Mamit 5 Problems of MIS data generation Districts are again infqrmed to report their problems to State Govt for rectification with the MoRD. It was felt that Districts kept silent even if they had problem. Problems should be reported to State Govt without fail by PDs. State Govt is aware of the problems faced by the Districts in the entry of data in MiS like non-acceptance of amount for Fisheries and Rural Sanitation. This shall be taken up with NIC, MoRD. Acti'on:All PDs 6 Signatories for Cheque Since DCs are always out of stations and it was decided that Cheque signatories be changed to PDs and Account Manager (MGNREGA) or Accounts Officer (DRDA) [lf Accounts Manager (MGNREGA) is not posted in the DRDAI and PDs and AOs in respect of IWMP/IWDP, IAY and BRGF. Action:Secretariat 7 Non-existing Village Some Districts are having non- existing village. This shall be informed to the State Government before 22.2.14. Lawngtlai District is having non-existing villagqs. Other Districts having non-exist6d village shall also initimate the Govt on or before 22.2.L4. Action:All PDs 8 Allocation of Works At least 50% of total cost of works shall be allotted to the Village level. It. was then proposed that IOOVI ot Wage Component shall go to VCs. 2Ooh of Material Component to VCs, 4Oo/o each to BDO and PDs. Ration of 60:40 shall be maintained at DRDA level and will work out the ratio before issuing worklsanction order. This proposal sha11 be conveyed to SEGC/Honble Minister for approval. Action:Secretariat 9 Delinking of Block Employment BEC and DEC are not functional in Council & District Employment actual practice and it has been Council as implementing proposed that BEC and DEC may be agencies removed from implementing agencies and may be changed to PDs and BDO. This shall be refl'ected in the revised Mizoram MGNREGA Rural Employment Guarantee Scheme 2014 which is being processed. This is subject to approval of the SEGC. Action:Secretariat 10 Additional staff for SAU The meeting decided that if found insufficient after conducting social audits, necessary arrangement for additional staff may be worked out again. They are advised to submit their findinss and sussestions. '11 Use of VLA/VLAA instead of EGA in order to bring equilibrium in the day to day functioning of MGNREGA, Kolasib District is to use the name of functionaries under MGNRtrGA as per approved I sanctioned post notified by the Government. Compliance report be sent to Administrative Deptt. Action:All DRDAs BRGF 1 Mismatch in Vilages Village mismatch with RGI (Census) are to be reported. Districts were already asked to submit mismatch in villages. They are to submit by 22.2.74 , Action: PDs, Lawngtlai & Saiha 2 Fees for Perspective Plan 2008- Saiha and Lawngtlai Districts are 09 informed to settle this fee which the balances should be paid by them. Action: PDs. Lawnetlai & Saiha 3 MIS Nodal Officer BRGF Districts are informed to complete recruitment of BRGF MIS Nodal Officer by the end of February 2014. Action: PDs, Lawngtlai & Saiha 4 Non-Existing village Lawngtlai District to submit under BRGF. Action:PD, Lawngtlai IAY 1 List of beneliciaries under IAy Instruction be issued to districts that Selection Committee be formed under the Chairmanship of BDO with all political parties, NGOs and prdminent citizens which will scrutinize eligible beneficiaries and to be finalized by the Gram Sabha.     152 SHORT NOTES Forktail 22 (2006) Notable bird records from Mizoram in north-east India ANWARUDDIN CHOUDHURY The state of Mizoram (21°58′–24°30′N 92°16′–93°25′E) northern Mizoram, in March 1986 (five days), February is located in the southern part of north-east India (Fig. 1). 1987 (seven days) and April 1988 (5 days) while based in Formerly referred to as the Lushai Hills of southern Assam, southern Assam. The lowest elevation, the Ngengpui River and Palak Dil, and 1,847 km of road <100 m, is in the riverbeds near the borders with Assam transects. The present study was conducted for a period of one year i.e., from March 2015 to February 2016 to assess the impact of Serlui-B Hydel Project on the water quality of Serlui river, as river water is directly used for drinking and various other domestic purposes by the local people settled in vicinity. Altogether, three sampling sites were selected for detailed investigation along the river from upstream to downstream along the hydel project. The water samples were collected at monthly interval for analysis of various parameters namely, Temperature (22.2˚C-34.3˚C), pH (6.1-7.7), Electrical Conductivity (81µS-154µS), -1 -1 -1 Dissolved Oxygen (5.7-8.1mgL ), Biological Oxygen Demand (0.6-2.2mgL ), Acidity (31-68 mgL CaCO3), Total Alkalinity -1 -1 -1 -1 (18-70mgL CaCO3), Chloride (21-145.67mgL CaCO3), Phosphate-P (0.017-0.210mgL ) and Nitrate-N (0.14-0.60mgL ).

Experience on the vital effects of the morale and psychology of the people can be seen in Mizoram, one of the North eastern states of India. This state has been under the profanity of insurgency for barely 20 years (1996-1986). It was said that after the famine cause by bamboo flowering, the philanthropic organisation of Mizo National Famine Front (MNFF) rechristened to form new political party of the Mizo National Front (MNF) and thrive for independence movement from the Indian Union. The hostility was brought by Mizo National Front (MNF) alias Mizo National Army (MNA), as its underground army wing, from one side and the Indian Army on the other. Over the year, the Indian Army and the MNA fought in tactical guerrilla warfare by using most sophisticated weapons of the 21st century.
