DEVELOPMENT OF THE RICHARDS BAY COMBINED CYCLE POWER PLANT (CCPP) AND ASSOCIATED INFRASTRUCTURE ON A SITE NEAR RICHARDS BAY, KWAZULU- NATAL PROVINCE Project Name: » Richards Bay Combined Cycle Power Plant (CCPP)

Applicant: » Eskom Holdings SoC Ltd (Eskom)

Proposed Activity: The development of a Combined Power Plant (CCPP) with a generating capacity of up to 3000MW. The power plant will operate as a baseload and mid-merit system and will include the following main infrastructure: » Gas turbines for the generation of electricity through the use of natural gas or diesel. » Heat recovery steam generators (HRSG) to produce steam. » Steam turbines for the generation of additional electricity through the use of steam generated by the HRSG. » Condensers for the conversion of steam back to water. » Bypass stacks associated with each gas turbine. » Exhaust stacks. » A water treatment plant for the treatment of potable water and the production of demineralised water. » A water pipeline and water tank. » Dry-cooled system or Once-Through-Cooling system technology. » Closed Fin-fan coolers to cool lubrication oil for the gas and steam turbines. » A gas pipeline and a gas pipeline supply conditioning process facility. » Diesel off-loading facility and storage tanks. » Ancillary infrastructure including access roads, warehousing and buildings, storage facilities, generators and 132kV and 400kV switchyards.

Location: The development is proposed on Portion 2 and Portion 4 of Erf 11376 which is situated within Phase 1D of the Richards Bay Industrial Development Zone (RIDZ) located approximately 6km south west of Richards Bay and 4km south west of Alton. The project site is situated in the City of uMhlathuze Local Municipality which falls within jurisdiction of the King Cetshwayo District Municipality, KwaZulu-Natal Province.

Application for Environmental Authorisation: In terms of Sections 24 and 24D of the National Environmental Management Act (No 107 of 1998), as read with the EIA Regulations (2014), as amended on 07 April 2017, of GN R324 to GN R327, a Scoping and EIA is required to be undertaken for the proposed project.

Applicant: Eskom Holdings SoC Ltd (Eskom)

Proposed Activity: The development of a Combined Cycle Power Plant (CCPP) with a generating capacity of up to 3 000MW on a project site with an extent of 71ha. The development area will be up to 71ha in extent.

Environmental Impact Assessment Process: In terms of Sections 24 and 24D of the National Environmental Management Act (No 107 of 1998), as read with the EIA Regulations (2014), as amended on 07 April 2017, of GN R324 to GN R327, a Scoping and EIA is required to be undertaken for the proposed project. The Scoping Report was accepted in November 2017 and the application subsequently lapsed. Eskom has resubmitted the application to continue at the initiation of the Environmental Impact Assessment Phase, in accordance with Regulation 21(2)(a) of the EIA Regulations 2014, as amended, since the findings of the scoping report remain valid and the environmental context has not changed.

The review and comment period of the EIA Report is from Sunday, 24 March to Friday, 26 April 2019. The report is also available for download from Savannah Environmental’s website (https://www.savannahsa.com/public-documents/energy-generation/) and Eskom website (http://www.eskom.co.za/OurCompany/SustainableDevelopment/EnvironmentalImpactAssessments/Richar dsBayCCPP/Pages/default.aspx). The due date for written comment is Friday,26 April 2019.
