Lunch 12.30pm – Maunsel Room, Canalside 2. Welcome from Chair Welcome and apologies. The Chair noted that a number of members of the group had phoned in to say they would be late or have turned round following sever traffic jams resulting from the closure of M5 today. 3. Minutes, Actions and The minutes from June 2013 meeting were matters arising agreed and the actions and matters arising recapped. 4. Highlight Report Activity since last meeting was reviewed and a forward look presented. 5. National Grid An update on the Stage 4 consultation was provided. National Grid was pleased with the number of people coming to the various events and information hubs. For the first time there had been significant dialogue and engagement with local residents at Avonmouth. So far over 200 people have attended the Q&A Exhibition events and 900 people calling into the information hubs and other events. The consultation vehicle was also being well used. General feedback is that there is lots of interest in the T pylon. National Grid had one of their regular meetings with PINS a few weeks previously. It was discussed that PINS were very busy and thus hearings could be a possibility during the summer period if need be. There were a number of questions from Members of the Group including a look at the examples of cable bridge photos distributed with the agenda. National Grid explained that the crossing of the River Axe could be by cable bridge or horizontal drilling underneath. Hinkley C Connection Group Approved Minutes of Meeting – Thursday 24th October 2013 Maunsel Room, The Canalside, Marsh Lane, Bridgwater, TA6 6LQ Next steps – there is considerable work still remaining to complete the environmental assessment work and prepare submission documents. The s42/47 consultation responses will need to be fully examined and consideration of any design changes resulting from this. It was explained that significant changes to the route alignment were not expected. 6. Round Table updating Verbal updates from partners were presented: West Somerset Council – their consultation response report was presented to Council last night by Cllr Morgan and was approved. Somerset County Council – A decision notice of the 18th October had not been challenged so the decision of cabinet member (Cllr Hall) is approved and available on their website. South Gloucestershire-delegated decision and Bristol city council will go to the regulatory committee. North Somerset council- A meeting on 9th October of their planning regulatory committee resolved to recommend undergrounding, with a number of other observations on the consultation proposals made. 7. AOB 8. Next meeting Agreed as Wednesday 15th January at 10.30 venue to be confirmed - potentially Weston- super-Mare. .

The parishes the association represents are Barrow Gurney, Blagdon, Brockley, Burrington, Butcombe, Churchill, Cleeve, Dundry, Kingston Seymour, Long Ashton, Winford, Wraxall and Failand, Wrington (North Somerset) Chew Magna, Chew Stoke, Compton Dando, Compton Martin, Keynsham Town Council, Nempnett Thrubwell, Newton St Loe, Publow w Pensford, Stowey Sutton, Timsbury, Ubley (BANES), Shipham (Sedgemoor). The population within the Association equates to over 40,000 residents. The purpose of the PCAA is to advise and represent its member councils on matters affecting them which are connected with Bristol airport and its operations. It reports back to, and reflects the views of, some 25 parish councils and one town council which, in turn, are responsive to the views of many thousands of electors. We do not have the resources to run a media campaign or seek costly expert advice from consultants in various fields.

    TOWN OF NAILSEA THE ANNUAL TOWN MEETING was held on Wednesday 20th April 2016 at 7.30pm at the Tithe Barn, Church Lane, Nailsea. The Chairman, Cllr D Packham, welcomed the audience and introduced the staff and Councillors. He reported that Cllr’s Mary Blatchford, Mary Ponsonby, Ann Tonkin and James Tonkin were unable to attend. NOTICE CONVENING THE MEETING The Clerk informed the audience that the Notice convening the meeting had been displayed throughout the Town. He read the Notice to the audience and it was agreed that this Notice had been displayed as required by legislation. MINUTES The Chairman then asked the Clerk to read the minutes of the previous meeting held on Wednesday 22nd April 2015. It was proposed that as these had been provided prior to the meeting they be taken as read. This was agreed. It was proposed that these minutes were a correct record of that meeting and this was agreed. The Chairman signed the minutes as a correct record of that meeting and gave his annual report. CHAIRMAN’S ANNUAL REPORT The Chairman reported that in 1999 he moved to Nailsea from Taunton to be closer to Bristol where he was working at the time. He soon found a town with friendly people and has found over time a lot going on. For the active there are three sports centres offering a wide range of activities, thriving rugby, cricket and football clubs, a nationally recognised table tennis club, bowls club, a croquet club – which hosted the world championship a few years ago - and there are walking groups for those who enjoy a social walk.

    Agenda Item 7 West of England Planning, Housing and Communities Board 27 June 2016 Joint Spatial Plan and Transport Study – Update on Consultation and Programme Purpose of Report 1. To present the results of the consultation on the Joint Spatial Plan (JSP) and Joint Transport Study (JTS) that was undertaken between 9th November 2015 and 29th January 2016, and update members on next steps in the work programme for both work packages. Background 2. The JSP provides the joint framework to ensure development requirements come forward across the West of England authorities’ area up to 2036 in a co-ordinated manner. This co-operation on strategic planning matters is complemented by the approach which has been taken on strategic transport issues. A review of future strategic transport proposals is being undertaken through the JTS, to both inform future development proposals and develop future strategic transport proposals up to 2036, with delivery of this work coordinated with the JSP programme. 3. The councils are proposing to publish a Draft JSP Options document by Autumn 2016. The first stage in the preparation of the JSP was the publication of the Issues and Options (I&O) document, which highlighted the scale of the development issues and set out a range of potential locational options and spatial scenarios to address these. This consultation also covered the first stage of the JTS, and views were asked from stakeholders and the public on their perception of current challenges on the West of England’s transport network, JTS objectives and views on a range of interventions to address these challenges.

    Wraxall and Failand Parish Council Response to The West of England Joint Spatial Plan 2036 (JSP) - Technical Evidence Consultation, November 2018 1. Wraxall and Failand Parish Council (W&FPC) refers to submissions it made in January 2018 to the initial consultation on the JSP in which the main concerns highlighted were : economic growth was unrealistic and has driven up the housing numbers in the Strategic Development Locations (SDL), and the SDLs in North Somerset are not sustainable. 2. The Emerging Findings Transport Report WED 008 identifies proposed highway improvements and infrastructure for Nailsea and Backwell, at packages 1 – 4, designed to mitigate the development of the SDL in Nailsea. The total of these packages are estimated to cost £168m. However, it is unclear as to how this will be delivered in terms of precise location, route or technical detail. This is of concern, particularly as the JSP identifies that infrastructure is fundamental to mitigating the impact of the SDL in Nailsea. 3. It is recognised that transport infrastructure changes and mitigation would be necessary to deliver the proposed SDL in Nailsea . However it is considered that the proposals in Packages 1 – 4 referred to above do not deliver a fully integrated and viable transport solution. They do not address the fundamental traffic infrastructure problems to properly serve the SDL. The measures proposed seem to mainly move the problem around at certain pinch points. As such the proposed SDL in Nailsea is unsustainable. 4. The proposals do not adequately address: the important issues of traffic congestion across the Cumberland Basin. the issue of traffic associated with Bristol Airport.
