CURRENT USE OF "CPIP-TYPE" INFORMATION. This part of the questionnaire is intended to establish 1.what information Member States already exchange 2.who is involved in this exchange 3.how can this exchange and already existing mechanisms be most effectively incorporated to EUROSUR. While filling in this part, as the point of departure please refer to the background information on the Technical Study (Annex), however you are invited also to go beyond the scope of the Annex, in your answers. SWEDEN General remark: Please note, that due to an ongoing study in Sweden regarding the requirements of a EUROSUR implementation, we choose not to extensively elaborate with replies to some of the questions in this questionnaire. In Sweden today there is no NCC- function in terms of the Eurosur project. The Swedish Government has assigned the National Police Board to, in cooperation with the Swedish Coast Guard and other relevant authorities, study the requirements for an implementation of the EUROSUR including the NCC- concept. -

PREMESSA AGLI ATTI DELLO OTTAVO REGIONAL SEAPOWER SYMPOSIUM DI VENEZIA del Capo di Stato Maggiore della Marina Il Capo di Stato Maggiore della Marina Il Regional Seapower Symposium (RSS) di Venezia è l’evento che da ormai quattordici anni rappresenta uno dei principali strumenti utilizzati dalla Marina Militare per contribuire allo sviluppo della partnership internazionale e contribuire alla sicurezza marittima globale. Se è vero che il numero ed il livello dei partecipanti costituiscono un’indicazione attendibile dell’importanza di un evento, l’ottava edizione del RSS - che ha visto rappresentanti di 44 Marine che operano nel Mediterraneo Allargato e 20 Organizzazioni Internazionali e realtà militari e civili incontrarsi nella cornice lagunare – può senza dubbio essere definita un successo. Partendo dalla convinzione che il Dialogo e la Cooperazione conferiscano alla Maritime Security un valore aggiunto, rappresentandone un vero e proprio fattore abilitante, i lavori delle sessioni hanno analizzato, da differenti prospettive, il contributo di questo fondamentale binomio a concetti di grande attualità nello scenario marittimo internazionale: la Maritime Situational Awareness, le Maritime Security Operations e la Maritime Capacity Building. L’efficace combinazione di tali concetti consente di conseguire la Maritime Security in senso lato, fattore – quest’ultimo - che sta influenzando e condizionando l’organizzazione operativa delle Marine di tutto il mondo. Le discussioni, gli interventi e gli eventi collaterali di questo Simposio hanno evidenziato l’importanza di una partnership forte ed attiva - sul versante internazionale come su quello nazionale - per un’efficace risposta e contrasto alle sfide che l’attuale ambiente marittimo in continua evoluzione ci pone: la pirateria, il terrorismo e tutte le altre attività illecite che trovano in mare il proprio spazio di manovra rappresentano gli esempi più attuali. -

ARTICLE COLOMBIA€™S FIRST SCIENTIFIC EXPEDITION TO ANTARCTICA Learning Curve during Survey in Antarctica The first Colombian scientific expedition to Antarctica was a major challenge for the country and the Colombian Hydrographic Survey organisation because of the extreme conditions in which the investigations had to be carried out. It is Colombia’s vision to contribute to the preservation of the 'White Continent'. The preparation and the professionalism of the scientists and crew were critical to achieving the objective of the cruise: to become part of the Antarctic Treaty. This objective has been set out to the member countries of the ’Antarctic Treaty’ in Document 104. Within the Antarctic Treaty Colombia intends to change its status, from an observer country to a consultative treaty country. This resulted in the preparation of the first Colombian expedition to Antarctica. During the preparatory meetings of the expedition, we listened and took note of the recommendations made by the Hydrographic Services of Ecuador, the Hydrographic Service of Chile and the Chilean Antarctic Institute INACH, institutions with extensive experience in research in these latitudes. Each meeting and each recommendation increased our anxiety and fears to explore the unknown, but at the same time, we were encouraged to ultimately prepare ourselves for this challenge. The hydrographic research was coordinated by the Chilean Hydrographic Service and was to result in the delivery of bathymetric information in four areas in the Gerlache Strait, specifically to the nautical chart INT 9103 SHOA / CHILE Bay Markmann to Andrvord Bay. Only 10% of the Antarctic waters are mapped, so this hydrographic survey will be an important contribution to the maritime security in this region, which can be used by all countries practicing tourism or conducting research in this area. -

Proceedings of the 18th International Symposium on the Packaging and Transportation of Radioactive Materials PATRAM 2016 September 18-23, 2016, Kobe, Japan Paper No. 4003 Joint Authority Inspections in Dangerous Goods Law Enforcement in Sweden Author Co-Author Michael Wallin Helmuth Zika Abstract The authorities’ mandates for inspecting transport activities concerning dangerous goods are divided between several authorities in Sweden. This is due to the fact that the Act (2006:263) and Ordinance (2006:311) on Transport of Dangerous Goods state that the Swedish Civil Contingencies Agency (MSB) and Swedish Transport Agency (TS) are transport authorities and that the Transport Agency, Police, Swedish Coast Guard (KBV), Swedish Radiation Safety Authority (SSM) and Swedish Civil Contingencies Agency are inspection authorities. The transport authorities, MSB and TS, issue the modal regulations; MSB is responsible for translating and putting ADR-S (road regulations) and RID-S (railway regulations) into force. The Swedish Transport Agency is responsible for putting the international IMDG-code and ICAO-TI into force. We do not use ADN in Sweden; the IMDG-code is applicable on inland waterways. The inspection authorities are: The Swedish Transport Agency: Its railway department performs inspections of rail transports of dangerous goods. The shipping department performs inspections of sea transports, with some help from the Coast Guard. The aviation department performs inspections of air transports of dangerous goods. The Swedish Police’ mandate is for road transport inspections. The Swedish Coast Guard has this role in harbours. The Coast Guard also assists the Transport Agency at sea upon request. SSM is responsible for inspecting all modes of transport involving radioactive materials and advice the other authorities on radioactive materials. -
