A protocol on Community Benefit is being produced by NNLAG – this RM to circulate should be in a position to be shared in a few weeks time. Community Benefit protocol. GEK concluded with a note that although the parent companies have put Horizon up for sale, Horizon is continuing with Nuclear planning work at Oldbury and Wyllfa. There are press reports of interest from others in buying the business. The Group discussed the cost of undergrounding as presented at the RW to circulate meeting and the importance of being project specific. Report – 7th March 2012 Strategic Project Board (SPB) next meeting is 3rd May and will consider Communications and Adequacy of Consultation work packages. If approved there will be a full suite of work packages to October 2013. SPB will also be considering resourcing for continued local authority activity post application. Meeting noted that there is a Consultation on new Planning Act 2008 Guidance. The pre application guidance is in draft and being consulted on by Department of Communities and Local Government (DCLG) (launched 13th April 2012 and responses due by 6th July). JPT to consider the guidance and a Recent advice from the IPC and this guidance suggests allowing response and options to be put to the IPC – in “exceptional circumstances”. The report back guidance also covers the SoCC process. outcome to HCCG. Presentation Clive introduced the role of the WPD and the arena in which it from operated. There are 14 licensed distribution areas in the UK Western operated by 6 companies and regulated by OFGEM. WPD serve 7.6M Power customers of which 1.4M are in the South West. WPD is a wholly Distribution owned subsidiary of Pennsylvania Energy and Light. Ltd - Clive There are 11 “SuperGrid Points” in the South West – these are Goodman connection points with the National Grid at which WPD receive power and in SW examples are at Bridgwater, Seabank and Churchill. They take power at 132KV and through the distribution network and substations this is gradually reduced to 33kV, 11Kv and further to individual properties. Approved Minutes – Hinkley C Connection Group Friday 20th April 2012 at 1.00pm Committee Room, South Gloucestershire Council, Castle Street, Thornbury, Bristol, BS35 9BQ Questions from the Group had been put to WPD in advance and Clive provided the following responses: No major projects in the Somerset/Bristol area planned except the removal of the 132KV line. Alterations for current developments at Morrisons and Express Park in Bridgwater were actually made a few years ago. WPD tends to look up to 7 years in advance at any needs coming from development proposals. Wind energy proposals may actually provide a negative demand on the wider distribution network (depending upon the size of the development). New overhead lines of 132KV and above requires a DCO. WPD publish a “long term development statement” every year which shows WPD financially authorised changes in the next 2 years – available on the WPD website. WPD need to retain the system resilience – there are no other off-takes on the 132KV line proposed for dismantling. The costs for undergrounding are far cheaper at lower voltages than 400KV hence the initiatives from OFGEM to Distribution Companies and not NG. If subsea route WPD will still require Super Grid Points. Both lines running adjacent to Nailsea are 132KV. Only one line proposed to be removed at the moment. Possible planning gain by removing a second line but project must be approved and achieved through the NG process – there is an expectation for DNOs and NG to work together where this is necessary to deliver the requirements of their licence and the Electricity Act. Other topics are to be explored by holding Thematic meetings in May on:- - Flooding & hydrology - Socio -Economic, tourism, economic development etc. Property blight is not a consideration when determining strategic and alternative options. NG will be discussing with directly affected land owners on whose land the National Grid’s infrastructure will be installed on a case by case basis. IS reported on the work of the new Local Community Forums and all agreed these had worked well and there were benefits in working in smaller groups as people who had not spoken up before at other meetings or forums found their voice in the less formal environment of small workshops and many restated their preference for other options.

The parishes the association represents are Barrow Gurney, Blagdon, Brockley, Burrington, Butcombe, Churchill, Cleeve, Dundry, Kingston Seymour, Long Ashton, Winford, Wraxall and Failand, Wrington (North Somerset) Chew Magna, Chew Stoke, Compton Dando, Compton Martin, Keynsham Town Council, Nempnett Thrubwell, Newton St Loe, Publow w Pensford, Stowey Sutton, Timsbury, Ubley (BANES), Shipham (Sedgemoor). The population within the Association equates to over 40,000 residents. The purpose of the PCAA is to advise and represent its member councils on matters affecting them which are connected with Bristol airport and its operations. It reports back to, and reflects the views of, some 25 parish councils and one town council which, in turn, are responsive to the views of many thousands of electors. We do not have the resources to run a media campaign or seek costly expert advice from consultants in various fields.

