В первой части статьи, сделана попытка восстановить последовательность в развитии кризиса, осознании причины и экологических последствий научным сообществом, признании кризиса властями. Кратко рассмотрены постановка и содержание научных исследований динамики природной среды, развитие эколого-географического прогноза, мониторинга, представление о пределах антропогенного воздействия, осмысление результатов и подходы к разработке практических мероприятий по решению экологических проблем, возникших в связи с падением уровня моря и опустыниванием Приаралья. Новизна содержания статьи заключается во включении в рассмотрение новых материалов, характеризующих этап развития проблемы после 1991 года: выполненные научные исследования, анализ последствий осуществления ранее запланированных практических мероприятий по решению вопросов смягчения опустынивания в Приаралье, а также краткий обзор выявленных новых экологических проблем и мероприятий, планируемых для их решения. Во второй части статьи будут более подробно рассмотрены постановка, результаты исследований и научно-практических работ в разных ландшафтных регионах Приаралья по изучению и предотвращению развития негативных экологических последствий падения уровня и усыхания Аральского моря. DOI: 10.24411/2542-2006-2019-10026 Аральский экологический кризис, начавшийся в 1960-х годах, развивается более 50 лет на памяти двух поколений. За этот период уровень моря опустился на 26.7 м, единый водоем разделился на Малое и Большое море; площадь водной поверхности уменьшилась в 7-8 раз, объем – в 12-13 раз (Большое Аральское …, 2012). Обсохшее дно моря все еще является источником выноса пыли и солей, а 1.4 млн. га территории Приаралья подвержено опустыниванию (МКВК …, 2002). Эти показатели – только верхняя часть айсберга Аральского кризиса, включающая огромный массив серьезных негативных экологических, социально-экономических и медико-биологических последствий большой Аральской проблемы. Вторая ее часть, которая пока не обсуждается, чуть менее остро развивается там, где развернулось широкомасштабное орошение на площади около 8 млн. га. Часть 1. гидрографическую сеть и изменяющих водный режим территории в средней и верхней частях бассейна Аральского моря. Здесь пока в латентном докризисном состоянии развиваются переувлажнение и засоление земель, накапливаются ядохимикаты, применяющиеся для дефолиации при сборе урожая хлопка и обработке посевов риса и др. Кризис на этой части территории Аральского бассейна связан с тем, что не решается все сильнее обостряющееся противоречие между ростом населения, его основной занятостью в водоемком сельском хозяйстве и ограниченностью количества и качества водно-земельных ресурсов. В настоящее время признано, что Аральский кризис – один из крупнейших экологических и социально-экономическтих кризисов, созданных человеком в XX веке из-за желания получить экономические выгоды, не придавая значения возможным негативным экологическим последствиям.     Romanov News Новости Романовых By Ludmila & Paul Kulikovsky №138 September 2019 New Bust to Emperor Alexander III at St. Nicholas Church in Polyarny City A monument to Emperor Alexander III was solemnly opened and consecrated in Polyarny city On the occasion of the 120th anniversary of Polyarny, a solemn opening ceremony of the bust of Emperor Alexander III took place on the territory of St. Nicholas Church. Polyarny is a city in the Murmansk region, located on the shores of the Catherine’s harbour of the Kola Bay of the Barents Sea, about 30 km from Murmansk. The city is home to the Northern Fleet and as such is a closed city. The port was laid down in the summer of 1899 and named Alexandrovsk in honour of Emperor Alexander III. In 1931 it was renamed Polyarny., Parishioners of the church of St. Nicholas the Miracle Worker and Rector Archpriest Sergei Mishchenko, initiated and sponsored the bronze bust of the great Russian Emperor Alexander III. The monument was made with donations from parishioners and in February 2019 was delivered from the workshop of Simferopol to Polyarny. The opening and consecration ceremony was conducted by Bishop Tarasiy of the North Sea and Umba. The St. Nicholas Church, with the bust of Emperor Alexander III standing under the bell tower. Stories from Crimea In 2019, there were two extraordinaire reasons to visit Crimea and Yalta in particular - the 100 years anniversary of several members of the Imperial Romanov family, including Dowager Empress Maria Feodorovna, leaving Russia from Yalta - and 125 years since the repose of Emperor Alexander III in Livadia.

Start-up complex No. 4 of the Central Ring Road (the Project or SC No.4 of the CRR) provides for construction of a section of the CRR in the south-east of the Moscow Region, stretching from the intersection with the M-7 Volga express highway currently under construction to the intersection with the M-4 public highway. Section SC No. 4 of the CRR was distinguished as a separate investment project because the given section is of major significance both for the Region and for the economy of the Russian Federation in general.
