Will the Minister for Interior and Narcotics Control be pleased to state:

(a) whether the Indian Government has provided the Government of with Pakistani mobile numbers as part of evidence in support of allegations of involvement of Pakistani individuals in the recent attack on Pathankot airbase in India, if so, the date on which the same were given and steps taken by the Government to probe the matter so far; and

(b) the details of other information provided by the Indian Government as evidence in support of the said allegations?

Chaudhry Nisar Ali Khan: (a) The Indian Government had provided 05 mobile phone numbers of Pakistani telecom companies to the Govt. of Pakistan. These numbers have been mentioned in the FIR NO. 06/2016 dated 18-02-2016 lodged in Police Station CTD, Gujranwala. It was alleged that the accused had made telephone calls from India on these numbers. A JIT (Joint Investigation Team), formulated by the Government, has been investigating the case. The investigation has not been finalized, as yet.

(b) The Indian Government also provided some documents with the request for cooperation in investigation. These documents contained some information regarding the offence, including technical data about the offence. The JIT also visited India in March 2016 to collect evidence. The case is still under investigation.

Will the Minister for Interior and Narcotics Control be pleased to state whether it is a fact that China cutting has been made on the land of Rawal Dam, Islamabad, if so, the steps being taken by the Government in this regard?

Reply Not received:

The Ministry of Interior and Narcotics Control has transferred this question to the Capital Administration and Development Division. However, the Capital Administration and Development Division has not accepted the question so far.

Will the Minister for Information and Broadcasting pleased to state:

(a) the profit earned by Pakistan Broadcasting Corporation during the last three years with year wise break up; and

(b) the steps being taken by the Government to improve the financial position of the said Corporation?

Mr. : (a) The Corporation (PBC) is a statutory Public Service Corporation established under PBC Act-1973. It is not a cpmmercial undertaking. The Federal Government provides Grant in Aid to meet its day to day expenditure and PSDP for development projects. Its aim is to provide Broadcast Secvices for the Purpose of disseminating information, education, entertainment and to promote National Unity and Justice to upgrade the social behavior of public as enunciated in PBC Act-1973. However the profit (Surplus)/ (Deficit) of PBC for the last three years is as under:—

1. PBC has given market rights of FM 101 Network to M/s Loud & Clear to enhance the net advertisement income of over 125.982 million at least 50% increase in exiting net income at 30% commission based upon business and recovery report of deposit amounts. (Annex-A)

2. Air time to Voice of America (VOA) one hour and China Radio International (CRI) two hours has been sold to fetch revenue of over 54.00 million per annum.

3. The Corporation has rent out 9 floors of PBC building of BR Karachi situated at Hassan Esquire Karachi to M/s Intellectual Property Organization (IPO Pakistan) at a rent of Rs.9.742 million per annum for a period of three years with 10% increase every year.

4. The Corporation has signed an agreement with M/s Bramerz (Pvt.) Ltd. Lahore. The company is engaged in the business of digital media communication offering services of website designing, development, maintenance, registration and hosting etc. According to this agreement all the web site properties of PBC will be marketed by the company through Google AdSence monetization. It is expected that a handsome amount will be earned by the PBC through this agreement.

5. On the advice of PAC the case has been taken up with the M/o IB&NH for levy of one time Broadcast Cess @ Rs. 5000 per unit on the sale of all categories of imported/local manufactured vehicles, which are equipped with Radio Receivers with the request to incorporate proposal in the Finance bill 2015-16 in order to improve the financial health of the Corporation. It was expected that this proposal will yield an amount of Rs. 1120 million per annum. But the request of PBC could not win the favour of the concerned quarters. The Corporation has again 4

requested the Finance Division through M/o IB&NH to incorporate the proposal in Finance bill 2016-17.

PBC is trying its best to improve its financial position from sale of Air time. The commercial income of PBC has been increased from 192.613 million in 2012-13 to Rs. 332 028 million in 2013-14 and Rs. 325.658 million in 2014-15 due to concrete efforts of the Corporation with meager sales staff.

