Bostadsutbyggnad I Hemfosa

Appendix 1 Overview of RES Electricity Support Mechanisms in the EU Overview of RES Electricity Support Mechanisms in the EU
Appendix 1 Overview of RES electricity support mechanisms in the EU Overview of RES electricity support mechanisms in the EU EU RENEWABLE ENERGY POLICY A major part of EU energy policy is the promotion of energy produced from renewable energy sources (RES). RES are naturally renewing energy sources, including bioenergy, solar energy, wind energy, hydropower, and geothermal energy. Electricity produced from RES has seen strong growth in the EU over the past decade, prompted in large part by the legally binding targets contained in the EU Renewable Energy Directive (Directive 2009/28/EC). While there have been decreases in the use of electricity generated from RES, the share of RES in electricity production has nevertheless grown as the consumption of fossil fuels has seen larger decreases 1. Through the promotion of energy produced from RES, the EU as a whole is on track to meet the targets it has imposed on itself by 20202. In the absence of public intervention, it would have been impossible for the EU to achieve its goals related to the promotion of electricity generated from RES3. Consequently, support schemes for electricity generated from RES have formed the backbone of the success of RES electricity penetration in the EU electricity market. To date, most RES are in some way or other still dependant on public intervention from different support schemes 4. Amongst these the seemingly most successful support scheme is the feed-in tariff (FiT), a policy mechanism aimed at accelerating investment in RES technologies. As explained in further detail below, FiTs require utilities to purchase electricity generated from RES suppliers at a percentage above the prevailing retail price of electricity. -

At the moment of writing, the strategy, targeted towards both the majority and the minority populations, is on the verge of becoming implemented within all the municipal administrations and the whole municipal system of governance, so it is still to tell how much it will influence and change the current situation in the municipality. Population and demographics Botkyrka is a municipality with many faces. We are the most diverse municipality in Sweden. Between 2010 and 2012 the proportion of inhabitants with a foreign background increased to 55 % overall, and to 65 % among all children and youngsters (aged 0–18 years) in the municipality.2 55 % have origin in some other country (one self or two parents born abroad) and Botkyrka is the third youngest population among all Swedish municipalities.3 Botkyrka has always been a traditionally working-class lower middle-class municipality, but the inflow of inhabitants from different parts of the world during half a decade, makes this fact a little more complex. -
Regional District Heating in Stockholm
Dick Magnusson, PhD Student Department of Thematic Studies: Technology and Social Change Linköping University, Sweden [email protected] +46(0)13-282503 Planning for a sustainable city region? - Regional district heating in Stockholm Abstract District heating is an old and established energy system in Sweden, accounting for 9 % of the national energy balance. The systems have traditionally been built, planned and managed by the municipalities and over the years the district heating systems in Stockholm have grown into each other and later been interconnected. This have led to that there today are three large systems with eight energy companies and the system can be considered a regional system. The strategy to create a regional system has existed for a long time from regional planning authorities. However, since the municipalities have planning monopoly the regional planning is weak. The overall aim for this study is to analyse the planning and development of an important regional energy system, the district heating system in Stockholm, to understand how the municipal and regional planning have related to each other. The study is conducted through studying municipal and regional plans in Stockholm’s county between 1978 and 2010. The results show that district heating has been considered important all along and that a regional, or rather inter-municipal, perspective has existed throughout the period, although with large differences between different municipalities. Regional strategies for an interconnected system and combined heat and power plants have been realised gradually and district heating have throughout the period been considered important for different environmental reasons. 1 Introduction In Sweden, district heating (DH) is an important part of the energy system, accounting for approximately 55 TWh of the annual energy supply of 612 TWh, and a 55% share of the total heating market.1 In some cities, the district heating systems are old, well-established, and have developed into regional energy systems, with Stockholm being the foremost example. -

Development of the Urban Form in Helsinki and Stockholm Metropolitan Regions
PLANNORD Stockholm, The 7th Nordic Planning Research Symposium, August 20th – 22nd 2015 Mika Ristimäki & Panu Söderström Finnish Environment Institute (SYKE) Development of the Urban Form in Helsinki and Stockholm metropolitan regions Backround In recent decades, the Helsinki and Stockholm city regions have been among the most rapidly growing areas in Europe. In addition to the peri-urban area surrounding a dense core area, the areas of impact of both cities include several smaller towns, various development corridors and extensive rural areas. How has the urban form of metropolitan areas been structured from the core to the fringes? How should their development be guided? Answering these questions requires international reference data so that solutions that have been successful elsewhere can be utilised in planning and decision-making, and detrimental effects can be prevented. In order to succeed, the comparison of city regions requires comparable data, applicable methods and identifying the similarities and differences of the administrative and planning systems of the studied regions. In many ways, the Stockholm metropolitan area is an important point of comparison for Helsinki. In terms of its many dimensions, urbanisation in the Stockholm region has been found to be more advanced than in Helsinki, which is why the solutions implemented in Stockholm with regard to urban form should be evaluated in relation to the development of the Helsinki region. A comparative study of the urban form in Helsinki and Stockholm was originally published in the form of a collection of articles in Finnish (ed. Söderström, Schulman & Ristimäki 2014). The publication explored the development of the city regions through GIS and statistical analyses, literature reviews and expert interviews conducted in the regions. -
A CHALLENGING DIALOGUE Ezequiel
Theme 1 Session 3 HERITAGE ASSESSMENT AND REGIONAL DEVELOPMENT : A CHALLENGING DIALOGUE Ezequiel M. Pinto-Guillaume Archeologist and Illustrator, WSP Sverige [email protected] Abstract. A dialogue with those who intend to develop a site is always challenging. As heritage curators, we must often give advice that developers may not want to hear because it might interfere with the realization of a project. In our work as environmental planners at WSP, we have experienced that it is difficult but of utmost importance to create an open dialogue with those involved in the development of sensitive cultural heritage areas at a regional level. However, we have realized that theory and practice do not always go hand in hand. In this paper, we will take a closer look at two recent projects in which we carried out a cultural and historical assessment and, also, an environmental impact assessment (cultural and historical as well as environmental impact assessments). In both, the team aimed to maintain a dynamic and functional relationship between the existing heritage and the planned future development of the areas. We will see how the outcome of both projects call for a re-examination of the importance of our preliminary assessments. We also believe Insight: how cultural heritage is managed in Sweden In order to understand how regional planning works overall level, the County Administrative Board super- we must first take a look at the organization of heri- vises the issues, and the municipalities deal with the tage protection in Sweden.
