem. In India, the floor height of express and long-distance trains is not compatible with the platform height and changes. In most cases, the distance increases beyond comfort limit of the passengers. The problem becomes more prominent when people struggle to climb abroad and get down from trains on to the platforms because of steep exterior steps which often lead to accidents and injuries. This is mostly seen with small kids, women, elderly, people with arthritis and others and also while moving heavy luggage in and out of the train. In all the above cases, a simple construction of platform risers and gap fillers can make a huge difference.

The actual development is not at the moment in line with this. To reach the white paper target, it is necessary to both increase quality and capacity and lower the cost of rail freight. In this report, guidelines and technologies would be proposed for 2030/2050. To achieve this, SP2: New Concepts for Freight, was split into four work packages; WP21 Progress beyond the state of the art, WP22; Novel rail freight vehicles and WP23; Co-modal transhipment and interchange/logistics, culminating in WP24; Catalogue of specifications. This document addresses the following objectives of WP24: • To analyse the potential of newly designed, fully integrated rail freight systems and understand the expected market up take levels; • To produce a catalogue on rail freight systems to contribute to the Commission’s goals for 2030 and 2050 (i.e. achieving modal shift from road to rail) ; Deliverable 24.2 consolidates and builds on the output produced under SP2 so far, to develop the following catalogue for rail freight systems which meets the requirements and expectations of 2030/2050.

Le Comité MSC a décidé de publier ce Code sous couvert de la circulaire MSC.1/Circ.1497, en collaboration avec la CEE-ONU et l'OIT. La circulaire MSC.1/Circ.1498 fournit quant à elle un document d'information concernant le Code CTU. Il ne fait pas partie du Code mais contient des renseignements supplémentaires et s'applique, tout comme le Code CTU, aux opérations de transport par tous les modes de transport terrestre et par voie navigable, ainsi qu'à l'ensemble de la chaîne de transport intermodal. 2) Division 431 A l’occasion de sa 902ème session, la Commission formulait un avis favorable aux modifications de la division 431, lesquelles ont été apportées par l’arrêté du 21 juin 2016 portant modification de l’arrêté du 23 novembre 1987 relatif à la sécurité des navires (cf. NOR : DEVT1614052A). Pour rappel, ces modifications portaient sur les points suivants : - son champ d’application : division applicable à tout transport de marchandise.

In 2017, the company transported 35.665 million tonnes of goods, which represents a one percent increase compared to the plan, and a transport volume which is comparable to that in 2016. The company did not reach the planned transport revenues despite having fulfilled the trans- port volume plan, and the actual amount was only EUR 252.8 million. This was caused by the continued price pressure, where the ambitious increase in unit prices in the plan was not achieved.
