What is the relationship between political and social revolution? How can state institutions serve as tools for political change? What is the basis for mass collective political agency? And how can intellectual work contribute to broader emancipatory political movements? Through textual and historical analysis, this dissertation examines how Latin American intellectuals and political actors have reframed and answered these questions in changing historical circumstances. -

CEPPS/NDI Quarterly Report: January 1 to March 31, 2005 BOLIVIA: POLITICAL PARTIES DEVELOPMENT USAID Associate Cooperative Agreement No. 511-A-00-04-00016-00, under the Leader Cooperative Agreement No. DGC-A-00-01-00004-00 Project dates: November 6, 2003, to June 30, 2005 I. SUMMARY Bolivia was once considered one of the most stable democracies in the Andes and a paragon of economic reform. Despite the implementation of major socio-economic reforms, economic disparity and ethnic and regional conflict have led to recent political turmoil. In November 2003, USAID awarded the National Democratic Institute a cooperative agreement to fulfill the following objectives: provide technical assistance for parties to comply with the 1999 Political Party Law; help parties improve candidate recruitment and selection practices; work with parties to improve relations with civil society; and strengthen party communication strategies and mechanisms to ensure that party proposals reflect citizen demands. Following several months of burgeoning road blockades and protests, President Carlos Mesa offered his resignation twice in March 2005. Similar economically motivated protests in October 2003 resulted in violence and led to the resignation of President Gonzalo Sánchez de Lozada. Although Lozada’s successor, President Mesa, has committed to completing his term through 2007, the country remains mired in historic conflicts that are severely hindering national governance. Amidst continued citizen-driven political pressure tactics, Bolivians must prepare for the first-ever popular selection of department prefects, a national referendum on regional autonomy and a constituent assembly process all scheduled for 2005 and 2006. The present conditions highlight the need to rebuild healthy and responsive political parties that can effectively channel citizen demands, offer policy alternatives, and provide avenues for all Bolivians to engage in constructive political participation. -

In concurrent legislative elections, the governing Movement for Socialism (MAS) retained a majority in the legislature. Political representation improved in the 2014 general elections for women, who took 49 percent of the seats in the Plurinational Legislative Assembly. In July, human rights organizations criticized Bolivia after it passed new legislation to lower the legal employment age for minors to 10 for certain jobs. Political Rights and Civil Liberties: Political Rights: 29 / 40 [Key] A. Electoral Process: 11 / 12 Bolivia’s president is directly elected, and presidential and legislative terms are both five years. The Plurinational Legislative Assembly consists of a 130-member Chamber of Deputies and a 36-member Senate. All senators and 53 deputies are elected by proportional representation, and 70 deputies are elected in individual districts. Seven seats in the Chamber of Deputies are reserved for indigenous representatives. The 2009 constitution introduced a presidential runoff provision. In a controversial April 2013 ruling, the Plurinational Constitutional Tribunal determined that President Morales’s first term in office did not count toward the constitutionally mandated two-term limit since it had begun before the current constitution was adopted. The ruling allowed Morales to run for a third term in 2014. In the October 2014 general elections, Morales was reelected with 61.4 percent of the vote. Samuel Doria Medina of the Democratic Union Front (UD) obtained 24.2 percent of votes, and the three remaining candidates, including former president Jorge Quiroga, shared less than 15 percent of votes. -

VOTER’S GUIDE – CANDIDATES & ISSUES For Portage County, Ohio NOVEMBER 6, 2018 GENERAL ELECTION This voter’s guide is a joint venture of the Record-Courier and the League of Women Voters of Kent and Northern Portage County. The League of Women Voters of Kent and Northern Portage County are non-partisan political organizations that encourage the informed and active participation of citizens in government, work to increase understanding of major public policy issues, and influence public policy through education and advocacy. Membership in the League is open to all citizens of voting age, male or female. The League is funded by members’ dues and contributions from members and non-members. Donations are welcome. Issue 1 was prepared by the League of Women Voters of Ohio Education Fund. Issues 4-38 were prepared by the LWV of Kent with information provided by the following sources: the entity placing the issue on the ballot, the Portage County Board of Elections, and the Portage County Auditor. All candidates who filed their intent to run for office with the Board of Elections for the following races were sent questions relating to the office they were seeking by the LWV of Kent, as well as instructions on how to complete the candidate questionnaire: US House of Representatives District 16, Ohio House Districts 75 and 76, Portage County Commissioners and Auditor, and State Board of Education District 7. The candidates were asked to participate by entering their responses on the vote411 website or submitting their responses to the LWV of Kent in accordance with the following guidelines. -

I declare that my thesis consists of 100,000 words. 2 Abstract The present thesis investigates the causes of the Bolivian state crisis (2000-2008). The case study is intriguing because, compared to other countries in the region, Bolivia appeared to successfully implement competitive elections and neo-liberal reforms. Nevertheless, by 2008 the country was on the verge of civil war. This sudden political collapse, I argue, shows that Bolivia represents an extreme case of a regional trend, namely the periodic opening of a gap between legality and legitimacy in periods of social change, punctuated by external shocks. Most accounts of the crisis try to explain it based on the historical prevalence of ethnic, regional or class cleavages within the Bolivian society. -

No War on IRAN! The press conference for the Korean NGO that denounces U.S.'act of war' and opposes Korean troop dispatch The Trump administration has committed an utterly unpardonable act of war. Last January 3rd (local time) they assassinated Qasem Soleimani, the Iranian Major General of the Islamic Revolutionary Guard Corps, through a drone strike at Bagdad Airport. In response, Iran declared a ‘harsh retaliation’ on the 8th(local time) and carried out an attack against the U.S. by launching a dozen or so missiles at two U.S. army bases in Iraq. Later, the Foreign Minister of Iran said that they did not seek further military escalation or war. Likewise, President Trump announced that he did not want to use more military force, which fortunately stopped the situation from getting out of control. The assassination of General Soleimani is a clear violation of international law and an act of war that infringes upon Iraq’s sovereignty. The U.S. government argues that Commander Soleimani plotted an attack against U.S. facilities in Iraq, Lebanon, and Syria. However, the U.S. government failed to provide specific evidence concerning this and the Iraq government has also fully denied such claims. This is the reason why such criticisms against the violation of the UN charter, that attacking another country is prohibited unless one’s own country is attacked or unless it is approved by the UN Security Council, have arisen. Furthermore, it is unjustifiable for a third power to proceed with a military operation of murdering an independent nation’s high-ranking official without notifying the Iraq government. -

IMD Partner in Democracy A NNUAL R EPORT 2005 The IMD – an institute of political parties for political parties The Institute for Multiparty Democracy (IMD) is an institute of political parties for political parties. Its mandate is to encourage the process of democratisation in young democracies by providing support to political parties as the core pillars of multi- party democracy. IMD works in a strictly non-partisan and inclusive manner. Through this approach, the Institute endeavours to contribute to properly functioning, sustainable pluralistic political party systems. It also supports the activities of civil society groups which play a healthy role in multi-party democracies, even though they are not part of any formal party structure. IMD was set up by seven Dutch political parties in 2000 in response to requests for support from around the world. The IMD’s founding members are the Dutch Labour Party (PvdA), Liberal Party (VVD), Christian Democratic Party (CDA), Democratic Party (D66), Green Party (GroenLinks), Christian Union (ChristenUnie) and Reformed Party (SGP).
