Executive Summary / Overview 3 Chapter 1: Introduction The group in charge for designing and developing the MMP is made up of Carlo De Matteis and Luisella Gallucci, the former is an engineer, the latter a warrant officer for Municipal Police. Both are deeply committed for different aspects to draw out the entire project in its phases. Along with Mr. De Matteis and Mrs. Gallucci, both from the Traffic and Mobility Unit, there is also the European Unit involved in the project. The former and the latter are both department from the Municipality of Lecce. The European Unit provides the Administrative support for the natural development of the project. Within this unit, there are 9 people involved plus an external consultant who is the coordinator of the project and a consultant for the English language, the official language of the SEE MMS project. Each person committed with the project works for it out of the normal working hours so as not to overlap project activities with regular office tasks. There is a meeting among people involved in the project every 15 days; meetings have an important consultative function and a good way to keep in touch and informed about the state of art of the project. 1.1 The Mobility Management Plan for the City of LECCE In the region called Apulia, the sub region Salento is a flat territory. Its climate is mild and sunny all over the year. Reducing environmental impact means reducing transport for a sustainable mobility, a respect of environment and bike tourism. We aim at improving mild mobility on foot and by bike that both can bring benefit to the community: • Reducing traffic congestion by making the city practicable to those who do not want or cannot use car and those who are compelled to use it; • Reducing environmental impact on car transport means: reducing air pollution ( from carbon dioxide and monoxide, nitrogen oxide, benzene, lead, gas black unburnt) which can make air more breathable and less polluted; • Improving street safety by reducing hundreds of accident both in town and out of it that involve pedestrians and bikers; • Helping those who cannot use cars to move: disabled people, elderly, pregnant women, mothers and children; • Reducing costs for transports; by bike and on foot, families can save money • Improving the quality of life: walking and /or riding a bike on safe streets is not against health and is suitable to any age. • Improving sustainable and rural tourism with new opportunities deriving from the use of bike and walking on safe and interesting routes. • Promoting the image of Lecce as a town for bikes, open, safe, welcoming and clean. In the last 15/20 years, Lecce has increased in size and its resident population divided per age and gender is shown in the following table (Tav.1.1) where the resident population is monitored for the decade 1990-2009; the following chart shows the 4 datum updated at 31st December 2010, meanwhile in table 1-2b (Tav. 1 -2b) we have a legend and blue stands for male and yellow for female. Moreover, we can check the percentage of gender distribution within the same chart. The last chart is a sum of the percentage updated at December, 2009. 5 6 During the last two decades, Lecce has welcomed a more and more high rate of tourists and visitors even in the de-seasonalized periods thanks to both its cultural heritage and offer (religious and civil celebrations, arts events, music gigs and concerts, international conferences, etc.). This has implied an answer to such demand for a more adequate transportation offer. As a matter of a fact, the area called Salento in which Lecce is the most important city, has developed a service for tourists and local people from and to the nearest airport located in Brindisi (39 km far from Lecce) and has promoted the integration among railway stations and has created a network able to cover the entire sub-regional area up to the end of the hill, called Santa Maria di Leuca otherwise called by the ancient Romans “finibus terrae”, renown destination for its sea, beaches, an important marina and the sanctuary visited yearly by thousands of pilgrims coming from all over the world. Salento in bus and train is a service offered by the Province of Lecce, the local administration that manages the entire district including nearly 100 villages whose main town is Lecce. The main local transport companies allows tourists and local people to get to almost all the sea and country sides of the area. 7 The above-shown map portraits the ringroad that ring the city of Lecce. Its building has been changing the perception that Lecce people have about transport and circulation since 2005/2006 when its fulfilment was accomplished. 1.1.1 Why sustainable transport and MM plans? Lecce for its morphology can suit well a system of sustainable transport and is ready to plan mobility management. Our bike sharing stations spread in different areas in town as well as the trolley bus are two of the first offers that Lecce is giving to itself and people who live and visit this city. The improving presence of tourists within the deseasonalized period of the year makes the challenge even more interesting. 1.1.2 Local/Regional issues TOURISM AND TRANSPORT At a regional level, the issue of transport and infrastructure has to be analysed both for the people and goods that get out of the region and the links connecting the parts of the same region. 