G.N. 2295 Transport Department Ferry Services Ordinance (Chapter 104) INVITATION for APPLICATION for 'KAITO' FERRY SERIVCES G.N. 2295 Transport Department Ferry Services Ordinance (Chapter 104) INVITATION FOR APPLICATION FOR ‘KAITO’ FERRY SERIVCES In accordance with the provision of section 28 of the Ferry Services Ordinance, Chapter 104, invitation is open from 23 April 2021 to 24 May 2021 for application for the grant of licences to operate ‘Kaito’ ferry services. The form ‘Application for ‘Kaito’ Ferry Service’ is obtainable free of charge from the Transport Department’s office at 7th Floor, Mong Kok Government Offices, 30 Luen Wan Street, Kowloon. Completed application forms should be delivered to the aforementioned address by 5.00 p.m. on 24 May 2021 either in person or by registered post with postmark date not later than the closing date. PROBLEM We need to carry out the following works – (a) 58TF for reconstruction of Kau Sai Village Pier to improve the berthing condition and facilities of the pier; and (b) 59TF for reconstruction of Lai Chi Chong Pier to improve the structural condition and facilities of the pier. /PROPOSAL ….. METHODOLOGY OF ECOLOGICAL SURVEYS AND IMPACT ASSESSMENT UNDER THE EIA REPORT ENDORSED BY ACE WITH CONDITIONS ON 14 JANUARY 2008 4. The purpose of the ecological survey focused on collecting representative ecological data to fill information gaps concerning the following: (i) to identify the dominant and typical flora and fauna species present in the Study Area (included 500 m from the Project Site Boundary); (ii) to establish the general ecological profile, physical and ecological characteristics of the site; and (iii) to determine the presence of key factors described in Notes 1 to 3 attached to Appendix A of Annex 16 of Technical Memorandum on Environmental Impact Assessment Process (TM), including recognized sites of conservation importance, important habitats where an ecological assessment will be necessary and species of conservation importance.

Background 2. The Second Phase of Anti-rodent Campaign 2016 organized by FEHD was launched from 4.7.2016 to 9.9.2016. Actions taken in the district and the results of the Campaign are detailed at Annex I. 3. With a view to sustaining anti-rodent control measures, FEHD is going to launch the Anti-rodent Campaign 2017, under the slogan “Prevent Disease Eliminate Rodent Nuisance”, in two phases as follows - (a) First Phase : 2.1.2017 to 10.3.2017 (b) Second Phase : 3.7.2017 to 8.9.2017 (Tentatively) First Phase of Anti-rodent Campaign 4. The First Phase of Anti-rodent Campaign is to be launched from 2.1.2017 to 10.3.2017 targeting at markets/ municipal services buildings, hawker bazaars, typhoon shelters, lanes adjacent to food premises and other problematic spots as well as their surroundings. The objectives of this phase are – (a) To arouse public awareness on the significance of rodent prevention and control in the community; (b) To promote participation of the public in rodent prevention and control work in their premises; and (c) To reduce the rodent population in the territory, particularly in the - 1 - target areas and their peripheries.

INTRODUCTION 1. This is a legal advice on the following issues regarding the setting up of a water taxi system in Hong Kong: (a) Licensing, certification and other relevant requirements by the Hong Kong Marine Department (the “MD”) and the Hong Kong Transport Department (“TD”); (b) Embarkation and disembarkation restrictions within the waters of Hong Kong; (c) Environmental issues concerning the operation of water taxis; and (d) Booking system for water taxis. 2. By way of background, the Task Force on Water-land Interface of the Harbourfront Commission looked into the potentials of water taxis services in the Victoria Harbour in its Paper No. TFWL/02/2012 "Waterborne Passenger Transportation in Victoria Harbour” (See Attachment 1) in February 2012. This Paper will be referred to throughout this memorandum as the “HC Paper”. 3. In preparing this memorandum, we have made the following assumptions: (a) only existing licensed vessels will be deployed as water taxis in this water taxi system i.e. the vessels used as water taxis will have already complied with licensing requirements overseen by the MD (as set out in Section B1 Marine Department - the vessel) and no new vessels are required to be built.; (b) the subject water taxis will operate for private hire use (akin to Uber or road taxis) as opposed to a system of public transport such as the Star Ferry; and (c) the subject water taxis will be “local vessels”1 used solely within Hong Kong waters and therefore be subject mainly to the laws of Hong Kong.
