Invitation for Bids Invitation for Bids Date: 29 November 2017 Loan No. 2901-PRC: Integrated Development of Key Townships in Central Liaoning and Title: Contract No. HS-E03: Road Maintenance Equipment for Heishan County and Title: Bid No.: 0773-1720GNLN7173 Deadline for Submission of 10 January 2018, 9:30 am (Beijing time) Bids: 1. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Integrated Development of Key Townships in Central Liaoning and it intends to apply part of the proceeds of this loan to payment under the contract for Road Maintenance Equipment for Heishan County (Hereinafter referred to as “the Goods and related services”). Bidding is open to bidders from eligible source countries of ADB. 2. The China Capital Tendering Co., Ltd (the Procurement agent, CCTC), authorized by and on behalf of Heishan County Urban-Township Construction Key Project Management Office (the Purchaser), now invites sealed bids from eligible bidders for the supply of the following goods and related services,: Description 1 Road Maintenance Equipment • Project site: 45 Jiafang South Street, Heishan Towmship, Heishan County, Jinzhou City, Liaoning Province. • Completion Date: Within 3 months after contract is signed. 3. International Competitive Bidding will be conducted in accordance with ADB’s Single- Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries. 4. Interested eligible bidders may obtain further information and inspect the Bidding Document at the address given below, during works day (excluding weekends and holidays), from 9:00~11:30 a.m. and 2:00~4:30 p.m. (Beijing time). 5. Key qualification requirements include: (i) Minimum average annual turnover of CNY 25 million calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years; (ii) Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 6 million; Additional details are provided in the bidding documents. 6. The Bidding Document, in the English language, may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of CNY1500 (or USD 200). The method of payment will be by cash, cashier check or direct deposit/bank transfer to the following account: name of account: China Capital Tendering Co., Ltd, account: Haidian Beijing Sub-branch of China Merchants Bank, A/C: 86 7080 1128 10001, SWIFTCODE: CMBC CNBS 201. All Bids must be accompanied by a Bid Security in the form and amount as specified in the Bidding Document. Late bids shall be rejected. Res. 57(2): 319-332, 2014. Abstract. The paper provides an historical overview of the gradual but erratic evolution of collective forest rights in the People’s Republic of China. For- est tenure rights have been subject to numerous changes since the establish- ment of People’s Republic in 1949. In the most recent decades, use rights for forests have been transferred from collective to individual household-based with the intent to provide benefits to forest farmers. The implementation of the intended reforms has varied considerably from one province to another, with the majority of reform efforts originating in the southern provinces. This article looks at the major effort undertaken in Northeast China. The Fushun collective forest rights reform was analyzed using data obtained through field investigation by the Fushun Forestry Bureau. Initial effects of reform in terms of modes of rights assignment and farmer motivations to conduct forest management activities, as well as farmers’ income and financing conditions, are discussed. Here we describe two additional eutriconodontans from the formations, Fuxinoconodon changi gen. et sp. nov. and ?Gobiconodontidae gen. et sp. indet. This new species is attributed to the Gobiconodontidae, characterized by having an enlarged first lower incisor, reduction in the number of incisors and premolariforms, proportionally large cusps b and c being well distant from cusp a on the molariforms, presence of a labial cingulid, and a unique mixed combination of molariform characters seen on either the first or the second, but not both, generations of molariforms in Gobiconodon.

Water resources play an important role in the natural environment, which is an irreplaceable resource for the survival and development of human society. Taking water resources as the research object, combined with the demand of social and economic development for water resources, this paper carried out the research on the evaluation method of cultivated land scale and urban construction scale under the constraints of water resources in Jinzhou. The results show that: the scale of cultivated land is 7215.98- 7843.20km2, which is in surplus. Heishan County has the largest scale of cultivated land and Guta District has the smallest scale of cultivated land. The urban construction land scale is 229.89-279.02 km2, which is in surplus. Taihe District and Yixian County are overloaded, and the rest are surplus.
