Consultancy, January 2014 v Feasibility Study, The Porthcawl Maritime Centre – ‘Harbourside’ 1.0 Executive Summary 1.1 Introduction Wider Impact Consultancy has been commissioned by the Porthcawl Harbourside CIC to carry out an independent feasibility study into an ambitious proposal by the organisation to develop and deliver a leisure and maritime facility within the Porthcawl Harbour Quarter – to be known as ‘Harbourside’. Aims of the commission have included establishing if there is a community and social need for Harbourside. Opportunity has also been taken to explore key issues linked to governance, which has included establishing if there is a business case to ensure its viability and sustainability. 1.2 Background Building on an original objective to enable a sustainable base / headquarters for the Porthcawl Sea Cadets and the Welsh Surfing Federation, a group of Porthcawl based community minded business people have come together to create the new not for profit, community interest company: the Porthcawl Harbourside CIC. Aims and objectives of the company include developing and delivering an ambitious, exciting, innovative and high quality, multi-use ‘flag ship’ building, which will deliver a kick-start and step- change in Porthcawl’s infrastructure regeneration as a major South Wales seaside town destination. Outcomes will include attracting thousands of visitors and tourists from the County of Bridgend, Wales, and the United Kingdom, with resultant new jobs and progress towards much needed economic stability. Wider Impact Consultancy, January 2014 1 Feasibility Study, The Porthcawl Maritime Centre – ‘Harbourside’ 1.3 Conclusions The vision of the Porthcawl Harbourside CIC is clear: Vision Building on Porthcawl’s rich maritime heritage, to establish an exciting, innovative, high quality and economically sustainable multi-use destination. It is envisaged that the building will be ‘an all year round’ family centred Maritime ‘flagship’ which will deliver cultural, educational, business, employment and health and wellbeing benefits to residents, tourists and visitors. Harbourside will be a high quality signature destination, which will deliver a wide range of activities and facilities for local people, visitors and tourists. Designed to high specification, Harbourside will make a positive impact to the refurbished marina, enhancing the visual impact and emphasising the area as a Quality destination in Wales. Wider impacts will include supporting the much needed wider regeneration of the Harbour Quarter, Porthcawl and the region as a whole. With an emphasis on maritime related sport, fitness, leisure, community learning, local heritage, the arts and employment and steered by a highly experienced, multi-skilled and enthusiastic group of entrepreneurs and industry experts [The Board], Harbourside will be ecologically, environmentally and has the potential to be economically sustainable, providing a prestigious headquarters for a number of local, regional and national groups and organisations, which will include the Porthcawl Sea Cadets and the Welsh Surfing Federation. Additional benefits will include the provision of business, office and conference facilities together with high quality business incubator facilities for creative entrepreneurs. It is highly significant that Harbourside will support and deliver in the region of 145 new jobs (direct and indirect), wider employment opportunities and will play a key and strategic role in supporting the economic sustainability of Porthcawl and surrounding areas. Wider Impact Consultancy, January 2014 2 Feasibility Study, The Porthcawl Maritime Centre – ‘Harbourside’ Harbourside will provide a much needed community facility that is fully accessible. It will provide uses for community, sporting and leisure for the enjoyment and benefit of all. Key to the success of Harbourside is an inspirational and innovative proposal that supports national, regional and local regeneration strategies and initiatives, with outcomes linked to public, private and third sectors working together to strategically tackle key issues such as, levels of economic activity, jobs and employment prospects, healthier communities, sustaining the natural environment, and the preservation of an historic and successful [Welsh] coastal community. It can be clearly demonstrated that there is a need for this Project. This has been clearly established through the well structured and organised consultation process carried out by the Harbourside board. More recent community consultation carried out by Wider Impact, which has included over 500 individual responses, has delivered clear messages: Whilst there is a great deal of local and national affection for Porthcawl, which is supported by sustained and growing numbers of tourists, visitors and resultant economic outcomes, facilities on the whole are dated, uninteresting and in need of significant investment.

