Nationalism, Internationalism and Chinese Foreign Policy CHEN ZHIMIN*
Journal of Contemporary China (2005), 14(42), February, 35–53 Nationalism, Internationalism and Chinese Foreign Policy CHEN ZHIMIN* This article examines the role of nationalism in shaping Chinese foreign policy in the history of contemporary China over the last 100 years. Nationalism is used here as an analytical term, rather than in the usual popular pejorative sense. By tracing the various expressions of contemporary Chinese nationalism, this article argues that nationalism is one of the key enduring driving forces which have shaped Chinese foreign policy over the period; as China increasingly integrates herself into this globalized and interdependent world and Chinese confidence grows, the current expression of Chinese nationalism is taking a more positive form, which incorporates an expanding component of internationalism. In recent years, nationalism has been one of the key focuses in the study of China’s foreign policy. In the 1990s, several Chinese writers started to invoke the concept of nationalism, both in their study of Chinese foreign policy and in their prescriptions for the Chinese foreign policy. Likewise, in English-language scholarship the study of Chinese nationalism largely sets the parameters of the debate about the future of Chinese foreign policy and the world’s response to a rising China. An overarching theme of this Western discourse is a gloomy concern with the worrisome nature of recent expressions of Chinese nationalism. Samuel P. Elite Politics and the Fourth Generation of Chinese Leadership ZHENG YONGNIAN & LYE LIANG FOOK* The personnel reshuffle at the 16th National Congress of the Chinese Communist Party is widely regarded as the first smooth and peaceful transition of power in the Party’s history. Some China observers have even argued that China’s political succession has been institutionalized. While this paper recognizes that the Congress may provide the most obvious manifestation of the institutionalization of political succession, this does not necessarily mean that the informal nature of politics is no longer important. Instead, the paper contends that Chinese political succession continues to be dictated by the rule of man although institutionalization may have conditioned such a process. Jiang Zemin has succeeded in securing a legacy for himself with his “Three Represents” theory and in putting his own men in key positions of the Party and government. All these present challenges to Hu Jintao, Jiang’s successor. Although not new to politics, Hu would have to tread cautiously if he is to succeed in consolidating power. INTRODUCTION Although the 16th Chinese Communist Party (CCP) Congress ended almost a year ago, the outcomes and implications of the Congress continue to grip the attention of China watchers, including government leaders and officials, academics and businessmen. One of the most significant outcomes of the Congress, convened in Beijing from November 8-14, 2002, was that it marked the first ever smooth and peaceful transition of power since the Party was formed more than 80 years ago.1 Neither Mao Zedong nor Deng Xiaoping, despite their impeccable revolutionary credentials, successfully transferred power to their chosen successors. -

Li, China Leadership Monitor No.4 The Mishu Phenomenon: Patron-Client Ties and Coalition-Building Tactics Cheng Li China’s ongoing political succession has been filled with paradoxes. Jockeying for power among various factions has been fervent and protracted, but the power struggle has not led to a systemic crisis as it did during the reigns of Mao and Deng. While nepotism and favoritism in elite recruitment have become prevalent, educational credentials and technical expertise are also essential. Regional representation has gained importance in the selection of Central Committee members, but leaders who come from coastal regions will likely dominate the new Politburo. Regulations such as term limits and an age requirement for retirement have been implemented at various levels of the Chinese leadership, but these rules and norms will perhaps not restrain the power of Jiang Zemin, the 76-year-old “new paramount leader.” While the military’s influence on political succession has declined during the past decade, the Central Military Commission is still very powerful. Not surprisingly, these paradoxical developments have led students of Chinese politics to reach contrasting assessments of the nature of this political succession, the competence of the new leadership, and the implications of these factors for China’s future. This diversity of views is particularly evident regarding the ubiquitous role of mishu in the Chinese leadership. The term mishu, which literally means “secretary” in Chinese, refers to a range of people who differ significantly from each other in terms of the functions they fulfill, the leadership bodies they serve, and the responsibilities given to them. -

