Balkan World Music Chart – the First Quarter 2019 This is the 1st Balkan World Music Chart (BWMC) top ten list of the albums that had been released from July 2018 till the first half of March 2019. ROĐENICE SVADBENICE / SAMIZDAT BALKAN world music CHART (BWMC) started in the spring od 2019 with the idea of attracting world music experts and audience to the Balkan scene. This definition „The Balkan scene” should be understood broadly enough. In that sense, this chart takes into consideration the world music (including traditional) that comes from the Balkan countries, also the world music works of the Balkan-born musicians living outside of this region, as well as the music and artists from all around the world that have connections to the Balkan sound. Balkan Chart was established under the umbrella of World Music association of Serbia and is currated by the editor-in-chief of WMAS’s portal and Magazine Etnoumlje, Marija Vitas. The lists will be published quarterly (end of March June/September/December). The membership is about to increase. The Balkan music connoisseurs from all around the Globe are welcome to join us. Croatian Art Music Sound Recordings Željka Radovinović Academy of Music, Library Berislavićeva 16, Zagreb, Croatia [email protected] Summary Just over 130 years ago Thomas Edison invented the first practical machine for recording a sound. That event has changed the whole historical and sociologi- cal picture of sound-expressing arts – first of all music. The media for sound re- cording and reproduction have been developing rapidly – the older ones are going to ruin physically, and/or vanish in the flow of novelties on the market. Serious information institutions all over the planet make great efforts to pre- serve the recorded echoes of the history and keep them in a safe and wide ac- cessible form. Croatia came up early with the beginnings of sound industry. The changes in the cultural politics in the decades of state administration led it to a retardation in care for both material and intellectual value of recorded sound heritage – especially that of art music of Croatian composers and interpreters. The re- cordings have been recently kept on a few locations: Croatian Film Archive, sound archives of Croatian Radio in Zagreb and seven local stations; rich but closed for the general public are the archives of publishing companies. Some sound recordings, mostly gramophone records and CD-s are kept in the music departments of The National and University Library, public libraries and Acad- emy of Music Library in Zagreb. Until now, nobody has taken care of Croatian sound heritage systematically. Initiative is reduced to persistent private efforts of a group of enthusiasts, with- out official support of information experts and funds.

    Music as a weapon of ethnopolitical violence and conflict: processes of ethnic separation during and after the break-up of Yugoslavia1 Catherine Baker Abstract: Using illustrations from the Yugoslav wars of the 1990s and their aftermath, this paper argues that understanding popular music and public discourses about it can help to understand the dynamics of ethnopolitical conflict. Studies of war and conflict have approached music as political communication, as an object of securitization, as a means of violence, and as a symbol of ethnic difference, while international law in the context of another case of collective violence, Rwanda, has even begun to question whether performing or broadcasting certain music could constitute incitement to genocide. Drawing on post- structuralist perspectives on the media and ethnicization in conflicts, this paper explores and interrogates the discourse of popular music as a weapon of war that was in use during and after the violent break-up of Yugoslavia. Music during the Yugoslav wars was used as a tool of humiliation and violence in prison camps, was used to provoke fear of the ethnic Other in line with a strategy of ethnic cleansing and was conceptualized as a morale asset for the troops of one’s own side. A discourse of music as a weapon of war was also in use and persisted after the war, when its referent was shifted to associate music-as-a-weapon not to the brave and defiant in-group so much as the aggressive Other. This was then turned against a wider range of signifiers than those who had directly supported the Other’s troops and had the effect of perpetuating ethnic separation and obstructing the re-formation of a (post- )Yugoslav cultural space.

Since the beginning of the war in Croatia (1991-95) when the state media stimulated the production of popular music conveying appropriate narratives of national identity, Croatian popular music has been a site for the articulation of explicit national narratives of identity. The practice has continued into the present day, reflecting political and social change in Croatia (e.g. the growth of the war veterans lobby and protests against the Hague Tribunal).

    ‘It’s all the same, only he’s not here’?: popular music and political change in post- Tuñman Croatia Dr Catherine Baker University of Southampton Abstract: While Franjo Tuñman was the president of Croatia (1990–99), popular music and other forms of entertainment were heavily structured around the key presidential narratives: Croatia’s political and cultural independence from Yugoslavia, and the idea that Croatia’s war effort had been purely defensive. After Tuñman, the Croatian music industry had to cope with media pluralism and the transnational challenges of the digital era. Patriotic popular music expressed an oppositional narrative of Euroscepticism and resistance to the Hague Tribunal, yet Croatia retained and expanded its position in the transnational post-Yugoslav entertainment framework, undermining a key element of Tuñman’s ideology. ‘It’s all the same, only he’s not here’?: popular music and political change in post- Tuñman Croatia In September 2002, after another summer of protests against the government extraditing Croatian generals to the Hague Tribunal, the musician Marko Perković Thompson opened his concert at the Poljud stadium in Split by projecting a video which featured himself, the singer Ivan Mikulić and the Slavonian tamburica ensemble Najbolji hrvatski tamburaši. 1 The song, called ‘Sveto tlo hrvatsko’ (‘Holy Croatian soil’), lauded the late Croatian president Franjo Tuñman, who had died in December 1999. The men sang of Tuñman’s achievements and the sudden appearance of critics who had not dared to defy him when he was alive, and Thompson, a veteran of the Homeland War, contributed a verse remembering the days when friend had stood together with friend to defend Croatia.

It begins with a discussion of the suppression of patriotic music in the early decades of socialist Yugoslavia, when the regime attempted to create a supranational culture that would unify Yugoslavia’s constituent nations. It then analyses the national cultural revival in Croatia in the late 1960s that prompted a political movement known as the Croatian Spring, when the pop singer Vice Vukov incorporated Croatian patriotic themes into his songs. In the years following the crushing of the Croatian Spring in 1971, Croatian nationalism was again suppressed in politics and music, and because of this stifling of political opposition Croatia was dubbed “the silent republic.” For the rest of the 1970s the political function of pop and rock music was reflected in its glorification of Yugoslavia and its leader, Josip Broz Tito.

    Rock Music in Eastern Europe – Introduction Due to the East-West Bloc formation in Europe following the Second World War, the conditions for rock music in Eastern Europe were different from those in most countries in the West of our continent. For rock fans from Western Europe, access to Eastern European rock music in the form of obtaining information and LP releases in the seventies and eighties was difficult, but not completely impossible. Today, more than 25 years after the dissolution of the Eastern European economic and military alliance and the disintegration or destruction of Yugoslavia, a large part of those countries belong to the EU and NATO. The music market has also changed fundamentally. In the meantime, practically everything is available on the Internet as second-hand records and CDs that once were produced in Eastern Europe and as new CDs and a few new LPs, although the business practices of some Eastern European sellers are not always causing satisfaction to put it mildly. There is also a lot of information on the net, but unfortunately most of it requires sufficient knowledge of Eastern European languages. However, what is missing so far is a comparative work on the development of rock music in the individual Eastern European countries from the early sixties to the end of the eighties and beyond. And a discographic selection of the interesting items for record and CD collectors and other rock music lovers in a package with an introduction to the subject of rock music in Eastern Europe on English. Rock music from Eastern Europe has been my topic for 30 years and my mailorder also began 30 years ago.