Final comments Bellyboarding has appealed to both novice surfers, for whom the bellyboard was a transition to riding a surfboard as well as to competent bodysurfers and others who saw opportunities for going faster or for obtaining greater manoeuvrability than bodysurfing or longboarding offered. In the 1960s bellyboarders were often found where there were hollow waves or at rocky locations, which were hazardous to surf before leg­ropes became popular. Fast, hollow waves were suited to the planning speed that a bellyboard could obtain while the reduced buoyancy was a bonus in getting out in big surf. Rather than a passing fad, riding prone has been an essential aspect of the surfing experience historically, while the fun of riding prone continues to be rediscovered. This is well illustrated in a 2009 interview involving a group of pro­surfers (Binns 2009): MO: Oh yeah, when no­one's around I don't even try, you cruise. Early mornings at D­Bah, with no no­one around, it's so good to not even try, and just go across. OW: I lie down sometime and just enjoy the waves. MO: Me too! OW: Yeah, you just go across and you're like 'this is the funnest wave of the session. I'm gliding'. (p.70) Appreciating something of the history of bellyboards won't revolutionise the surfing world, though it does give recognition to surfers who were having fun with a shortboard revolution of their own.

    FEMINISM IN NEW SPORTING SPACES: GENDER, SUBJECTIVITY AND THE FEMALE SURFER IN BRITAIN GEORGINA ROY A thesis submitted in partial fulfilment of the requirements of the University of Brighton for the degree of Doctor of Philosophy September 2013 The University of Brighton Feminism in New Sporting Spaces: Gender, Subjectivity and the Female Surfer in Britain Georgina Roy, University of Brighton, 2013 Abstract The popularity of ‘lifestyle’ sports like surfing has risen exponentially since the 1990s (Booth, 2004; Wheaton, 2010). The female interest in surfing has been a particularly pronounced feature of this growth; evident not only in terms of participation, but in terms of consumption and visibility across forms of popular culture worldwide (Comer, 2010). This so-called ‘boom’ of interest in surfing amongst women in Britain is an important topic for feminist analysis. In its contemporary form, the sport has particularly strong links to standards of white heteronormativity, and the heterosexy image of the 'surfer girl' is a central aspect of surfing's commercial mainstreaming. At the same time, surfing is still a relatively ‘new', and so-called 'alternative' sporting space, particularly amongst women in Britain. As such, it has the potential to challenge dominant discourses of femininity. Taking a post-structural feminist perspective, this research focuses on the ways in which females who surf are experiencing, negotiating and challenging issues of gender, sexuality and subjectivity in British surfing spaces. I draw on 32 in-depth interviews with females who surf, and ethnographic fieldwork conducted in four coastal locations; Brighton, Newquay, Newcastle and South Wales. I also offer self-reflexive insights as part of this ethnographic journey.

The survey generated a total of 2,159 useable responses. 2. Although the majority of surfers are based in and around the areas most commonly associated with surfing (Cornwall and Devon) 11 surfing regions have surfer populations in excess of 10,000. 3. Surfers (64%) have on average higher levels of educational attainment than the wider population (27%). 4. Surfers (79.1%) are disproportionately represented in professional, managerial and business owning classes compared to the wider population (54%). 5. Surfing is not restricted to those under 30 years of age and in fact reaches out to those in their 40s, 50s and beyond. 6. Surfers spend an annualised average of £495.21 on surfboards, wetsuits, accessories and clothes, £222.86 on car parking, £708.45 on refreshments in local cafes and bars, £587.30 on local convenience stores and £966.27 on fuel. 7. An average of £169 is spent on accommodation in the UK and £474 is spent on foreign travel. This reflects the fact that not all surfers travel abroad, partly due to being able to enjoy world class waves in their own country.

A core element and driver for this is the plan for a flagship Maritime centre and Hub, reflecting and building upon Porthcawl’s rich Maritime history and harnessing the potential to once again enhance the future prosperity of the town and the wider area. Porthcawl Maritime Centre will be an exciting, innovative, high quality and economically sustainable multi-use destination building as the focus for exploring Porthcawl’s rich maritime heritage. The flagship building will be a ‘year round’ family centred attraction, which will deliver cultural, educational, business, employment and health and well-being benefits to residents and visitors. The new flagship Maritime Centre will offer a sustainable 1 community and visitor focused facility and will include a new ‘ First in Wales’ Coastal Science and Discovery Centre – “SeaQuest”, shared business base for several local charities, a new headquarters for the Welsh Surfing Federation a new training unit for the Sea Cadets, and a new base to secure the future of our Coastguard Services, supported by ancillary quality residential and commercial activities, a learning café/bistro and prestige restaurant.