MINISTER OF INFORMATION, BROADCASTING AND NATIONAL HERITAGE, ISLAMABAD. (PBC)

The Corporation could not grab market share of advertisement as per its potential due to meager sales staff and resources. PBC therefore given exclusive marketing rights of FM 101 Network to M/s Loud & Clear for a period of one year w.e.f 01-01- 2014 to December 31, 2014 to enhance advertisement income by at least 50% of net income of Rs. 60.00 million for the year 2012-13 at 30% commission based upon business and recovery report of deposit amounts. The agreement has been extended up to 31-12-2016 on Non-exclusive basis (i.e Besides Loud & Clear, PBC can also procure advertisement itself through its FM 101 Network). The effect of this agreement on the financial health of the Corporation is tabulated below:—

(a) the profit earned by Pakistan Television Corporation during the last three years with year wise break up; and

Mr. Pervaiz Rashid: (a) No Profit earned by Pakistan Television Corporation during the last three years.

The main reason for not earning profit is Actuarial valuation entries which are incorporated on the recommendation of Statuary Auditors and Board of Director. These entries relates to retiring staff pension benefits.

(b) Under the guidance of the present management following steps have been taken:—

(i) Enhancing of in-house productions,

(ii) Telecast of special Ramadan transmission.

(iii) Reduction in TV FEE commission from Rs. 5 to Rs. 1 per month.

(iv) Change in Marketing strategy to enhance revenue from PTV Multan, PTV-Global, PTV-News and PTV world.

The Ministry of Interior and Narcotics Control has transferred this question to the Ministry of Foreign Affairs. However, the Ministry of Foreign Affairs has not accepted the question so far.

(a) whether it is a fact that the residential plots and agriculture land is allotted to the heirs of soldiers who get martyred during war;

(c) whether it is further a fact that some cases for allotment of plots and agriculture land to the heirs of said martyrs are still lying pending in GHQ, if so, its reasons and the time by which the same would be allotted to them?

Will the Minister for Interior and Narcotics Control be pleased to state whether there is any proposal under consideration of the Government to devise a mechanism to supervise and check the quality of drinking water being supplied through tap and filtration plants in Islamabad?

Chaudhry Nisar Ali Khan: There are thirty-seven (37) Water Filtration Plants in ICT. Water Wing has recently been devolved from CDA to Metropolitan Corporation Islamabad. There are issues related to quality of drinking water in some areas of Islamabad. Metropolitan Corporation Islamabad has accorded high priority to these issues. The quality assurance mechanisms are being devised to ensure supply of safe drinking water to the residents of Islamabad, along with measures to carry out repair and maintenance of Water Filtration Plants.

Will the Minister for Interior and Narcotics Control be pleased state:

(a) the criteria laid down for the renewal of arms licenses of prohibited and non prohibited bore;

(b) the number of the said licenses renewed so far during the present Government; and (c) the number of applications for renewal of those licenses presently lying pending and the time by which the same would be renewed?

Chaudhry Nisar Ali Khan: (a) Following criteria/procedure is adopted for renewal of arms licenses:—

(i) NADRA issues one year computerized arms license in lieu of manual license. Manual license and record of the applicant is forward to Ministry of Interior for verification. Ministry of Interior conveys its verification to NADRA through online system.

(ii) NADRA renews verified arms licenses for further five years.

(iii) Applicant approaches designated NADRA Centre alongwith his expired license for renewal.

(iv) NADRA issues computerized token and applicant is charged with as per prescribed fee.

(v) After processing period of three weeks, NADRA issues renewed arms license with 5 years validity.

(vi) Applicant‟s old expired license is retained for destruction.

(b) Till date 149, 825 Prohibited / Non prohibited Bore computerized arms licenses have been renewed/revalidated with 5 year validity. However, during tenure of this government 105,012 arms licenses have been renewed for five years

(c) There is no pending case in renewal category.

