(Urban Development) Govt. of NCT of Delhi Delhi Secretariat Annexure-A -f Supplementary Information to the Starred Question No. 149 raised by Sh.iagdish Pradhan MI.A In so far as Delhi Jal Board is concerned, the manual cleaning of Sewer lines has been banned, as per directions of Hon'ble Supreme Court dated 27.03.2014. However, in cases of situation where mechanical cleaning is not possible due to technical reason men entry allowed subject to issue of work permit and proper protective gears. During the past year( 17-18 ] one incident of death occurred in DJB sewer line wherein 3 private person entered the DJB sewer line without any protective gears and without any work permit issued by the competent authority, resulting in the death. The family of all 3 person have been given compensation of Rs. 10 lacs each. FIR has been registered by the Police in this case and matter is in the court. In so far as Delhi Jal Board is concerned Delhi Jal Board has taken following steps to reduce the need for manual contact of the sewer workers with the sewer. 1.Delhi Jal Board to a large extent have mechanized its sewer cleaning operation and manual labour is being deployed only for inspection of sewer only from over ground works like replacement of broken sewer manhole cover and reporting of chocking/ blockage/ over-flow of sewers in the area. At present, Delhi Jal Board is deploying sewer suction-cum-jetting machines in every assembly constituency and 8 Nos. recyclers for its sewer cleaning operations. 2.Delhi Jal board has resolved to adopt Hyderabad model of sewer management, wherein about 200 small suction cum jetting machine with Grabbing and Roding arrangement will be purchased within time frame of six month for deployment in narrow lanes to eliminate and minimise the human contact with the sewer. 3. The man entry for the cleaning of sewers is permitted only in the extreme cases when there is no other option. A stringent rule and procedure has been developed by Delhi Jal Board wherein work permit is allowed only at a senior level by the Superintending Engineer of the area. Before issuing the work permit, it is ensured that the safety equipments like gas mask, gas detector, gum boots, gloves, full body suit, oxygen cylinder, air blower, safety belt, helmet etc. are in place at the work site for utilization. 4.Delhi Jal Board have set up an independent Safety and Disaster Management Cell headed by Director(S&DM]. This Cell provides intensive training of safety and guidelines for cleaning of sewers. Till date, around 3000 DJB employees have been imparted intensive training of safety. 5.On the spot training also been given to the workers of Delhi Jal Board after showing video film on procedure of cleaning of manhole and taking safety precautions during entering the sewer line. 6.Delhi Jal Board has provided free training to about 400 workers engaged by private contractors in 8 batches in the Month of February 2017 to create awareness about the safety aspect and PEMS Act. 7.16 Allopathic Dispensaries and 295 Nos. of empanelled hospitals has already been circulated and uploaded on DJB website, where DJB workers go for regular check up. Sewer Gang Beldars are instructed to get their health check up after every six months and their controlling officers are supported to ensure this. Sewer lines/ septic tanks if any, New Delhi Municipal Council maintained in New Delhi Municipal Council Limit 4. All septic tanks and the House All Municipal Corporations, Delhi sewer connections constructed by Cantonment Board, New Delhi private entities etc. where sewer Municipal Council, Delhi lines are not being maintained by Development Authority etc. and the DJB. private entities which is owner of the premises. 5. Apartments/ Group Housing Resident Welfare Associations/ Societies/ Malls/Pvt. Hospitals etc. Owner of the premise 6. Government Premises The respective authority i.e Delhi Development Authority, PWD, CPWD, all Municipal Corporations, Delhi Cantonment Board, Delhi Urban Shelter Improvement Board etc.; maintaining the premise •These Regulations will deal with proper disposal of septage to the designated locations, which shall be notified /published in various leading News Papers and DJB website for the wide information of public. •The enforcement of these Regulations will be controlled by the Committee headed by the area District Magistrate [Deputy Commissioner (Revenue]]; however, the District Magistrate may co-opt Committee Members from various •Government/Municipalities/Public Undertakings. The member of Committee from Delhi Jal Board will act as Member Secretary of the above mentioned Committee.
