Project Base Mapping: Project base mapping for the Study will be developed utilizing LiDAR mapping supplemented with any existing campus mapping that the School District may have. This mapping will suffice for master planning documents only and should not be used for land development or construction plans. Any existing land development and construction documents available from the School District will be used to supplement mapping and identify possible underground utility locations. B. Project Programming and Planning Workshop: Prior to initiating the project Schematic Design and Master Plan Phase, it is critical that the goals and program for the facilities be discussed. We suggest that a Steering Committee consisting of stakeholders from the Staff and other interested parties be formed to develop a consensus for the goals and programming. This group will help to determine the required physical improvements to support the project program as well as define the “vision” for the project including both long and short term development objectives. Based upon our experience with similar projects and facilitating discussion through a group “workshop” planning environment, we recommend the following as the Scope of Services for the Project Programming and Planning Workshop Phase. 1. Prior to the Planning Workshop, ELA will provide the following to a project Steering Committee to assist in facilitating discussion at the meeting: a. Provide written agenda to outline and identify primary discussion points for the meeting; b. Prepare outline questionnaire to prepare stakeholders for the meeting discussion regarding nature, scope, and goals for the athletic facilities; c. Provide questionnaires to the School District to develop an understanding of the number of teams, student athletic participation, staff concerns, field usage and documentation on current maintenance practices. The information from these questionnaires is very important to ascertain conditions and trends to be addressed in planning. 2. For a project of this scope and based on the desired project schedule we see having one (1) initial planning workshop to facilitate discussion regarding the project goals, program, vision, phasing, and other necessary elements to define the scope of the project/physical improvements. Following the meetings, prepare and distribute a written record of the meeting discussion. Also prepare and issue a summary of the results of the questionnaires and initial findings, and establish the expectations for the Master Plan (Task C below). C. Schematic Design and Master Planning: Master Planning includes production of documentation in graphic and written format that will define the project scope, budget, and potential implementation schedule. These crucial items will enable the project decision makers to confidently evaluate the E L A S p o r t 743 South Broad Street Page 2 Lititz, PA 17543 Neshaminy School District Professional Design Services High School Athletic Facilities Master Plan PAZ02-266 September 10, 2019 viability of the project (or future projects and phasing) and make better informed decisions regarding the allocation of financial resources to continue through the project planning phases and ultimately proceed with construction. Based upon our experience with projects similar in scope and nature, we recommend the following as the Scope of Services for the Schematic Design and Master Planning: 1. Review Township and other applicable regulatory requirements affecting project development. 2. Based upon the project programming and Planning Workshop completed as Task B, develop Schematic Design Drawing(s) for improvement of the Outdoor Athletic Facilities. It is anticipated that multiple options may be required to fully explore all potentials as may be identified in Task B. Schematic design will include “core” project improvements (such as a field), athletic facility supporting improvements (such as lighting, grandstands,

Career and Technical Student Organizations Serving Career and Technical Education Students in Pennsylvania 1 Dear CTSO Leaders, As the leader of a statewide trade association dedicated to the growth and development of the technology industry in Pennsylvania, I am keenly aware of the need for a highly-skilled, well-trained, and motivated workforce. At the Technology Council of Pennsylvania, we are strong advocates for advancements in and the promotion of S.T.E.M. education, as well as career and technical training, in order to prepare our young people to succeed in the 21st Century, global economy. That is why we support the work of Pennsylvania’s Career and Technical Student Organizations (CTSOs) and the critical role they play in today’s education community. For nearly 70 years, CTSOs have been able to extend teaching and learning through a variety of targeted programs, public-private partnerships and leadership development initiatives that produce technically advanced, employable students to meet the needs of this country’s diverse employer base. Today, the work of CTSOs has never been more valuable as our economy demands workers with a strong understanding of science, technology, engineering and math concepts as well as hands-on technical expertise. The co-curricular approach of CTSOs uniquely positions these organizations to enhance student skill sets and better prepare them to excel in their chosen careers. In order for Pennsylvania and the United States to not only compete, but succeed on a global stage, we need to ensure that the very technology and innovation companies that are driving this global economy have the availability of a well-qualified workforce.

On April 20, 1999, two students brought guns to Columbine High School in Littleton, Colo., and went on a shooting spree, killing 12 students and one teacher and wounding 21 more before turning the guns on themselves. Although there had been incidents violence at American schools before, and there have been others that claimed more victims since, Columbine touched a nerve in the American psyche. SEE ALSO: List of school shootings in the United States on Wikipedia View slide shows of the aftermath of the Sandy Hook Elementary School shooting. In the 15 years since Columbine, hardly a year goes by, it seems, when there is not some sort of tragic event at a school in the United States. Virginia Tech, Sandy Hook, Nickel Mines — the names become immediately and horribly familiar. But the violence isn't just limited to guns. Earlier this month, a student brought two large knives to a high school in Murrysville in Western Pennsylvania and stabbed or slashed 21 students and one adult. Just Friday, a 16-year-old girl was stabbed to death at a school in Milford, Conn. Although Lebanon County has not seen major incidents of violence, the threat of violence and incidents of students bringing weapons onto school property are becoming more prevalent.
