The importance of the research of the Kazan Governorate nobility self- government activity in the middle of the 19th - early 20th centuries is determined by the fact that the study of this issue gives the opportunity to define the scenarios of keeping the power in the hands of the nobility, as well as the domestic needs of the nobility who represented multifunctional institutions handling both the problems of their social class and the local administration issues. This research is supported by the system approach based upon the study of noble institutions as an integral whole, and all aspects of its activity are geared to the interests of the nobility. The article highlights the study of the Kazan Governorate noble institutions as the bodies of the social class self-government. The authors investigated the interaction with the local government, and the influence on the government policy during the petition campaign and by means of the meetings of the governorate noble society representatives. The activity of the noble institutions shows their role in the formation of the civil society. The practical value of the research is that its conceptual issues and conclusions may be used in the preparation of the summarizing and special works on the history of Russia and Tatarstan. These materials are of research and practical interest within the study of social, political and economic life of the Russian Empire and Kazan Governorate.

    In recent years, the concept of traditional Islam has attracted attention of researchers both in Russia and beyond. The present part of the work covers the development of the region’s public education system in the period 1804–1871. In putting this work together, the authors drew upon both various regulatory documents issued in the Russian Empire in the area of public education, including some of those listed in the Complete Collection of Laws of the Russian Empire, and a set of statistical digests. In terms of methodology, the authors made extensive use of the statistical method.

Territory and Statistics1 Period: 1911–c. 1917 Territory: The Governorates of Kazan, Orenburg, Perm, Samara, Ufa, and Vyatka, and the Ural Oblast west of the Ural River Membership: 316 (1915) Churches: 16 (1915) Organizational History Adventists had arrived to at least some parts of the Ural Mission’s territory by the late nineteenth century.2 In 1906 the territory belonged to the Asian Russian Field, the East Russian Mission from 1907, and to the Siberian Mission from 1909. In 1910, the East Russian Mission divided into the Ural and Volga Missions. This was a step in creating the Siberian Union with its subfields, all of which started operating in 1911. At the European Division meeting in September 1909, it was decided to organize Siberia into the Siberian Union separate from the Russian Union. The Russian Union agreed to the plan at its annual session, March 3–8, 1910. The changes took effect the following year. All the fields of the Siberian Union were organized at the same time (except the Turkmenistan Mission which already existed). One of the new Siberian church units was the Ural Mission. It comprised Kazan, Perm, and Vyatka Governorates from the Middle Russian Mission, and Orenburg, Samara, and Ufa Governorates from the East Russian Mission (which was abolished at this time) and the Ural Oblast west of the Ural River.

Islam has also become one of the four traditional religions1 of Russia. The process of the “Islamic Renaissance”2 in Russia has led the Muslim com- munity, in particular the Tatars, to look back and take advantage of the historical experience and achievements of Tatar theological thought in order to utilize it in the process of building the identity of Russian Muslims. In recent years, the most visible element of this process has been an attempt to rethink the con- cept of Jadidism – the reform movement among Muslims in the Russian Empire at the turn of the nineteenth and twentieth centuries. One of the most important figures of this movement was Musa Jarullah Bigiev, a religious scholar, politician, and writer. His works relate to fields such as Islamic jurisprudence, politics, history, law, and economics. The article aims to outline the political thought of Musa J. Bigiev, as expressed in his most significant work Alphabet of Islam, written in 1920.
