Pandemik COVID-19 pastinya dirakamkan sejarah sebagai suatu fenomena penting yang meletus pada awal abad ke 21. Pandemik COVID-19 yang merebak ke seluruh dunia bermula pada Disember tahun lepas telah menyebabkan segala aktiviti mahupun perancangan terpaksa dihentikan, tergendala atau disemak semula. 2. Perdagangan, perniagaan, pertandingan sukan mahupun persekolahan, hatta percutian dan perkahwinan terjejas kerana penularan wabak COVID-19 ini. Bagaikan pepatah Melayu, sekali air bah, sekali pasir berubah, pandemik ini memaksa kita menyusun suatu norma baharu bagi membolehkan kita mendepani dan melakukan penyesuaian terhadap kesan wabak tersebut. 1 3. Sewaktu membentangkan Pakej Rangsangan Ekonomi yang pertama, saya menggunakan kesempatan tersebut dengan menukilkan istilah Cognitive Challenge of War yang dimunculkan oleh Peter Paret, sarjana sejarah dan pemikiran peperangan terkenal sebagai kompas intelektual bagi menangani cabaran COVID-19. 4. Maudhu’ utama pemikiran Paret, adalah penting untuk kita bersiap- siaga, bersedia untuk melakukan inovasi serta terbuka menerima idea mahupun pendekatan baharu apabila berhadapan dengan peperangan. Sesungguhnya peperangan yang sedang kita hadapi ini bukanlah peperangan konvensional. Seperti yang sering disebut- sebut, ini adalah peperangan dengan musuh yang tidak kelihatan. Namun tidak kelihatan bukan bererti kita tidak mempunyai sebarang maklumat mengenainya. 2 5. Selepas beberapa bulan, dilengkapi dengan teknologi canggih dan pakar-pakar seluruh dunia, maklumat mengenai pandemik ini semakin bercambah. Kita diperkenalkan kepada istilah norma baharu sebagai langkah untuk memastikan rakyat sentiasa berhati-hati agar tidak dijangkiti COVID-19. 6. Waima demikian, saya terpanggil untuk kita berusaha melebarkan makna norma baharu bukan sekadar mematuhi “tatacara pengendalian piawai” atau S.O.P. -