    TOWN OF NAILSEA THE ANNUAL TOWN MEETING was held on Wednesday 20th April 2016 at 7.30pm at the Tithe Barn, Church Lane, Nailsea. The Chairman, Cllr D Packham, welcomed the audience and introduced the staff and Councillors. He reported that Cllr’s Mary Blatchford, Mary Ponsonby, Ann Tonkin and James Tonkin were unable to attend. NOTICE CONVENING THE MEETING The Clerk informed the audience that the Notice convening the meeting had been displayed throughout the Town. He read the Notice to the audience and it was agreed that this Notice had been displayed as required by legislation. MINUTES The Chairman then asked the Clerk to read the minutes of the previous meeting held on Wednesday 22nd April 2015. It was proposed that as these had been provided prior to the meeting they be taken as read. This was agreed. It was proposed that these minutes were a correct record of that meeting and this was agreed. The Chairman signed the minutes as a correct record of that meeting and gave his annual report. CHAIRMAN’S ANNUAL REPORT The Chairman reported that in 1999 he moved to Nailsea from Taunton to be closer to Bristol where he was working at the time. He soon found a town with friendly people and has found over time a lot going on. For the active there are three sports centres offering a wide range of activities, thriving rugby, cricket and football clubs, a nationally recognised table tennis club, bowls club, a croquet club – which hosted the world championship a few years ago - and there are walking groups for those who enjoy a social walk.

    Agenda Item 7 West of England Planning, Housing and Communities Board 27 June 2016 Joint Spatial Plan and Transport Study – Update on Consultation and Programme Purpose of Report 1. To present the results of the consultation on the Joint Spatial Plan (JSP) and Joint Transport Study (JTS) that was undertaken between 9th November 2015 and 29th January 2016, and update members on next steps in the work programme for both work packages. Background 2. The JSP provides the joint framework to ensure development requirements come forward across the West of England authorities’ area up to 2036 in a co-ordinated manner. This co-operation on strategic planning matters is complemented by the approach which has been taken on strategic transport issues. A review of future strategic transport proposals is being undertaken through the JTS, to both inform future development proposals and develop future strategic transport proposals up to 2036, with delivery of this work coordinated with the JSP programme. 3. The councils are proposing to publish a Draft JSP Options document by Autumn 2016. The first stage in the preparation of the JSP was the publication of the Issues and Options (I&O) document, which highlighted the scale of the development issues and set out a range of potential locational options and spatial scenarios to address these. This consultation also covered the first stage of the JTS, and views were asked from stakeholders and the public on their perception of current challenges on the West of England’s transport network, JTS objectives and views on a range of interventions to address these challenges.

    Wraxall and Failand Parish Council Response to The West of England Joint Spatial Plan 2036 (JSP) - Technical Evidence Consultation, November 2018 1. Wraxall and Failand Parish Council (W&FPC) refers to submissions it made in January 2018 to the initial consultation on the JSP in which the main concerns highlighted were : economic growth was unrealistic and has driven up the housing numbers in the Strategic Development Locations (SDL), and the SDLs in North Somerset are not sustainable. 2. The Emerging Findings Transport Report WED 008 identifies proposed highway improvements and infrastructure for Nailsea and Backwell, at packages 1 – 4, designed to mitigate the development of the SDL in Nailsea. The total of these packages are estimated to cost £168m. However, it is unclear as to how this will be delivered in terms of precise location, route or technical detail. This is of concern, particularly as the JSP identifies that infrastructure is fundamental to mitigating the impact of the SDL in Nailsea. 3. It is recognised that transport infrastructure changes and mitigation would be necessary to deliver the proposed SDL in Nailsea . However it is considered that the proposals in Packages 1 – 4 referred to above do not deliver a fully integrated and viable transport solution. They do not address the fundamental traffic infrastructure problems to properly serve the SDL. The measures proposed seem to mainly move the problem around at certain pinch points. As such the proposed SDL in Nailsea is unsustainable. 4. The proposals do not adequately address: the important issues of traffic congestion across the Cumberland Basin. the issue of traffic associated with Bristol Airport.