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the number of passport offices established in the country with province wise break up; and

(b) whether there is any proposal under consideration of the Government to increase the number of the said offices, if so, the details thereof with province wise break up?

Chaudhry Nisar Ali Khan: (a) Presently, 139 Regional Passport Offices have been established in the country. The province wise break-up of the presently established Passport offices in the country is as under:—

(b) Yes, under MRP/ MRV Project, Phase-III, 73 RPOs (district wise) were to be established, out of which 44 Regional Passport Offices have already been established while the remaining 29 RPOs will be completed by Feb/Mar, 2017. The province wise detail of the remaining RPOs is as under:

Will the Minister for Railways be pleased to state:

(a) whether it is a fact that the Government has allowed concession in fare/ ticket price of Pakistan Railways for the children of ages five to twelve years if a berth/ seat is sought for them in the reserved class, if so, the details thereof; and 25

(b) whether the said concession to those children is also available in case of unreserved class/ tickets, if not, the reasons thereof?

Khawaja Saad Rafique: (a) The children aged three to ten years are entitled for concession in fares in all classes of train. On these tickets seats/berths are also reserved for children.

(b) The concession in fares to the children aged three to ten years is also available in un•reserved classes/ trains.

*Question No. 131 Senator Mohammad Azam Khan Swati: (Notice received on 22-07-2016 at 11:00 a.m.)

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the number of illegal Pakistani immigrants deported by the European Countries during the last two years;(b)the measure(s) adopted by the Government to investigate about the illegal entries of the said persons in those countries; and

(c) whether any person who assisted those persons in their illegal entries in the said countries has been arrested / punished, if so, the details thereof?

Chaudhry Nisar Ali Khan: (a) During the last two years 12235 illegal Pakistani immigrants have been deported by the European countries. Year wise detail is as follows:

(b) Government of Pakistan has taken following measures to address the issue of human trafficking/ smuggling.

o Immigration wing of FIA regulates movement of international passengers at the notified border crossing, i.e., air, sea and land. The strict control over these entry points leave little room for the Human Smugglers to utilize these points.

o Anti Human Circles have been established in five (05) FIA Zonal Directorates to investigate and prosecute illegal immigrants / travelers. 26

(c) All efforts are made to arrest/ apprehend and deport/repatriate and most wanted trafficker (MWTs) and human smugglers by FIA. Progress in this regard for the last two years is as follows:

Moreover, on the directives of Minister for Interior, Federal Investigation Agency initiated a countrywide crackdown on human smugglers and traffickers. FIA is making hectic efforts for apprehending agents, facilitators and master minds of illegal immigrants and rackets involved in such heinous crimes. The results of this special campaign are very encouraging and 2015 such accused have been arrested in this special campaign.

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the number of police stations established in Islamabad at present with sector wise break up;

(b) the number of police mobiles at the disposal of each of the said police station;

(c) whether it is a fact that in some sectors the existing police stations are insufficient to cater for the needs of growing population, if so, the details thereof; and

(d) whether there is any proposal under consideration of the Government to establish more police stations in the said sectors?

*Question No. 133 Senator Col. (R) Syed Tahir Hussain Mashhadi: (Notice received on 04-08-2016 at 09:30 a.m.)

Will the Minister for Information and Broadcasting be pleased to state:

(a) the salient achievements made by the Government through guidelines prescribed for the electronic media in the country;

(b) whether it is a fact that said guidelines failed to properly regulate/ control the functioning of TV channels in the country; and

(c) the steps being taken by the Government to maintain standards of credibility of contents of news and programmes of the said channels?

Mr. Pervaiz Rashid: (a) The Federal Government vide notification dated 19- 08-2015 notified a revised Code of conduct for Media Broadcasters and Distribution Service Operators. PEMRA has circulated Electronic Media Code of Conduct — 2015 to all Broadcasters & Distribution Service Operators for compliance dated August 20, 2015. Furthermore, all Satellite TV and FM Radio licensees have also been advised to train it producers, anchors & cameramen in accordance with Clause 20 of the Code of Conduct.

