Atti Rss 2010 PREMESSA AGLI ATTI DELLO OTTAVO REGIONAL SEAPOWER SYMPOSIUM DI VENEZIA del Capo di Stato Maggiore della Marina Il Capo di Stato Maggiore della Marina Il Regional Seapower Symposium (RSS) di Venezia è l’evento che da ormai quattordici anni rappresenta uno dei principali strumenti utilizzati dalla Marina Militare per contribuire allo sviluppo della partnership internazionale e contribuire alla sicurezza marittima globale. Se è vero che il numero ed il livello dei partecipanti costituiscono un’indicazione attendibile dell’importanza di un evento, l’ottava edizione del RSS - che ha visto rappresentanti di 44 Marine che operano nel Mediterraneo Allargato e 20 Organizzazioni Internazionali e realtà militari e civili incontrarsi nella cornice lagunare – può senza dubbio essere definita un successo. Partendo dalla convinzione che il Dialogo e la Cooperazione conferiscano alla Maritime Security un valore aggiunto, rappresentandone un vero e proprio fattore abilitante, i lavori delle sessioni hanno analizzato, da differenti prospettive, il contributo di questo fondamentale binomio a concetti di grande attualità nello scenario marittimo internazionale: la Maritime Situational Awareness, le Maritime Security Operations e la Maritime Capacity Building. L’efficace combinazione di tali concetti consente di conseguire la Maritime Security in senso lato, fattore – quest’ultimo - che sta influenzando e condizionando l’organizzazione operativa delle Marine di tutto il mondo. Le discussioni, gli interventi e gli eventi collaterali di questo Simposio hanno evidenziato l’importanza di una partnership forte ed attiva - sul versante internazionale come su quello nazionale - per un’efficace risposta e contrasto alle sfide che l’attuale ambiente marittimo in continua evoluzione ci pone: la pirateria, il terrorismo e tutte le altre attività illecite che trovano in mare il proprio spazio di manovra rappresentano gli esempi più attuali. Nel contesto dei temi sensibili legati alla marittimità, il RSS di Venezia ha acquisito, negli anni, un posto di rilievo, grazie ai concreti risultati conseguiti attraverso il lancio di iniziative internazionali di grande importanza: la firma dell’Accordo Operativo del Trans-Regional Maritime Network (T-RMN), unitamente alla partecipazione della Marina Ucraina al Progetto V-RMTC – sancite proprio a Venezia - si inseriscono nel solco di questa tradizione, proiettando la condivisione dei dati a livello regionale in una dimensione mondiale, secondo un modello efficace e convincente. È indubbio che gli Oceani rappresentino il baricentro dello scenario geo- politico moderno, in cui lo sviluppo e la prosperità dipendono direttamente dalla sicurezza e dalla stabilità “dal” mare e “in” mare: in questa prospettiva l’obiettivo principale delle Marine - che restano elementi centrali in ogni questione marittima – deve identificarsi con la ricerca del giusto bilanciamento tra la capacità di agire in alto mare - per contribuire alla stabilità e alla pace – e la salvaguardia della libertà dei mari stessa. Con questa consapevolezza, la condivisione delle esperienze delle Marine partecipanti al RSS 2010 ha portato alla stesura di un documento di “Raccomandazioni Finali” comuni che - tenendo conto di quanto emerso durante i lavori - esortano a promuovere iniziative e partnership regionali, ad incoraggiare lo scambio informativo e ad armonizzare gli sforzi nazionali, regionali ed internazionali per raggiungere il comune traguardo della sicurezza, ponendo così le basi per l’avvio di nuove iniziative da sviluppare nell’immediato futuro. Questo documento, accompagnato da un Executive Summary che integra il presente volume, rappresenta la volontà delle Marine di valorizzare in modo concreto i risultati conseguiti in questa importante occasione. L’ambizioso obiettivo di questo Simposio era quello di contribuire all’abbattimento delle principali barriere che limitano la cooperazione fra i popoli e di ridurre la Sea-blindness che spesso caratterizza e limita la comunità internazionale, rivendicando al tempo stesso il ruolo imprescindibile delle Marine nelle questioni marittime: ebbene, credo che questo obiettivo sia stato pienamente raggiunto, confermando il Regional Seapower Symposium di Venezia quale evento all’altezza della tradizione, ed i cui “Atti” relativi all’Ottava edizione ho qui l’onore di presentare. The full-scale tests were conducted on a CPS prototype that was accepted by the CN. The seakeeping numerical prediction and model tests were done during preliminary project design. However, these results are not fully comparable with the prototype tests since the ship was lengthened in the last phases of the project. Key numerical calculations are presented. The CPS project aims to renew a part of the Croatian Coast Guard with five ships. After successful prototype acceptance trials, the Croatian Ministry of Defence (MoD) will continue building the first ship in the series in early 2020. Full-scale prototype seakeeping test results could be valuable in the design of similar CPS projects. The main aim of this paper is to publish parts of the sea trial results related to the seakeeping performance of the CPS. Coast guards around the world have numerous challenges related to peacetime tasks such as preventing human and drug trafficking, fighting terrorism, controlling immigration, and protecting the marine environmental. They must have reliable platforms with good seakeeping characteristics that are important for overall ship operations.
