Committee, and all who contributed VOLUME ELEVEN/SEPTEMBER 2017 © EDUCATION SOLUTIONS MAGAZINE 4 EDUCATED SOLUTIONS Welcome to Volume Eleven of Educated Solutions! This issue is called FROM THE Student Employment and is aimed at exploring both the strengths and challenges the post-secondary education sector encounters as Ontario’s students prepare to enter the workforce. To do so, we have brought EDITOR together a diverse set of perspectives from across the post-secondary education sector to share their thoughts, expertise and experience on the topic. Students’ understanding and participation in “work” affects their university experience in many ways. Employment can serve as both a motivator and hindrance to academic success: it can teach valuable lessons, while also detracting from academic work. With the end goal of a successful career in mind, students often base many of their decisions during their studies on the hopes of getting their first interview for an entry-level position. Despite these calculated decisions, many students are struggling to enter the workforce. Oftentimes, the term “skills-gap” is thrown around with employers stating that university education no longer provides the skill set necessary for graduates to be successful in the workforce. In reality, undergraduate education provides students with critical thinking, research, teamwork, and additional skills, which are vital to today’s workforce. Research & Policy Analyst For most of my undergraduate degree, I worked part-time during school FROM THE terms and full-time over the summers. I held positions that were person- ally fulfilling and professionally enriching. I enjoyed working, but was of- PRESIDENT ten stressed about how much time it took away from my studies and wor- ried about how my marks would be affected. As the cost of post-secondary education continues to rise and students continue to bear the brunt of these increases, more students are finding themselves in a similar posi- tion. Gone are the days when a summer job could cover most costs for the ensuing school year, so they seek employment to finance their education. A recent OUSA survey suggests that students who study and work concur- rently often see their in-study employment as being detrimental to their academic success. On the other hand, those who participated in work- integrated learning programs are more likely to see their employment as complementary to their studies. I suspect that this is because experiential learning programs, in general, can provide a paid work experience while mitigating some of the challenges normally associated with work-study arrangements. They are designed with students’ academic schedules in mind and can provide additional benefits, such as professional develop- ment opportunities and career mentorship. Given the increasing recognition of the benefits of experiential or work- integrated learning, it is important for all partners in higher education to ANDREW work towards improving and expanding these opportunities. John Milloy -- Ontario’s Minister of Training, Colleges and Universities -- has been named recipient of the 2008 Waterloo Catholic District School Board Distinguished Graduate Award. Dr. Milloy will accept the award on October 9, 2008 during Resurrection Catholic Secondary School’s annual graduation ceremonies at the Centre in the Square. He is a graduate of St. Patrick Catholic Elementary School and the former St. Jerome’s High School in Kitchener. Previous award recipients include CTV National Affairs Correspondent Lisa LaFlamme (2007), University of Waterloo Professor Dr. Brian Orend (2006) and Superior Court Justice Patrick J. Flynn (2005). The prestigious award was initiated by the Board of Trustees in 2005 to honour graduates of Waterloo Region’s Catholic Schools who have demonstrated outstanding commitment to their faith and have made significant contributions to their community. And when the two do overlap, it tends to make people uncomfortable. But what is it about the intersection of faith and politics that causes so much unease? John Milloy, Wilfrid Laurier University’s political science practitioner-in-residence and a former provincial cabinet minister, will explore that question and more during a public lecture on Laurier’s Waterloo campus on March 22. Financial Implications and Impact There are no financial implications for the board of health arising from this report. Decision History At the November 9, 2005 Board of Health meeting, the Board of Health approved the position that all low income and social assistance recipients should receive an increase that will cover the cost of nourishing food in addition to a Special Diet Allowance for those with specified medical conditions. Letters were sent to Premier McGuinty, the Provincial Ministers of Child and Youth Services, Community and Social Services, Finance, Health and Long-Term Care, Health Promotion and local municipal government officials. On July 30, 2008, members of the Board of Health and PCCHU staff met with M.P.P. Jeff Leal to discuss the need for 2008 funding for the Food Security Community Partnership Program Appendix A (FSCPP). Board members explained that poverty and health are strongly related and that this initiative supported community members who clearly want to make healthier food choices but can’t because of low incomes. The FSCPP complemented local food security programs by filling in identified gaps in services and using local resources effectively.

The Cabinet is somewhat larger, 27 Ministers of which 20 are new to their portfolios. The Cabinet is listed below and many have a relationship with municipal government. Of particular note are the creation of the Ministry of Rural Affairs and the expansion of the Ministry of Economic Development Trade to also include Employment. Municipal governments want to pursue policy work that means we can deliver quality services while keeping an eye to costs. AMO looks forward to discussions with Premier Wynne and her Cabinet in pursuing shared goals. Fiscal capacity for municipal governments will be crucial for addressing current pressures and challenges, and evaluating new policies and programs to make certain that Ontario’s municipal governments are able to continue delivering the services that our residents rely on every day and hour. AMO’s congratulatory notes and highlights of our key policy interests are being sent to specific Ministers tomorrow as they begin getting briefed on their portfolios. Bramwell Doctor of Philosophy 2010 Department of Political Science University of Toronto Abstract Cities everywhere are struggling to develop strategic responses to vast and rapid economic changes brought about by globalization while mediating the social impact of economic change. Workforce development is a policy area that straddles the divide between economic development and social welfare imperatives. This thesis examines local networks supporting workforce development activities in three Ontario cities in order to better understand the dynamics of urban governance in Canada. The analysis focuses on the two central questions of whether cities have the political autonomy to develop their own strategic workforce development networks, and if so, do these networks reflect efforts to integrate economic development and social welfare considerations. It engages with three theoretical perspectives that offer different explanations for local governance dynamics: neo- institutionalist theories argue that higher institutional structures shape and constrain local governance efforts; the critique of neo-liberalism argues that local governance dynamics will iii be dominated by the interests of capital for economic development; and theories of urban governance argue that cities have the autonomy to shape their own governance efforts. Theories of urban governance also focus analytical attention on how the patterns of interaction between local state and non-state actors shape local governance dynamics.