In accordance with its mandate., the following Regulations have been promulgated by the Authority to regulate the piivate electronic media in the Country:

PEMRA (Television Broadcast station Operations) Regulations, 2012.

PEMRA (Radio Broadcast Station Operations) Regulations, 2012.

PEMRA (Distribution Service Operations) Regulations, 2011.

The forum of PEMRA Council of Complaints, established under Section 26 of the PEMRA Ordinance 2002, is available to the general public for lodging complaints regarding any aspect of programmes aired by thr channels. The Councils are composed of people of public eminence are provide a very fair and transparent forum for hearing complaints and subsequently submit appropriate recommendations to the Authority. The business of the Councils is governed through the PEMRA (Councils of Complaints) Rules 2010.

Moreover, in order to solicit public feedback on the br dcast media, PEMRA has also established a 24x7 complaint call center i.e. 0800-73672. The general public highlights various issues related to programming of channels and these same are shared with all the stakeholders with the directives to take corrective measures.

(b) Very recently, the Authority has also opened a twitter account “@reportpemra” as another avenue for the facilitation of the general public. Any action taken by the Authority against a licensee is also posted on the said twitter account for information with a view to ensure transparency and accountability of both PEMRA and its licensees.

In pursuance of statutes devised thereof and referred herein above, the Authority is successfully regulating private electronic media in the Country. A list of recent actions against the channels is enclosed to give a fair idea of the performance of the Authority.

(c) As a matter of fact, PEMRA has no system to gauge whether or not any news aired by any channel is credible or not until someone aggrieved by any such 29

news or content formally lodges a complaint with supportive material against a channel. However, it is pertinent to mention here that PEMRA has held channels accountable in case any such complaint stands proven after due process as mandated by law. Numerous channels have also been obliged to air apologies in case any undesired content is aired including news and or other objectionable content. Nevertheless, such corrective measures are also a part and participle of best journalistic practices and ethics and show that the media is exhibiting responsibility.

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the ratio/ percentage of population in rural areas of Islamabad Capital Territory which have access to potable water at present; and

(b) the steps taken/ being taken by the Government to ensure provision of potable water for the whole population of the said areas?

Chaudhry Nisar Ali Khan: (a) About 60% population of rural areas of Islamabad has access to potable water being provided through Government-funded water supply schemes.

(b) Six (06) water supply schemes have been implemented in 06 ICT villages at a cost of about Rs. 143.00 million. Twenty (20) Water Supply Schemes for rural areas of ICT during CFY:2016-17 are under process.

Will the Minister for Interior and Narcotics Control be pleased to state the number of persons working on regular, contract and adhoc basis in NADRA with grade, province and center / office wise break up?

(b) the names of officers and officials working in the said boards and the duties/ responsibilities of each of them with area-wise details;

(c) the responsibilities and powers/ authority of the public representatives in the said boards; and

(d) the details of budget allocated for the said boards for the current financial year with head-wise breakup?

(a) the capacity/ annual production of Pakistan Locomotive Factory Risalpur at present; and

Khawaja Saad Rafique: (a) At present the capacity/ annual production of the factory is to manufacture 25 DE Locomotives per annum on single shift basis.

(b) Currently a long term plan is under study to evolve a strategy for indigenous manufacturing of Locomotives in locomotive factory Risalpur, in collaboration with word‟s leading Locomotive manufacturers through Transfer of Technology (T.O.T). It would be clear after finalization of this strategy, whether the existing capacity needs to be augniented for introduction of 2nd shift.

