At ihe beginning of the study, ihe consulToncy teom proposed thot the Two studies should be integroted olthough seporote reports ore being tobled in occord with the specific instructions ond terms of reference defined for the iwo studies.

Underlying the coordinotion of the two study commissions is o brooder plon to encouroge ihe long-term integrotion of the commerciol-retoil town centre with the Heriloge Precinct.

The study teom recognises Ihe significoni work underloken by the community, the Shlre of Compospe ond ihe Port Auihority in creoting ond sustoining o notionolly significont heritoge precinct oround the old port fhot is olreody o mojor tourist mognet olong the Murroy River. A centrolcomponent of Ihe study is therefore the estoblishmenl of mechonisms ond plonning fromeworks thot ensure ihe protection of key elemenfs of the town's heritoge in perpetuity.

Responsibility for lhe implementotion of lhe reporl's recommendotions will lie primorily wilh the Shire of Compospe ond Munoy Shire, os the mojor stokeholders ond delegoted monogers of the Crown EstoIe, with the strotegic support being provided by Tourism Victorio ond DNRE.

BACKGROUND Echuco is situoted on ihe southern bonks of lhe Muroy River in north-west Victoío. The town is locoted on the closesl Þo¡nt of the Munoy River to Melbourne ond is therefore the best locoled of oll Munoy River towns fo toke odvonloge of this significont source of tourism.

Much of Echuco's eorly economic success os o setflement wos becouse of two key events in the mid-l9ttr ceniury . The first wos the díscovery in lB53 thot the Murroy River wos novigoble to Echuco in seoson by poddle-steomer from Goolwo in South Austrqlio. The second event wos the estoblishment of the inlond roilwoy connection lo Melbourne in I Bé4.

These tronsporlotion developments olong the Murroy River encouroged opportunities for trode ond o lorge red gum whorf wos constructed to service the growing trode octivity.

Although the port wos rendered obsolete eorly this ceniury by improved roil networks ond other forms of lronsopori, Echuco continues os o prosperous inlond rurol ond tourist centre. Echuco hos olso preserved much of ifs eorly coloniol culturol heritoge ond lote Victorion orchiteclure including opproximolely one third of its mighty red gum whorf.

Since then, the immediote environs of the Port hove continued to be the focus of both conservotion ond tourism octivity. ln oddition to the historic port olreody being firmly estoblished on Vicforio's tourist mop, Echuco is o centre enjoying ihe benefits of the Munoy River's mony ottroctions including houseboots, fishing, woter skiing ond river bosed octivities. This extends the iourism precinct south beyond the notionol heritoge precinct into the existing commerciol-retoil heort of the lown.

The poor condition of the londscope ond omenily of Hopwood gordens is the primory focus of these recommendotions for old Echuco's mosl significont public spoce. Figure 28 The Bridge Hotel An upgroded londscope scheme is proposed which offers increosed extent of tree conopy offering o cool hoven from which to escope the summer sun for Hoowood Gordens ond on upgrode of the londscoping to the immediotely odjocent river front.

The formol configurotion of lhe gordens should be structured to recognise the significonce of lhe hlslorlc clvlc buildlngs thot flonk the gordens. lnterpretotion of the eorly history of Echuco should be integroled in to Hopwood Gordens to communicote the port Henry Hopwood ond the old squore ployed in the hislory of Echuco ond the region.
