Online Appendix for Harald Hammarstr¨om& Mark Donohue (2014) Some Principles of the Use of Macro-Areas Language Dynamics & Change Harald Hammarstr¨om& Mark Donohue The following document lists the languages of the world and their as- signment to the macro-areas described in the main body of the paper as well as the WALS macro-area for languages featured in the WALS 2005 edi- tion. 7160 languages are included, which represent all languages for which we had coordinates available1. Every language is given with its ISO-639-3 code (if it has one) for proper identification. The mapping between WALS languages and ISO-codes was done by using the mapping downloadable from the 2011 online WALS edition2 (because a number of errors in the mapping were corrected for the 2011 edition). 38 WALS languages are not given an ISO-code in the 2011 mapping, 36 of these have been assigned their appropri- ate iso-code based on the sources the WALS lists for the respective language. This was not possible for Tasmanian (WALS-code: tsm) because the WALS mixes data from very different Tasmanian languages and for Kualan (WALS- code: kua) because no source is given. 17 WALS-languages were assigned ISO-codes which have subsequently been retired { these have been assigned their appropriate updated ISO-code. In many cases, a WALS-language is mapped to several ISO-codes. As this has no bearing for the assignment to macro-areas, multiple mappings have been retained. 1There are another couple of hundred languages which are attested but for which our database currently lacks coordinates. -

We first present the rich linguistic and biological diversity of this region, which is of significant interest in typological and theoretical linguistics and language documentation. We then discuss certain central educational issues in relation to human resources, infrastructures, and institutional support, critical for high quality research and documentation. We argue that the issues are multidimensional and complex across all levels, posing sociocultural challenges in capacity-building programs. Finally, we reflect on the significance of the participation oflocal fieldworkers and communities and their contextual training. 1. Introduction In this paper, we reflect on linguistic fieldwork and language documentation in Eastern Indonesia. By “Eastern Indonesia,” we mean the region that stretches from Nusa Tenggara to Papua,1 including Nusa Tenggara Timur, Sulawesi, and Maluku. This region is linguistically one of the most diverse regions in the world interms of the number of unrelated languages and their structural properties, further discussed in the next section. It is argued that the NPL is an essential element in the Australian government's commitment to economic growth, social justice, quality of life, and a constructive international role. Four principles frame the policy: English for all residents; support for Aboriginal and indigenous languages; a language other than English for all; and equitable and widespread language services. The report presents background information on development of the NPL, describes component programs, outlines the role of the Australian Advisory Council on Languages and Multicultural Education (AACLAME) in this and other areas of effort, reviews and evaluates NPL programs, and discusses directions and priorities for the future, including recommendations for development in each of the four principle areas. Additional notes on funding and activities of component programs and AACLAME and responses by state and commonwealth agencies with an interest in language policy issues to the report's recommendations are appended. -

Australia has a broad policy of social inclusion, seeking to ensure that all Australians, regardless of their diverse backgrounds are fully included in and able to contribute to society. With its long history of receiving new visitors from overseas, and particularly with the explosion of immigration following World War II, Australia has a great deal of experience in dealing with the linguistic challenges of migrants and minorities. Instead of simply seeking to assimilate new arrivals, Australia seeks to integrate those people into society so that they are able to take full advantage of opportunities, but in a way that respects their cultural traditions and indeed values their diverse experiences. Snapshot of Australian immigration Australia's current Immigration Program allows people from any country to apply to visit or settle in Australia. Decisions are made on a non-discriminatory basis without regard to the applicant's ethnicity, culture, religion or language, provided that they meet the criteria set out in law. In 2005–06, there were 131 600 (ABS, 2006) people who settled permanently in Australia. Introduction Language, land and song are closely entwined for most pre-industrial societies, whether the fishing and farming economies of Homeric Greece, or the raiding, mercenary and farming economies of the Norse, or the hunter- gatherer economies of Australia. Documenting a language is now seen as incomplete unless documenting place, story and song forms part of it. This book presents language documentation in its broadest sense in the Australian context, also giving a view of the documentation of Australian Aboriginal languages over time.1 In doing so, we celebrate the achievements of a pioneer in this field, Luise Hercus, who has documented languages, land, song and story in Australia over more than fifty years. -

