In the reference second read above, the Tribal Welfare Department has issued orders for creation of new ITDA at Chintoor to ensure effective service delivery to the (4) Mandals newly merged in E.G.District. 3. In the reference Third read above, the Tribal Welfare Department has submitted proposals to Government for sanction of new posts to ITDA, created at Chintoor of East Godavari District. 4. After careful examination of the proposal of the department, Government hereby accord permission for sanction of new posts to ITDA, created at Chintoor of East Godavari District. For this purpose, annual peak discharges across the different gauge stations in river stretch considered for flood frequency analysis. Statistical analysis is carried out for discharge data to estimate probable flood discharge values for 1000 and 10,000 years return period along with 0.1 and 0.14 million m3/s discharge. Furthermore, the resulting flood discharge values are converted to water level forecasts using a steady and unsteady flow hydraulic model, such as HEC-RAS. The water surface elevation at Bhadrachalam river stations with and without dam was estimated for 1000 and 10,000 years discharge. Unsteady 2D flow simulations with and without the dam with full closure and partial closure modes of gate operation were analysed. The results showed that with half of the gates as open and all gates closed, water surface elevation of 62.34 m and 72.34 m was obtained at Bhadrachalam for 1000 and 10,000 years. The 2D unsteady flow simulations revealed that at improper gate operations, even with a flow of 0.1 million m3/s, water levels at Bhadrachalam town will be high enough to submerge built-up areas and nearby villages.

As the name of the district conveys, East Godavari District is closely associated with the river Godavari, occupying a major portion of the delta area. East Godavari district is having the area of 10,807 Sq Kms with 7 Revenue divisions, 64 Revenue mandals and 1012 Grama panchayats with a population of 51,51,549 as per 2011 provisional census figures. The Headquarters of the District is located at Kakinada. East Godavari District lies North - East Coast of Andhra Pradesh and bounded on the North by Visakhapatnam District and the State of Orissa, on the East and the South by the Bay of Bengal and on the West by Khammam District of Telangana State and West Godavari Districts. Area of the District is 12,805 Sq.Kms including newly added Yetapaka Division. The District is located between Northern latitudes of 16o 30' and 18o 20' and between the Eastern longitudes of 81o 30' and 82o 30'.

Salient Features of East Godavari District East Godavari District which is one of the largest and the most populous district in the state of Andhra Pradesh, was successively ruled by Mauryas, Sathavahanas, Vishnu Kundins, Eastern Chalukyas, Cholas, Kakatiyas, Musunuri Chieftains, Kondaveeti Reddy Kings, Gajapathis, Kutubshahis and then by the British. It was under the Raj. On April 15, 1925, East Godavari District was formed as per G.O.No.502. East Godavari is the richest district of the state, in terms of GDP. It is both the cultural and tourist hub of the state. East Godavari is a district in Coastal Andhra region of Andhra Pradesh, India. Its district headquarters is at Kakinada. As of Census 2011, it became the most populous district of the state. Rajahmundry and Kakinada are the two large cities in the Godavari districts in terms of population. The district of Rajahmundry (present name Rajamahendravaram) was reorganised in 1859 into two districts of Godavari and Krishna. Godavari District was further bifurcated into East and West Godavari districts in 1925. After Nov 1956, Andhra Pradesh was formed by combining parts of Naizam, Ceded and Circars. In 1959, the Bhadrachalam revenue division, consisting of Bhadrachalam and Naguru Taluqs (2 Taluqas in 1959 but later subdivided into Wajedu, Venkatapruram, Charla, Dummugudem, Bhadrachalam, Nellipaka, Chinturu, Kunavaram, and Vara Rama Chandra Puram mandals) of East Godavari district were merged into the Khammam district. After June 2014's reorganisation and division of Andhra Pradesh, the Mandals of Bhadrachalam (with the exception of Bhadrachalam Temple), Nellipaka, Chinturu, Kunavaram and Vara Rama Chandra Puram were re-added to East Godavari District.

    Foreword The preceding five years of our long journey from 1985 are very significant. In these five years the endeavors on tribal, village development and upliftment initiated by Agriculture and Social Development Society (ASDS) are vital. This document is an account of those efforts. Khammam is most backward district in Andhra Pradesh and the situation of tribal pockets in district doesn’t necessitate further elaborations. The organisation working for tribal and people’s development since long time, we consider the prior five years as most significant phase. The reasons for this are enormous internal and external factors. The external factors include wild spread of globalization, owing to the changes arised in political and economic policies are crucial. Impacting on nature and in the lives of minority, vulnerable tribal communities surviving on nature is immeasurable. Keeping in this view organisation, since five years has initiated new policies, programmes, activities with distinct perspectives. In this venture had paved success and also faced many new challenges. In fact the process of facing the challenge has given been a source to evolve future policies. And it’s an inspiration and nerve for us to proceed further with appropriate skills. The long standing struggle undertaken by we include concerns of human rights, prevention of exploitation of natural resources, tribal women identity, ensuring self respect, cultural protection are the key elements. For the welfare of tribal’s and sustainable agriculture, non timber forest produce, other livelihoods, health, child development, empowerment of tribal women are the key concerns for us in which we are continuously striving and strengthening and marching ahead, making efforts to bring changes in the government policies at the central level, placing efforts in designing the programmes.

Due to poor availability of these inputs, including good network of historical hydrological observations and limitation of time, quick flood early warning becomes a difficult task. Presently, based on the daily river water level and forecasted water level for major river systems in India, flood alerts are provided which are non-spatial in nature and does not help in understanding the inundation (spatial dimension) which may be caused at various water levels. In the present paper a concept for developing a series of flood-inundation map libraries two approaches are adopted one by correlating inundation extent derived from historical satellite data analysis with the corresponding water level recorded by the gauge station and the other simulation of inundation using digital elevation model (DEM's) is demonstrated for a part of Godavari Basin.

Introduction The frequent drying up of the Godavari River in the non-monsoon period and conservation of water has been a matter of great concern of the Andhra Pradesh Government. Indiscriminate construction of embankment along the river has been cited as an obvious reason. Polavaram Dam Project across river Godavari is a Multipurpose Project which has been accorded National Project status by the Central Government and its reservoir stretched to part of Chhatisgarh and Odisha. To comprehend Indira Sagar National Project (Polavaram), it is imperative to know about the river system connected to it. A modest endeavour has been concerted to visualize the river system incorporating Godavari, Sabari and Sileru river. Besides, ingenious attempt has been made to analyse socio-economic condition of the tribal people and nature of displacement of tribal people affected by the Project. Objectives and Methodology The present study intend to verify the following objectives, Firstly, to evaluate Cost- Benefit Analysis (CBA) of Indira Sagar National Project (Polavaram). Secondly, to examine the impact of the Project on tribal people of Malkangiri District of Odisha. Thirdly, to conduct one case study of Malkangiri District with special reference to know the impact on income, displacement and rehabilitation of tribal people affected by Polavaram Dam Project.
