School of Finance & Information Technology First Edition Volume No-1 SCHOOL OF FINANCE & INFORMATION TECHNOLOGY “Ensure transparency ,enhance efficiency and promote digitization towards optimum utilization of resources and effective public delivery” The School of Finance and Information Technology is conceptualized and executed with the mandate of building the capacity of the police ofcers as well as ministerial staff towards ef- cient, transparent and optimum utilization of nancial resources of Sindh Police. Financial management is an specialized area. The ofcers and ofcials of Sindh Police are faced with the challenges of external and internal audits and nancial discipline due to limited capacity in the knowledge of relevant rules and accounting procedures and practices.- Simi larly, the induction of new software such as human resource management system HRMS, Hotel eye, Police Station Record Management System, PSRMS, CRMS, necessitate the fact that the personnel of IT cadre and police ofcers are imparted training in this specialized area. The establishment of this school will go a long way in enhancing the capacity of police personnel and civilian staff in these very signicant specialized areas of the job MESSAGES The transparent and efcient utilization of resources and professional development- of man power is the cornerstone of the vision of Sindh police. The establishment of School of Finance and Information technology is a great milestone in the accomplishment of this vision of Sindh Police. The principle objective of this training facility is to attain excellence in nancial- disci pline and maintaining the highest standards of service delivery through the updated- knowl edge of rules and procedures and use of latest trends of Information Technology. I feel highly privileged indeed that Sindh Police has taken a lead in establishing this unique training school. Being Inspector General of Police Sindh, it is my prime responsibility to improve its overall performance focusing on the specialization being the rst and foremost requirement of professional excellence of today’s world. This initiative of School of Finance and Information Technology is primarily geared towards the broader goals of professional nancial management and improved service delivery based on the Information Technology. I am thankful to the Government of Sindh for their consistent support in the positive initia- tives of Sindh Police. I also compliment Mr. Zulqar Larik, DIG Finance and his team on accomplishment of this task and expect that this will open a new vistas of professional devel- opment of Sindh Police ofcers and civilian staff in nancial management and Information Technology. 2 NEWS LETTER MESSAGES LLB, LLM(UK), Bar At Law(London) MESSAGES It is a matter of great honor and sense of professional satisfaction that rst ever school of Finance and Informa- tion Technology is being launched by Sindh Police. The establishment of this Training School, rst of its kind amongst all police organizations of Pakistan, is on ceptual- ised with the mandate of building and enhancing the capacity of unformed and civilian staff of Sindh police towards transparent, efcient and optimum utilization of nancial resources. The training modules have been designed with the assis- tance of professional and qualied faculty of Pakistan audit and accounts Academy, police ofcers and ofcials with expereince of accounts, and other experts of nance and auditing. The primary focus of training courses is to equip the 401 DDOs, approximately 2000 accounting staff in the areas of nancial rules, accounting practices and procedures, auditing and record keeping. I would like to take this opporunity to extend my gradi- tute to the command of Sindh Police for sharing their vision and providing enabling environment in accom- plishment of this task. I would also like to compliment the team nance and IT for their endeavors in full ment of this chrished goal. The inauguration of School of Finance and Informa- tion Technology in Central Police Ofce today is a matter of pride and pleasure for Sindh Police. This certainly is the step ahead towards the goal of improving and achieving e-policing. All of the contemporary challenges and objectives are now encouraging Sindh Police to reform and adapt innovation and I.T. globalization. Under the leader- ship of the Inspector General of Police Sindh, this transformation is advancing at a rapid pace. His motivation and personal interest in the eld of Infor- mation & Technology has been playing a greater role in inspiring the entire team to attain this goal efciently. No doubt, induction of School of Finance and IT in Sindh Police will be helpful to prepare a workforce ready to deal with upcoming challenges and require- ments of handling nancial matters in a transparent and efcient manner and will also create the IT culture and e-policing environment, which will surely turn out to be efcient, cost effective and transparent service to public. 4 NEWS LETTER MESSAGES Alhamdulillah, with the grace of Almighty Allah and under the dynamic leadership of the present Inspec- tor General of Police Sindh, Dr. Syed Kaleem Imam, School of Finance & Information Technology has been established and being inaugurated today by the worthy Chief Guest. The School is expected to impart quality training to Police personnel dealing the matters of Finance and Information Technology. Keeping in view, the issues faced by the department especially on nancial deviations the modules have been designed to address them and improve overall working leading to excellent nancial management and value for money. This School of Finance and Information Technology will go a long way in history of Sindh Police for its best teaching methodologies and modules in Finance and Information Technolo- gy. I am feeling proud to be a team member of IGP Sindh, while transforming from traditional policing. Inaugu- ration of I.T School in CPO is obvious evidence that we are advancing towards our goal swiftly. As we know that not only Sindh Government but the Federal Government is transforming toward e-gover- nance therefore, IT literate professionals will be essen- tial requirement of institutions liaison with Govt. in future. The IGP Sindh is enthusiastic towards development of human resource & its optimum utilization in various elds of Information Technology. Under the umbrella of DIGP IT, the IT Department has planned so many basic and high-level courses from in-house and external train- ers, which wasn’t possible for them due to lack of time & nance. But this school will not only conduct free courses but manageable schedule will also be a moti- vating aspect for trainees. No doubt, this school will create open & equal oppor- tunity for our human resource to enhance their capacity and equip themselves for upcoming challeng- es. The Research and Analysis Centre (RAC) was officially inaugurated on 1 May 2014. Currently three researchers from UNODC and two from the FIA have been placed at the Centre, with necessary equipment and software provided by UNODC. The deceased was struck by seven bullets in different parts of the body. Nine bullet shells of a 9mm pistol were recovered from the scene of the crime. According to police, the deceased was called to the location through a phone call. They said the late KMC employee was on his motorcycle waiting for someone. Two unidentified men killed him by opening fire at him at Hussainabad, near Okhai Memon Masjid, in the limits of Azizabad police station. The deceased, identified as Shakeel Ahmed, aged 35, son of Shafiq Ahmed, was shifted to Abbasi Shaheed Hospital for medico-legal formalities. He was a resident of house no. L-72 Sector 5C 4, North Karachi, and worked as a clerk in KMC‘s engineering department. Rangers and police officials reached the scene after receiving information of the incident. They recovered nine bullet shells of a 9mm pistol and have begun investigating the incident. According to Azizabad DSP Shaukat Raza, someone had phoned and summoned the deceased to Hussainabad, near Okhai Memon Masjid.

Syeda Viquar un Nisa Hashmi spearheaded the whole study under the guidance of Senator Dr. S. M. Zafar, former Federal Minister for Law & Human Rights. The Hon’ble Federal Ombudsman provided full support which evolved intensive interaction with relevant government agencies, victims and their families. Qureshi) Sr. Advisor / National Commissioner for Children ii Executive Summary The menace of sexual abuse against children is a serious global issue and Pakistan is no exception. Globally 246 million girls and boys experience school-related sexual violence every year. In Pakistan 4,139 such cases had been reported in 2017. This includes 1,089 cases in Punjab, ranking it highest amongst provinces in the country. The official statistics of the last one decade reflect 272 incidents of sexual offence against minors in Kasur, with steady increase in offences from 6.2 percent in 2008 to 16.2 percent in 2017. These incidents have life-long adverse effect on the lives of the surviving victims and their families and cumulatively on the future of Nation. Taking cognizance of the serious violation of child rights in Kasur, the Office of National Commissioner for Children, working under the Wafaqi Mohtasib (Ombudsman)’s Secretariat initiated this research study.