Coober Pedy, South Australia
The etymology of Coober Pedy, South Australia Petter Naessan The aim of this paper is to outline and assess the diverging etymologies of ‘Coober Pedy’ in northern South Australia, in the search for original and post-contact local Indigenous significance associated with the name and the region. At the interface of contemporary Yankunytjatjara and Pitjantjatjara opinion (mainly in the Coober Pedy region, where I have conducted fieldwork since 1999) and other sources, an interesting picture emerges: in the current use by Yankunytjatjara and Pitjantjatjara people as well as non-Indigenous people in Coober Pedy, the name ‘Coober Pedy’ – as ‘white man’s hole (in the ground)’ – does not seem to reflect or point toward a pre-contact Indigenous presence. Coober Pedy is an opal mining and tourist town with a total population of about 3500, situated near the Stuart Highway, about 850 kilometres north of Adelaide, South Australia. Coober Pedy is close to the Stuart Range, lies within the Arckaringa Basin and is near the border of the Great Victoria Desert. Low spinifex grasslands amounts for most of the sparse vegetation. The Coober Pedy and Oodnadatta region is characterised by dwarf shrubland and tussock grassland. Further north and northwest, low open shrub savanna and open shrub woodland dominates.1 Coober Pedy and surrounding regions are arid and exhibit very unpredictable rainfall. Much of the economic activity in the region (as well as the initial settlement of Euro-Australian invaders) is directly related to the geology, namely quite large deposits of opal. The area was only settled by non-Indigenous people after 1915 when opal was uncovered but traditionally the Indigenous population was western Arabana (Midlaliri). -

It is an electronic journal, distributed freely by Pacific Linguistics (www.pacling.com) and the JSEALS website (jseals.org). JSEALS was formally established by decision of the SEALS 17 meeting, held at the University of Maryland in September 2007. It supersedes the Conference Proceedings, previously published by Arizona State University and later by Pacific Linguistics. JSEALS welcomes articles that are topical, focused on linguistic (as opposed to cultural or anthropological) issues, and which further the lively debate that characterizes the annual SEALS conferences. Although we expect in practice that most JSEALS articles will have been presented and discussed at the SEALS conference, submission is open to all regardless of their participation in SEALS meetings. Papers are expected to be written in English. Each paper is reviewed by at least two scholars, usually a member of the Advisory Board and one or more independent readers. Reviewers are volunteers, and we are grateful for their assistance in ensuring the quality of this publication. As an additional service we also admit data papers, reports and notes, subject to an internal review process. -

Loanwords between the Arandic languages and their western neighbours: Principles of identification and phonological adaptation Harold%Koch% Australian%National%University% [email protected]% This paper 1 summarises the characteristics of loanwords, especially the ways in which they are adapted to the structure of the borrowing language, and surveys the various tests that have been provided in both the general historical linguistics literature and Australianist literature for identifying the fact and direction of borrowing. It then provides a case study of loanwords out of and into the Arandic languages; the other languages involved are especially Warlpiri but to some extent dialects of the Western Desert language. The primary focus is on the phonological adaptation of loanwords between languages whose phonological structure differs especially in the presence vs. absence of initial consonants, in consequence of earlier changes whereby Arandic languages lost all initial consonants. While loanwords out of Arandic add a consonant, it is claimed that loanwords into Arandic include two chronological strata: in one the source consonant was preserved but the other (older) pattern involved truncation of the source consonant. Mckaughan's Analysis of Philippine Voice
McKaughan’s analysis of Philippine voice Paul McKaughan’sKroeger analysis of Philippine voice Graduate Institute of Applied Linguistics SIL International The voice systems of Philippine-type languages are a notorious problem for both descriptive grammarians and theoretical syntacticians.1 It sometimes seems as if Austronesian specialists can talk (and write) of nothing else. Our understanding of these systems, and the terms we use to describe them, owe a great debt to Howard McKaughan’s early work on Philippine languages, and in particular on Maranao. One of Howard’s most successful and influential proposals was one that he later tried to retract. I say “tried to retract” because by that time it had been so widely adopted among Philippinists as to be nearly indispensable. I am referring to Howard’s choice of the term topic for the noun phrase (NP) marked by so in Maranao (or ang in Tagalog). Both his reasons for making that choice in his early work (1958, 1962), and his reasons for arguing against it in later work (1973), are illuminating and reflect important insights into the structure of these languages. Aside from this one terminological innovation, the terms that McKaughan chose to describe the basic clause structure of Maranao were fairly conventional.2 He referred to the NP-relation markers (such as ang, ng, and sa in Tagalog) as case markers; the affixes on the verb which indicate the relation of the topic he called voice-marking affixes. But McKaughan felt it was necessary to depart from Bloomfield’s pioneering work on Tagalog (1917) and Ilokano (1942), in which the ang phrase was referred to as subject and the non-active voices as various types of passive: direct passive for Tagalog -in, instrumental passive for i-, and local passive for -an.
