The relevance of the investigated problem is caused by the growing importance of the religious factor in the socio-political and religious-cultural life of the global community and Russia in the XXI century. The purpose of this article is to identify and analyze trends in the development of Tatar religious activities such as Hajj during the XI - XXI centuries. The leading method of the study of this problem is a historical-comparative method: in retrospect the emergence of this institution and the existence under conditions of the different socio-economic formations have been analyzed; a particular emphasis is made on the post- Soviet period. A special attention is paid to the question of organization of the hajj: route construction and different programs, cost factors of trip tickets, etc. It is proved that the system of organization of doing Hajj in the Republic of Tatarstan as an obligatory ritual for every Muslim is now almost developed. In a short time (since the 1990s.) the stage of formation passed, competence centers are defined, and logistics are established, all the requirements of the Islamic religion, the Russian and international legislation are observed. The importance of the research of the Kazan Governorate nobility self- government activity in the middle of the 19th - early 20th centuries is determined by the fact that the study of this issue gives the opportunity to define the scenarios of keeping the power in the hands of the nobility, as well as the domestic needs of the nobility who represented multifunctional institutions handling both the problems of their social class and the local administration issues. This research is supported by the system approach based upon the study of noble institutions as an integral whole, and all aspects of its activity are geared to the interests of the nobility. The article highlights the study of the Kazan Governorate noble institutions as the bodies of the social class self-government. The authors investigated the interaction with the local government, and the influence on the government policy during the petition campaign and by means of the meetings of the governorate noble society representatives. The activity of the noble institutions shows their role in the formation of the civil society. The practical value of the research is that its conceptual issues and conclusions may be used in the preparation of the summarizing and special works on the history of Russia and Tatarstan. These materials are of research and practical interest within the study of social, political and economic life of the Russian Empire and Kazan Governorate. -

Alexei Zverev 4. The Value of the Tatarstan Experience for Georgia and Abkhazia Introduction In the 20th century Russia has seen two changes in the way in which its compo- nent parts are joined. In the first case, in 1917-1922, the Tsarist empire, after two revolutions and a civil war, gave way to the full version of Soviet federalism. The two basic tenets of Soviet federalism were, firstly, the internal division of the state according to the ethno-territorial principle, and, secondly, the theory of dual sov- ereignty.1 The ethno-territorial principle provided for the allocation of territory to each compact ethnic group inhabiting a certain area. It was in this area that the ethnic group in question could organise its administrative bodies and cultural institutions using local languages. The theory of dual sovereignty meant that sov- ereignty was vested both in the federation and in its subjects (members), the Union republics. On the basis of that principle the latter, as sovereign states, had the constitutional right to secede. This right of secession, along with the Treaties of Union between the Union republics, provided for an element of formal con- federalism in the Soviet polity. In contrast to the USSR, which was based on a Treaty of Union, the Russian Soviet Federative Socialist Republic (RSFSR) was considered to be based on the existence of autonomous units (including Tataria, now officially called Tatarstan) created by Bolshevik fiat from above, not by treaty or agreement. The only case (among the republics still forming part of Russia now) where an agreement was initially concluded between an autonomous repub- lic joining the RSFSR and the RSFSR itself was Bashkiria (now officially called Bashkortostan), where fighting against Bolshevik rule in the civil war was particu- larly fierce. -

Islamic Radicalization in Russia Giada Tardivo (Research Assistant, ICT) Spring 2015 ABSTRACT This paper examines the phenomenon of Islamic radicalization in Russia, analyzing the causes, dynamics and implications of the increasing radicalization of Russia’s Muslim community. The paper argues that in the last few years Islam has increased its physical presence in Russia, for example through the construction of new mosques and of educational structures, but it has also increased its online presence. The increase of the international mobility of persons and of ideas, new demographic developments and migration flows have also contributed to the change in the composition of Russia’s Muslim communities and to the spread of Islam to other areas. The growing influence of transnational Islamic networks (Salafism, Muslim Brotherhood) has played an important role in the radicalization of Russia’s local Muslim communities, and it contributed to turn local Islam into a new form of protest against the Russian repressive and authoritarian state, particularly in the Northern Caucasus. Finally, the paper argues Russia has a unique approach towards the new forms of Islam and its increasing presence. The Concept of Traditional Islam
In recent years, the concept of traditional Islam has attracted attention of researchers both in Russia and beyond.
