While it is noted that the application is for the replacement of a derelict former dwelling, in applying the common law test to establish whether a dwelling has been abandoned, the former dwelling in this case is reasonably considered to be, as a matter of fact and degree, abandoned.

    REPORT BY MRS S SQUIRE, PARISH CLERK, ON ATTENDANCE AT A MEETING ON THURSDAY, 20 AUGUST 2015 AT THE GUILDHALL, BARNSTAPLE ORGANISED BY BARNSTAPLE TOWN COUNCIL TO LOOK AT POSSIBLE WAYS OF MANAGING GRASS AND VERGE CUTTING DUE TO A REDUCTION IN THIS CARRIED OUT BY DEVON COUNTY COUNCIL. Mr Will Austin, Barnstaple Town Clerk introduced himself and said that the invitation to the Meeting had been extended to all Parish and Town Clerk’s in the North Devon Council area. Five Clerks were present, representing South Molton Town Council, Braunton Parish Council, Fremington Parish Council, Mr T Squire representing Atherington, Bishops Tawton, Bratton Fleming, East & West Buckland and Goodleigh Parish Councils and myself representing Ashford, Berrynarbor, Chulmleigh, East Worlington, Georgeham, Horwood Lovacott and Newton Tracey, Kentisbury & Trentishoe and Romansleigh Parish Councils. A Councillor from Ilfracombe and a Councillor from North Molton were also there. Mr Austin explained that DCC had agreed to hand over verge maintenance in Barnstaple to the Town Council. Barnstaple has a sponsorship scheme in place with DCC which allowed businesses, community groups and individuals to take on green and planted areas. The relevant Licence is obtained and no fee is charged. 21 areas are sponsored in this way, some of which have a sponsorship sign. In connection with the sign, I asked about planning permission which was acknowledged as necessary. Barnstaple Town Council organise this on behalf of the people who have sponsored the particular area as it would be advertising the company or group. Disposal of green waste was discussed at length. Mr Austin advised that North Devon Council charge £50 per van load of green waste to dispose of this which is the responsibility of DCC.

    FINAL REPORT 1 | P a g e Salcombe Bioblitz 2015 – Final Report Salcombe Bioblitz 2015 This year’s Bioblitz was held in North Sands, Salcombe (Figure 1). Surveying took place from 11am on Sunday the 27th September until 2pm on Monday the 28th September 2015. Over the course of the 24+ hours of the event, 11 timetabled, public-participation activities took place, including scientific surveys and guided walks. More than 250 people attended, including 75 local school children, and over 150 volunteer experts and enthusiasts, families and members of the public. A total of 1109 species were recorded. Introduction A Bioblitz is a multidisciplinary survey of biodiversity in a set place at a set time. The main aim of the event is to make a snapshot of species present in an area and ultimately, to raise public awareness of biodiversity, science and conservation. The event was the seventh marine/coastal Bioblitz to be organised by the Marine Biological Association (MBA). This year the MBA led in partnership with South Devon Area of Outstanding Natural Beauty (AONB) and Ambios Ltd, with both organisations contributing vital funding and support for the project overall. Ambios Ltd were able to provide support via the LEMUR+ wildlife.technology.skills project and the Heritage Lottery Fund. Support also came via donations from multiple organisations. Xamax Clothing Ltd provided the iconic event t-shirts free of cost; Salcombe Harbour Hotel and Spa and Monty Hall’s Great Escapes donated gifts for use as competition prizes; The Winking Prawn Café and Higher Rew Caravan and Camping Park offered discounts to Bioblitz staff and volunteers for the duration of the event; Morrisons Kingsbridge donated a voucher that was put towards catering; Budget Car Hire provided use of a van to transport equipment to and from the event free of cost; and donations were received from kind individuals.

    HAPPY BIRTHDAY! 40 years of Community Information in South Molton It was back in February 1979 that local people agreed that South Molton should be the focus for a national project researching the information needs of rural areas and how to meet them. The “Community Information Project” was run by the British Library, Devon County Council, the Citizens’ Advice Bureau and the Community Council of Devon with David Venner as Project Officer. The Community Information Centre opened at 1, East Street in 1980 providing local access to advice and information services previously only available at a distance, as well as bringing existing local services together into a one stop shop. The network of Village Representatives was set up, nominated by Parish Councils, Women's Institutes and Churches, and this Newsletter was start- ed with their help to provide an exchange of information in the 24 parishes in and around South Molton. Several of the initial organisations and this Newsletter moved over to 125, East Street at the Amory Centre in 2008 under the aegis of South Molton Town Council and North Devon District Council - and community infor- mation is still going strong! A wide variety of organisations have come and gone over the years and “Pirate Project”, again based in South Molton, introduced information technology, extending and improving access to advice and infor- mation enormously. Local information became available both on line and in hard copy as a series of Who’s Whos for every Parish and for interest groups such as the elderly, young people and disabled. Local Information is now available to all on the internet - and so is the Community News - with hard copy still circulated throughout the area by the volunteer Village Representatives network.
