    1 2 3 DEVELOPMENT SCENARIO General Azad Jammu and Kashmir lies between longitude 730 - 750 and latitude of 33o - 36o and comprises of an area of 5134 Square Miles (13297 Square Kilometers). The topography of the area is mainly hilly and mountainous with valleys and stretches of plains. Azad Kashmir is bestowed with natural beauty having thick forests, fast flowing rivers and winding streams, main rivers are Jehlum, Neelum and Poonch. The climate is sub-tropical highland type with an average yearly rainfall of 1300 mm. The elevation from sea level ranges from 360 meters in the south to 6325 meters in the north. The snow line in winter is around 1200 meters above sea level while in summer, it rises to 3300 meters. According to the 1998 population census the state of Azad Jammu & Kashmir had a population of 2.973 million, which is estimated to have grown to 3.868 million in 2009. Almost 100% population comprises of Muslims. The Rural: urban population ratio is 88:12. The population density is 291 persons per Sq. Km. Literacy rate which was 55% in 1998 census has now raised to 64%. Approximately the infant mortality rate is 56 per 1000 live births, whereas the immunization rate for the children under 5 years of age is more than 95%. The majority of the rural population depends on forestry, livestock, agriculture and non- formal employment to eke out its subsistence. Average per capita income has been estimated to be 1042 US$*. Unemployment ranges from 6.0 to 6.5%. In line with the National trends, indicators of social sector particularly health and population have not shown much proficiency.

Both, the poor nations of South Asian region from the day of independence are dissipating their limited resources on fruitless bloody endeavours. Despite fighting four bitter wars in last sixty-six years or so; now these nuclear nations are involved in the most bloody proxy war. As a result, both sides have lost thousands of innocent lives and rendered millions of people homeless. The core of the dispute which has plagued Indo-Pak relations and defies any solution to the imbroglio revolves around the issue of Jammu and Kashmir State’s accession to India. Key Words: Jammu and Kashmir, India Bill, All Jammu and Kashmir Muslim Conference, Kashmir Socialist Party, Maharaja of Kashmir. The modern State of Jammu and Kashmir came into being by the Treaty of Amritsar, concluded on March 16, 1846. Territorially, it was the largest princely state in India and its rulers enjoyed near despotic powers like rulers of the other princely states of India. The State of Jammu and Kashmir differed from other states of India in more than one way. To begin with, it had complete independence in the internal affairs and the British Indian Government had no control in administration of the state; secondly, initially no British Resident was appointed (till 1885). Finer1 General Pervez Musharraf stayed in power for almost nine years—between October 1999 and September 2008), two years short of his two earlier predecessors in uniform (Ayub Khan and Zia-ul-Haq). During these years, he was busy in the game of political engineering to win over political forces amenable to his influence to lend his rule a nominal popular base, in spite of his visceral hatred for political forces. It is interesting to note that political leadership of all hues were eager to court the military ruler, knowing fully well that this will retard the pace and process of democracy in Pakistan. General Pervez Musharraf came to power with promises of reforming Pakistani politics and ushering in true democracy. The people of Pakistan trusted him.     Provincial set-ups reshuffled in run-up to polls Page NO.01 Col NO.01 ISLAMABAD: Two weeks after the completion of the Pakistan Muslim League-Nawaz government’s five-year term, the caretaker set-up on Wednesday changed the top bureaucracy of the four provinces and the federal capital with a view to conducting fair and free general elections scheduled to be held on July 25. Under the decision taken by the federal cabinet in its meeting chaired by caretaker Prime Minister Nasirul Mulk at his office, chief secretaries and police chiefs of the four provinces have been changed. The commissioner and the inspector general police of Islamabad have also been changed. A press release issued by the Prime Minister Office regarding the meeting said: “In order to ensure free, fair and transparent elections in the country, the federal cabinet, in consultation with the Election Commission of Pakistan and the respective provincial governments, has approved posting of officers as chief secretaries and IGPs/Provincial Police Officers.” Chief secretaries, police chiefs of provinces, Islamabad changed; further shake-up likely Usually the top bureaucracy of the country is reshuffled before holding of general elections so that the previously posted top officials, who were appointed by previous government, could not influence the electoral process. ADVERTISEMENT It is expected that further reshuffle will also be made in the lower bureaucracy of all provinces in the coming days by the chief secretaries and the police chiefs appointed by the cabinet.     Title Page Research and Analysis Centre - a UNODC and FIA Collaboration UNODC's program on illicit trafficking and border management (Sub-Program1) enhances the core capacities of Pakistan's law enforcement agencies to reduce illicit trafficking and manage borders primarily through the provision of specialized training and equipment. Law enforcement agencies struggle to interdict trafficking and smuggling of various kinds and scales, which poses a challenge to the governance, development, and security of the country. In January 2014 a Memorandum of Understanding was signed between UNODC COPAK and the Federal Investigation Agency (FIA) to establish a Research and Analysis Centre at FIA Headquarters in Islamabad. The purpose of this initiative was to enhance legal, regulatory, and enforcement frameworks on human trafficking and migrant smuggling. It added to knowledge and skills within the migration-related law enforcement agencies and improved information collection, analysis, and coordination of migration-related crimes. The Research and Analysis Centre (RAC) was officially inaugurated on 1 May 2014. Currently three researchers from UNODC and two from the FIA have been placed at the Centre, with necessary equipment and software provided by UNODC. The findings of this report are based on research conducted at RAC over the past year. The deceased was struck by seven bullets in different parts of the body. Nine bullet shells of a 9mm pistol were recovered from the scene of the crime. According to police, the deceased was called to the location through a phone call. They said the late KMC employee was on his motorcycle waiting for someone. Two unidentified men killed him by opening fire at him at Hussainabad, near Okhai Memon Masjid, in the limits of Azizabad police station. The deceased, identified as Shakeel Ahmed, aged 35, son of Shafiq Ahmed, was shifted to Abbasi Shaheed Hospital for medico-legal formalities. He was a resident of house no. L-72 Sector 5C 4, North Karachi, and worked as a clerk in KMC‘s engineering department. Rangers and police officials reached the scene after receiving information of the incident. They recovered nine bullet shells of a 9mm pistol and have begun investigating the incident. According to Azizabad DSP Shaukat Raza, someone had phoned and summoned the deceased to Hussainabad, near Okhai Memon Masjid.
