ELA Sport is a division of ELA Group, Inc., which was established as a Pennsylvania Corporation in 1996 and has offices in Lititz, State College and Butler PA. The firm provides design and consulting services primarily in the fields of Landscape Architecture/Land Planning and Engineering. ELA Sport was formed in 2007 as a Division of ELA Group, Inc. to provide targeted and experienced athletic field and facility design, planning, and consulting to clients in both the public and private sectors. We are active and participating members of the American Sports Builders Association (ASBA), the Sportsturf Managers Association (STMA), and the Synthetic Turf Council (STC), ELA Sport continues to promote and adhere to only the highest standards of athletic facility planning, design, and construction services for natural grass and synthetic turf athletic fields, tennis and sport courts, stadium facilities, and athletic facility complexes. (ELA), 743 South Broad Street, Lititz, Pennsylvania 17543 and: CLIENT Neshaminy School District 2250 Langhorne Yardley Road Langhorne, PA 19426 Attn: Mr. Donald Irwin Business Administrator OWNER AND PROJECT ELA SPORT shall perform services in accordance with the Terms and Conditions of this Agreement and shall be responsible for the means, methods, and procedures used in performing services under this Agreement for the Project. All expenses, as included in the attached Rate Schedule for Consulting Services, will be invoiced and shall be compensated in addition to the lump sum fee stipulated below. ELA SPORT proposes to complete the Scope of Basic Services as described herein for the following lump sum fee: BASIC SERVICES: Lump Sum Fee: Seven Thousand Five Hundred Dollars ($7,500.00) Estimated Reimbursable Cost: Six Hundred Fifty ($650.00) E L A S p o r t 743 South Broad Street Page 1 Lititz, PA 17543 Neshaminy School District Professional Design Services High School Athletic Facilities Master Plan PAZ02-266 September 10, 2019 SCOPE OF BASIC SERVICES Based upon our meeting on August 29, 2019, with District Staff along with our prior experience with athletic facility design for projects similar scope and nature, the following is offered as the Scope of Basic Services: A. Project Base Mapping: Project base mapping for the Study will be developed utilizing LiDAR mapping supplemented with any existing campus mapping that the School District may have. This mapping will suffice for master planning documents only and should not be used for land development or construction plans. Any existing land development and construction documents available from the School District will be used to supplement mapping and identify possible underground utility locations. B. Project Programming and Planning Workshop: Prior to initiating the project Schematic Design and Master Plan Phase, it is critical that the goals and program for the facilities be discussed. We suggest that a Steering Committee consisting of stakeholders from the Staff and other interested parties be formed to develop a consensus for the goals and programming. This group will help to determine the required physical improvements to support the project program as well as define the “vision” for the project including both long and short term development objectives. Based upon our experience with similar projects and facilitating discussion through a group “workshop” planning environment, we recommend the following as the Scope of Services for the Project Programming and Planning Workshop Phase. 1. Prior to the Planning Workshop, ELA will provide the following to a project Steering Committee to assist in facilitating discussion at the meeting: a. Provide written agenda to outline and identify primary discussion points for the meeting; b. Prepare outline questionnaire to prepare stakeholders for the meeting discussion regarding nature, scope, and goals for the athletic facilities; c. Provide questionnaires to the School District to develop an understanding of the number of teams, student athletic participation, staff concerns, field usage and documentation on current maintenance practices. The information from these questionnaires is very important to ascertain conditions and trends to be addressed in planning. 2. For a project of this scope and based on the desired project schedule we see having one (1) initial planning workshop to facilitate discussion regarding the project goals, program, vision, phasing, and other necessary elements to define the scope of the project/physical improvements. Following the meetings, prepare and distribute a written record of the meeting discussion. Also prepare and issue a summary of the results of the questionnaires and initial findings, and establish the expectations for the Master Plan (Task C below). C. Schematic Design and Master Planning: Master Planning includes production of documentation in graphic and written format that will define the project scope, budget, and potential implementation schedule. Based upon our experience with projects similar in scope and nature, we recommend the following as the Scope of Services for the Schematic Design and Master Planning: 1. Review Township and other applicable regulatory requirements affecting project development. 2. Based upon the project programming and Planning Workshop completed as Task B, develop Schematic Design Drawing(s) for improvement of the Outdoor Athletic Facilities. It is anticipated that multiple options may be required to fully explore all potentials as may be identified in Task B. Schematic design will include “core” project improvements (such as a field), athletic facility supporting improvements (such as lighting, grandstands,