In this context the scheme for up-gradation and commercial operations of Pakistan Locomotive Factory, Risalpur is under process, which aims to attract Original Equipment Manufacturers (OEM‟s) of DE Locomotives to invest in Pakistan I,ocomotives Factory, Risalpur for manufacturing of DE Locomotives on joint venture basis with a target of 50% deletion in the 1st five years of operation with following,% age:—

1st year 25% 2nd year 35% 3rd year 40% 4th year 45% 5th year 50% 5th to 10th year ; 60% to 70% gradually.

The Expression of Interest EOBI for the above scheme has been invited and Technical proposals are under evaluation.

Mr. Pervaiz Rashid: (a) Yes, Pakistan Television has been directed by the government to provide equitable and across the board coverage to the parliamentary activities/proceedings of the upper and lower houses.

Presently, PTV news is enjoying an independent editorial policy and telecasting all parliamentary activities of both the Houses in News Bulletins. PTV is strictly observing non partisan and balance policy. PTV is showing all activities of the treasury and opposition benches parliamentary proceedings being covered in all respects i.e. question hour, legislation and private business. It also covers special occasions like joint session resolutions passed on the current situations and other happenings.

(b) It is the top priority of PTV News to comprehensively cover proceedings of Pakistan‟s top democratic forum, the parliament including the Senate. Whatever, news emanate from the proceedings of these August Houses is properly placed in daily news rundowns by National News Bureau followed with candid Current Affairs programs for the promotion of Government policies alongwith reservations of Opposition benches on national issues.

As far as, spot coverage of the Senate & National Assembly Standing Committees is concerned, PTV News takes due care of all these events and reports back to viewers for their general understanding of national issues.

However, to cover proceedings of all Senate & National Assembly Standing Committees meetings including Public Accounts Committee (PAC) is not practically possible due to paucity of time and space. If however, a dedicated channel be established in the collaboration of the parliament and approved by the Government of Pakistan, then proceedings of both the houses including PAC can he telecast.

Mr. Muhammad : (a) Gilgit Baltistan is governed under Gilgit Baltistan (Empowerment & Self-Governance) Order, 2009. Articles 3 to 19 of the Order provide fundamental rights to people of Gilgit Baltistan. Gilgit Baltistan has its own Executive, Legislature and Judiciary as envisaged in the Order.

(b) Prime Minister of Pakistan has constituted a committee for reforms in Gilgit Baltistan. The committee has held detailed deliberations and is expected to furnish its recommendations shortly.

Mr. Pervaiz Rashid: Broadly speaking, it is not the mandate of the Government/ MOI, B&NH to impart training to the journalists to improve their professionalism. The responsibility rests solely on their respective organizations i.e. newspapers/ channels which employ them. The Government however, tries its level best to improve the working environment for the journalists and to facilitate them in discharging their professional responsibilities. The information Service Academy (ISA) of the Ministry, which basically provides professional training to Information Group Officers, however, arranged a number of workshops in the recent past for media persons including journalists from all the four provinces and for journalists of Rawalpindi/ Islamabad in coordination with National Press Club.

Will the Minister for Interior and Narcotics Control be pleased to state whether it is a fact that contaminated / adulterated milk is being sold in Islamabad, if so, the steps being taken by the Government to stop the same?

Chaudhry Nisar Ali Khan: Complaints about sale of adulterated/ contaminated milk in ICT are received from time to time. Following steps have been taken to control sale of contaminated/ adulterated milk in ICT:—

(i) DHO, ICT has been notified as Ex-Officio Food Inspector under West Pakistan Pure Food Ordinance, 1960.

(ii) DHO, ICT, alongwith Inspectors of Health Department, conducts regular inspection of milk shops.

(iii) Special teams comprising DHO, Assistant Commissioners and Inspectors have been constituted, to launch campaign against adulteration in milk. These teams are supervised by Additional Deputy Commissioner (G), ICT, for effective coordination and speedy action.

(iv) On the analogy of Punjab Food Authority Act 2011, “ICT Food Safety and Standard Act 2015” shall be promulgated, after due process, shortly.