8 TRANSPORT FOR CITIZENS Urban transport in Apulia foresees a bus every 15 minutes even if originally the urban centres have been built for animal transport and a few motorised-means. This has provoked a catastrophic approach with city centres improving private transport and also slowed down a natural evolution of commerce and business. What is missing is not funds but organisation, as the current one is not adequate with the market. (source survey issued by Regione Puglia). In order to incentive the use of public transport, institutions need to show people they are reliable. How this could happen? With a serious and professional offer, availability and flexibility from those who manage public transport (i.e. Commuters who have been using the service for 7/8 years need to get an improved offer). The connections from Northern Apulia (from Adriatic coast to Bari and from Bari to Taranto) are well organised with long-coverage means. The links among Bari, Taranto and Salento region and among Apulia, Basilicata, Naples and Molise, the rest of the region with Gargano and the islands are less effective. Salento, the sub region within Apulia where Lecce is located, shows a different situation just because the area is very flat and connections are easy to be done; moreover the territory is not huge to be covered with transport services. Lecce has a system of buses that connect city centre to suburban areas and it is well linked with the rest of the villages around thanks to both FERROVIE SUD EST (FSE), and “SALENTO IN BUS”, which serves . The methodology was applied at a test area located along a major road near Cutrofiano using geological and electrical-resistivity tomography and microgravity geophysical methods. The quarantine bacterium Xylella fastidiosa subsp. pauca was introduced in the area from abroad and has been widely threatening olive groves in the area. The successful eradication of quarantine phytopathogens requires a prompt identification of the causative agent at the new site, a restricted infected area, a highly effective local organization for crop uprooting and biological features of the micro-organism that would guarantee its complete elimination. However, at the time of the first record, these criteria were not met. Interdisciplinary studies showed that a zinc-copper-citric acid biocomplex allowed a consistent reduction of field symptoms and pathogen cell concentration within infected olive trees. In this perspective article, it is briefly described the implementation of control strategies in some olive farms of Salento. The protocol includes spray treatment with the biocomplex during spring and summer, regular pruning of the trees and mowing of soil between February and April to reduce the juvenile of the insect vector(s). Thus far, more than 500 ha have begun to follow this eco-friendly strategy within the “infected” and “containment” areas of Salento.

If, initially, they led to processes of crop homogenization, seasonal adjustment, homogenization of the landscape and markets standardization, they have subsequently pushed local communities towards a recovery of endemic biodiversity at risk of extinction because of such planetary processes, as well as a fundamental element in terms of local development, food security and sovereignty and reduction of environmental impacts. Starting from these instances of recovery and protection, which are increasingly taking place in Apulia, this work will examine both projects created "from above" and initiatives "from below", being the latter the result of a new consciousness that renews social cohesion and gives new value to the territorial milieu. In this regard, the case of the «Salento km0» network will be examined: born in 2011 and now made up of 61 local subjects including producers, restaurateurs, associations, ethical purchasing groups and traditional stores, which represent a key symbol of a territory that resists and a population that has chosen to stay and innovate according to economic, social, cultural and environmental sustainability.

    LIALA Negroamaro Salento INDICAZIONE GEOGRAFICA PROTETTA GRAPES: LIALA: Ladies name that 100% Negroamaro PPROTETTA means “ night” VINEYARD AREA: The grapes come from the oldest vineyards of our estate, located in the commune of Guagnano in the province of Lecce. Very low yields and carefully selected grapes are used to make this impressive Negroamaro. PLANT TRAINING AND DENSITY The training method is traditional ‘alberello pugliese’ (bush vines). The vines are approximately 80 years old, with an average yield of 700 -800g per plant. HARVEST : The grapes are harvested by hand into small 5kg crates of place from mid-September. The grapes are harvested when they are over-ripe and have begun a natural appassimento on the plant. The over-ripening allows greater concentration to be obtained, while preserving the fragrance of red fruits. VINIFICATION : After de-stemming, the grapes are not crushed, allowing them to remain intact, reducing damage to the skins and optimizing colour extraction. Fermentation takes place in stainless steel tanks at a controlled temperature of 23-25°C for 8-10 days. Selected yeasts that are ideal for Negroamaro are used for fermentation. Frequent pumping over and rack and return are carried out during the fermentation to achieve gentle extraction of aromas and supple tannins. After racking, malolactic fermentation is induced. AGING: After malolactic fermentation 70% of the wine is racked and placed in 225 litre barrels and 3,000 litre oak casks for 7-8 months. Using different sized barrels gives the wine an excellent balance of fruit and oak. The remaining 30% is placed in stainless steel tanks.