The “China Dream” in the PRC’s Propaganda Regime in the Digital Era: Case Study of the Constitutional Debate during 2012-2013 Dr. Chin-fu Hung Department of Political Science & Institute of Political Economy National Cheng Kung University TAIWAN Abstract At such a time a new “fifth-generation” leadership, led by Xi Jinping, was installed at the Chinese Communist Party’s 18th National Congress in November 2012. The “China Dream,” put forth by the General Secretary Xi Jinping when he visited the exhibition “The Road to Revival” at China’s National Museum in Beijing in late November 2012, has ever since become his governing ideology by which his generation will achieve what is officially proclaimed as “Socialism with Chinese Characteristics.” In the wake of Xi’s further elaborations on “China Dream” in a keynote speech at the National People’s Congress in March 2013, forcibly propagating the “China Dream” as a leading patriotic education campaign has apparently been the core duty of the propaganda regime at all level. The official slogan-China Dream-has, however, confronted by alternative discourses both mediated in Chinese cyberspace and physical space, leaving an increased fierce conflict over the seizure of discourse rights between the Chinese propaganda government and the governed, epitomized as Netizens and elites in this work. Both the Chinese Communist Party and the public intellectuals are seizing and expanding their respective discourse power which is coined as “sovereign discourse rights” in this work. Applying the notion of “sovereign discourse rights” into the study of “China Dream” campaign, with a special reference to the controversial constitutional debate, we find it helpful to comprehend conceptually and analytically the transitions as well as dynamics between the Chinese propaganda regime and the new empowered Chinese blogosphere in this global information age. -

Hu Jintao: The Making of a Chinese General Secretary Richard Daniel Ewing ABSTRACT Chinese Vice-President Hu Jintao, Jiang Zemin’s heir apparent, has risen to the elite levels of Chinese politics through skill and a diverse network of political patrons. Hu’s political career spans four decades, and he has been associated with China’s top leaders, including Song Ping, Hu Yaobang, Deng Xiaoping and Jiang Zemin. Though marked early as a liberal by his ties to Hu Yaobang, Hu Jintao’s conservative credentials were fashioned during the imposition of martial law in Tibet in 1989. Those actions endeared him to the Beijing leadership following the 4 June Tiananmen Square crackdown, and his career accelerated in the 1990s. Young, cautious and talented, Hu catapulted to the Politburo Standing Committee, the vice-presidency and the Central Military Commission. Despite recent media attention, Hu’s positions on economic and foreign policy issues remain poorly defined. As the 16th Party Congress approaches, Hu is likely to be preparing to become General Secretary of the Communist Party and a force in world affairs. The late 1990s witnessed the extraordinary rise of Vice-President Hu Jintao from obscurity to pre-eminence as one of China’s most powerful politicians and President Jiang Zemin’s heir apparent. If Hu succeeds Jiang, he will lead China’s 1.3 billion people into a new era. Over the next decade, he would manage China’s emergence as a global power – a leading country with one of the world’s largest economies, nuclear weapons and a seat on the United Nations Security Council. -

Provincial chiefs currently carry much more weight than ever before in the history of the PRC. This is largely because the criteria for national leadership have shifted from revolutionary credentials such as participation in the Long March to administrative skills such as coalition-building. In addition, provincial governments now have more autonomy in advancing their own regional interests. Nonetheless, nepotism and considerations of factional politics are still evident in the recruitment of provincial leaders. Emerging top-level national leaders--including Hu Jintao, Zeng Qinghong, and Wen Jiabao--have all drawn on the pool of provincial leaders in building their factions, hoping to occupy more seats on the upcoming Sixteenth Central Committee and the Politburo. At the same time, new institutional mechanisms have been adopted to curtail various forms of nepotism. The unfolding of these contradictory trends will not only determine who will rule China after 2002, but even more importantly, how this most populous country in the world will be governed. During his recent visit to an elementary school in New Mexico, President George W. Bush offered advice to a child who hoped to become president. “If you want to be President, I would suggest you become a governor first,” said President Bush, “because governors make decisions, and that’s what presidents do.”1 What is true of the career path of American leaders seems also to be true of their counterparts in present-day China. -

This inspiring work is full of incisive arguments, but could be improved by further considering the tension between the Confucian tradition and the revolutionary tradition in the twen- tieth century. Keywords Meritocracy – democracy – The China Model – Daniel Bell The end of the cold war was followed by a failure of political imagination. In 1989, Francis Fukuyama’s famous essay “The End of History?” although criti- cized by many, presented a belief (or at least a wish) commonly held in the West: the idea that any political system other than Western liberal democracy is doomed to failure. This belief is seriously short of historical sense.
