Abstract The relative advantage among industries has changed remarkably and is expected to bring the alternatives of progressive and declining urban structural change. The emerging industries to utilize ICT, AI, IoT, financial and green technologies foster the social innovation connected with reforming the urban structure. The hypotheses of the shrinking city forecast that the decline of main industries has brought the various urban problems including problems of employment and infrastructure. But the strin- gent budget restriction makes limit the region on the social and market system that the government propels the replacement of industries and urban infrastructures. By developing the two markets model of urban structural changes based on Tanaka (1994) and (2013), we make clear theoretically and empirically that the social inno- vation could bring spreading effects within the limited area of the region, and that the social and economic network structure prevents the entire region from corrupting. The results of this model analysis are investigated by moves of the municipal average income par taxpayer of the Tokyo Area in the period of 2011 to 2014 experimentally.     International Planning Studies, Vol. 6, No. 1, 9–32, 2001 Subcentres and Satellite Cities: Tokyo’s 20th Century Experience of Planned Polycentrism ANDRE´ SORENSEN Department of Urban Engineering, University of Tokyo, Hasamagaoka 3–25–3, Sanda-shi, Hyogo-ken, Japan 669–1545 ABSTRACT This paper examines the role of subcentres and satellite cities in the patterns of growth of the Tokyo Metropolitan Area, rst outlining the development of metropolitan planning ideas for the Tokyo region from the 1920s to the 1990s, and then examining empirical evidence on patterns of population and employment change that occurred from 1970 to 1995 to determine the degree to which a polycentric pattern of growth has emerged. Japanese planners initially adopted European greenbelt/satellite city schemes uncritically, and then gradually adapted them to circumstances in Japan, eliminating the greenbelt concept along the way. Metropolitan plans have since the 1970s instead proposed the development of a multi-polar metropolitan region as a way of reducing travel needs and distances while eliminating the need to prevent development in intervening areas. The data on patterns of change of population and employment suggests that there has indeed been a considerable tendency towards polycentric development in the Tokyo region, although not only in the planned subcentres, and even though the core area has maintained or increased its dominance as an employment centre. The implications of these ndings are then explored. Introduction One of the dominant issues of 20th-century planning was the question, already rmly on the agenda at the end of the 19th century, of what to do about the growth of very large metropolitan regions.

    GIS-Based Visualization of Tokyo's Urban History Dr. Loren Siebert Department of Geography and Planning University of Akron ([email protected]) Abstract: With the rise of interest in "temporal GIS" over the last decade, the use of geographic information systems to document, visualize, and interpret the history of urban regions has become more common. The temporal GIS project presented here is a "GIS spatial history of Tokyo" covering spatial patterns and changes in Japan's capital region over the last 130 years. Historical topographic maps, census data, administrative histories, rail company chronologies, and other spatiotemporal data were used to produce a multifaceted GIS database that includes: changes in physical features such as shorelines, rivers, and canals; the process of urbanization as represented by annexations, mergers, and upgrading of administrative areas from village to town, city, or city ward; population changes mapped by administrative area; development of the region's extensive rail network; and mapping of historical landscape units.
