The Places We Keep: the Heritage Studies of Victoria and Outcomes for Urban Planners The places we keep: the heritage studies of Victoria and outcomes for urban planners Robyn Joy Clinch Submitted in total fulfillment of the requirements of the degree of Doctor of Philosophy (Architecture & Planning) June 2012 Faculty of Architecture, Building & Planning The University of Melbourne Abstract The incentive for this thesis that resulted from an investigation into the history of my heritage house, developed from my professional interest in the planning controls on heritage places. This was further motivated by my desire to reinvent my career as an urban planner and to use my professional experience in management, marketing and information technology. As a result, the aim of this thesis was to investigate the relationship between the development of the heritage studies of Victoria and the outcome of those documents on planning decisions made by urban planners. The methods used included a simulated experience that established a methodology for the thesis. In addition, interviews were conducted with experts in the field that provided a context for understanding the influencing factors of when, where, by whom, with what, why and how the studies were conducted. These interviews also contributed to the understanding of how the historical research had been undertaken and used to establish the significance of places and how this translated into outcomes for urban planners. Case studies in the form of Tribunal determinations have been used to illustrate key outcomes for urban planners. A large amount of information including that relating to the historical background of the studies plus a collection of indicative content from over 400 heritage studies was traversed. In order to make sense of this volume of material an original framework was developed, the Heritage Studies Framework (HSF). This provided a means of organising and navigating the content of the studies and established a basis for interpreting outcomes. The conclusion of the thesis is that this framework can be shown to establish a clear link between the phases of development of the studies and the use of the studies by urban planners in making their planning decisions. City of Greater Geelong Bill EXPLANATORY MEMORANDUM PART I-PRELIMINARY Clause 1 states the purposes of the Act, which are to restructure certain councils in the Geelong region, constitute the City of Greater Geelong and abolish the Geelong Regional Commission. The Greater Geelong City Council will replace six existing councils and its municipal district will incorporate part of the district of the Shire of Bannockbum and part of the district of the Barrabool Shire Council. The Councils which will be replaced by the Greater Geelong City Council are Bellarine Rural City Council, City of Geelong, City of Geelong West, City of Newtown, City of South Barwon and Shire of Corio. Clause 2 states that with the exception of section 24, the Act comes into operation on the day it receives Royal Assent. Clause 3 contains definitions of terms used in the Act. Most of the new arrangements are to take effect on the "appointed day" which is defined to be the day on which the Bill receives Royal Assent. Clause 4 states that the Act must be construed as one with the Local Government Act 1989 but that in the case of any inconsistency this Act prevails. PART 2-CITY OF GREATER GEELONG Clause 5 provides for the constitution of a City Council by the name of the Greater Geelong City Council, for the councils to be replaced to go out of existence and for Commissioners to administer the new Council as if they were the elected Councillors of the Council.

    In the Shadow of Metropolitan Planning Local Plan Making in Melbourne, 1946 to 1976 Dr Benno Engels School of Global, Urban and Social Studies RMIT University Victoria, Australia [email protected] Melbourne has evolved and changed over time in response to the many challenges that this city has faced over the last century and a half. Some of this change was due to forces that lay beyond the control of those who governed it whereas other changes had been guided by local government acts and a handful of metropolitan level strategic plans. Largely absent from the historical narratives that have been written about the planning of Melbourne is what had happened to urban planning at the local level. This is a serious gap in our understanding of Melbourne’s historical urban development when it is remembered that local councils and shires had been charged with enforcing metropolitan strategy since 1955. It was at the local government level that the detailed strategic and statutory planning was undertaken but it was also here at the local level that a city’s capacity to respond to any newly emerging challenges were either expedited or stymied. In an attempt to shed some light on this much neglected facet of Melbourne’s urban planning history this paper proposes to investigate how much urban planning took place at the local level and what forms it took between 1944 to 1976, plus what factors may have impacted upon the local plan making process.     Place Names of Casey and Cardinia Casey Cardinia Libraries have compiled this list of place names and their meanings from the City of Casey and Cardinia Shire and related neighbouring areas. It includes early schools in the area, as school names often reflected the fluidity of town names in the early days. They also indicate the locations of towns that no longer exist. Army Road, Pakenham Army Road marks the location of the Salvation Army boy's home established in Pakenham in 1900. It subsequently became a home for Girls and then an Old Men's Home. The home closed in the 1920s. The Army Road School. No.3847, operated intermittently form 1914 until 1947. (W, V) Avonsleigh John (J.W) and Anna wright owned a guesthouse called Avonsleigh House at the corner of Emerald-Macclesfield and Emerald Roads. The name was adopted in 1911. The area was previously known as East Emerald. See also Wright Railway Station. (C) Balla Balla The Balla Balla run on Rutherford inlet was taken up in 1839 by Robert Innes Allan. The meaning is uncertain. Ballarat is aboriginal for resting or camping place from balla 'resting on one's elbow; and arat 'place', so it could mean 'resting'. Another possible meaning is 'mud'.There is a Balla Balla river, near Whim Creek, in the Pilbara Western Australia which was first recorded by Surveyor, Alexander Forrest in 1879. The name is thought to be derived from the Aboriginal word parla, from the Kariyarra language, meaning 'mud'. (B) Ballarto Road John Bakewell retained ownership of the Tooradin run in 1856 when his partnership with John Mickle and William Lyall dissolved.
