First Phase of Anti-Rodent Campaign 2017 in Tai Po District Tai Po District Council Discussion Paper No. EHW 6/2017 For Environment, Housing and Works Committee Meeting on 11 January 2017 Food and Environmental Hygiene Department First Phase of Anti-rodent Campaign 2017 in Tai Po District Purpose To brief Members of the arrangements and details of the First Phase of Anti-rodent Campaign 2017 to be launched by the Food and Environmental Hygiene Department (FEHD) in Tai Po District. Background 2. The Second Phase of Anti-rodent Campaign 2016 organized by FEHD was launched from 4.7.2016 to 9.9.2016. Actions taken in the district and the results of the Campaign are detailed at Annex I. 3. With a view to sustaining anti-rodent control measures, FEHD is going to launch the Anti-rodent Campaign 2017, under the slogan “Prevent Disease Eliminate Rodent Nuisance”, in two phases as follows - (a) First Phase : 2.1.2017 to 10.3.2017 (b) Second Phase : 3.7.2017 to 8.9.2017 (Tentatively) First Phase of Anti-rodent Campaign 4. The First Phase of Anti-rodent Campaign is to be launched from 2.1.2017 to 10.3.2017 targeting at markets/ municipal services buildings, hawker bazaars, typhoon shelters, lanes adjacent to food premises and other problematic spots as well as their surroundings. The objectives of this phase are – (a) To arouse public awareness on the significance of rodent prevention and control in the community; (b) To promote participation of the public in rodent prevention and control work in their premises; and (c) To reduce the rodent population in the territory, particularly in the - 1 - target areas and their peripheries. 5. Poor environmental hygiene, improper handling and disposal of refuse, structural defects and inadequate rodent proofing are the major causes of rodent infestation in markets/ municipal services buildings, hawker bazaars, typhoon shelters, lanes adjacent to food premises and other rodent problematic spots. These problems will be addressed to during the First Phase of Anti-rodent Campaign 2017 with a view to raising awareness of the people living or working in those problematic areas on the importance of proper rodent prevention and control. Besides, rodent prevention and control work will be strengthened in areas with Rodent Infestation Rate (RIR) of 10 percent or higher obtained in the second half of 2016. To sustain the results of rodent prevention and control work, publicity education will be strengthened in areas with RIR below 10 percent obtained in the second half of 2016. Action Plan 6. During the Campaign period, our in-house and pest control contractors’ staff will, in accordance with the action plan at Annex II, carry out systematic inspections on rodent problem and disinfestation work in the target areas, and public places in their vicinity, such as vacant lands, sewers, flower beds, refuse collection points, etc, as well as other rodent problematic spots. Poisonous baiting stations or rodent traps will be set whenever signs of rodent infestation are detected. At the same time, staff of our Hawkers, Markets and Cleansing Sections will step up inspections to markets/ municipal services buildings, hawker bazaars, typhoon shelters, lanes adjacent to food premises and other problematic spots in the target areas, and to augment rodent prevention and control work in those areas. 7. Relevant government departments including the Agriculture, Fisheries and Conservation Department, the Drainage Services Department, the Highways Department, the Home Affairs Department, the Housing Department, the Lands Department, the Leisure and Cultural Services Department and the Marine Department, etc. have been notified of the First Phase of Anti-rodent Campaign 2017 and invited to take appropriate actions in rodent prevention and control in areas under their respective ambit. Publicity and Education 8. On publicity and education fronts, FEHD will adopt the following measures in addition to arranging television and radio announcements in public interest - - 2 - (a) To produce publicity posters, pamphlets, banners and educational materials on rodent prevention and control for public circulation; (b) To enhance and maintain close liaison with the relevant government departments and local organizations; (c) To disseminate messages on rodent prevention and control by broadcasting van and distribute publicity materials to the public; (d) To organize thematic talks to disseminate the message of rodent prevention and control and ectoparasites of rodent to stall tenants and the management of the public markets; (e) To organize roving exhibitions at major shopping malls of housing estates and outreaching health talks for students and management of housing estates; and (f) To hold thematic exhibitions at the FEHD Health Education Exhibition and Resource Centre, and include relevant information in the FEHD homepage. 9. To ensure smooth implementation of the Campaign, the Pest Control Advisory Section of the department would provide technical assistance in the rodent prevention and control operations and the related publicity and education activities. Local Participation 10. To enlist support and active participation of the District Council in the Campaign, Council Members and Committee Members will be invited to participate in related events, organize publicity activities and offer views on the rodent prevention and control work. The purpose of the ecological survey focused on collecting representative ecological data to fill information gaps concerning the following: (i) to identify the dominant and typical flora and fauna species present in the Study Area (included 500 m from the Project Site Boundary); (ii) to establish the general ecological profile, physical and ecological characteristics of the site; and (iii) to determine the presence of key factors described in Notes 1 to 3 attached to Appendix A of Annex 16 of Technical Memorandum on Environmental Impact Assessment Process (TM), including recognized sites of conservation importance, important habitats where an ecological assessment will be necessary and species of conservation importance.

OVERVIEW 2. The Government has launched a policy initiative of Pier Improvement Programme (PIP), aiming to upgrade the structural safety and facilities of a number of existing public piers at remote areas in the New Territories and outlying islands, with a view to enhancing accessibility of some scenic spots and natural heritage as well as meeting the basic needs of local villagers relying on boats as their main transportation mode or fishermen’s operation. We are implementing the first phase of PIP covering ten public piers in full swing. Among them, the construction works for Pak Kok Pier on Lamma Island started in April 2020, the design work of Kau Sai Village Pier in Sai Kung District and Lai Chi Chong Pier in Tai Po District has been substantially completed, and the remaining piers are continuing with the design work at full speed. In view that the public welcome and support the implementation of PIP, we have advanced to kick off the second phase of PIP to enhance another 13 public piers, and the associated engineering feasibility studies would commence progressively from mid of this year.
