Global Competitiveness Empowerment Forum (GCEF) is a non-for-profit organization to promote Corporate Social Responsibility (CSR), Creating Shared Value (CSV), sustainability, and business integrity of public, private, and social enterprises. GCEF is specialized in research, education, seminar, policy analysis, multi-stakeholder dialog, and cross sector cooperation nurturing Collective Action. GCEF was established on November 20, 2008, and became registered as a non-for-profit organization under the Ministry of Trade, Industry & Energy (MOTIE) on February 28, 2011 in , Republic of Korea.

A Letter from Executive President

It is my great pleasure to introduce the 2nd COE Report of Global Competitiveness Empowerment Forum (GCEF) that covers its organization activities focusing on the human rights, labour, anti-corruption, and general CSR from the former part of 2016 to the former part of 2018.

The world is changing so rapidly. Corporations in the 21st century have to face many challenges to deal with their economic, social and environmental responsibilities, fair returns to stakeholders, sustainable development, transparency, ethics, and human rights etc. GCEF’s mission is to empower business leaders so that they can transform Angela Joo-Hyun Kang these challenges into parts of their global competitiveness. Founder and Executive President of GCEF GCEF supports the UN Global Compact and its 10 principles covering human rights, labour, environment and anti- corruption. This COE report explains GCEF’s efforts to improve public and business policies honoring those principles. GCEF will continue its endeavors so that business leaders can embrace and integrate those principles into their corporate practices in and beyond.

GOAL 5 Gender Equality - Achieve gender equality and empower all women and girls Ms. Angela Joo-Hyun Kang, Founder and Executive President of GCEF participated in 2017 W20 Germany and continues to participate in 2018 W20 Argentina which presents policy recommendations to G20 as a South Korean delegate. Also, she has been acting as one of the mentors who support young women through customized mentoring, appointed by Ministry of Gender Equality & Family(MOGEF) from 2017-2018.

GOAL 8 Decent Work and Economic Growth - Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all From 2016 to 2018, GCEF implemented three consecutive yearly joint researches and field studies to US, Europe, and Vietnam with Samsung Economic Research Institute (SERI) for finding the latest trends and the best practices of global corporate citizens in responsible business conducts in human rights and labour.

GOAL 9 Industry, Innovation, and Infrastructure - Promote inclusive and sustainable industrialization and foster innovation The International Contractors Association of Korea (ICAK), the Association of French International Contractors (SEFI) and GCEF teamed up to enhance anti-corruption competitiveness of the global infrastructure environment by signing a trilateral memorandum of understanding (MoU). Also, Ms. Angela Joo-Hyun Kang, Founder and Executive President of GCEF participated in and contributed for B20 (Business 20) policy recommendations to G20 in 2016 during Chinese Presidency as one of B20 Infrastructure Task Force Members.

GOAL 16 Peace, Justice, and Strong Institutions - Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels GCEF initiated and implemented the South Korean project of the 2nd round of global Siemens Integrity Initiative, Fair Player Club (www.fairplayerclub.org), with UN Global Compact Network Korea (GCNK). Furthermore, she has been appointed as one of task force members of 2018 B20 Argentina which presents policy recommendations to 2018 G20 Argentina and participating in a B20 process as an Integrity & Compliance Task Force Member. Also, she has become a member of OECD BIAC(Business & Industry Advisory Committee) Anti–Corruption Task Force, which presents policy recommendations to the OECD Working Group on Bribery.

2017 Fair Player Club Summit and Fair Play Pledge Ceremony was held with participation of approximately 150 representatives from seven metropolitan cities including Seoul Metropolitan Government, local chambers of commerce & industry, and companies on Friday, February 24, 2017, at Lotte Hotel in Seoul, Republic of Korea.

Fair Player Club is one of the 24 global anti- corruption projects which aim to spur collective action in business and government to create fair and transparent market conditions with the support from the World Bank and Siemens Integrity Initiative. In the 2nd Fair Player Club Summit and Fair Play Pledge Ceremony, representatives from companies and organizations pledged for fair play principles to create clean corporate culture and to run business complying with the law and codes of conduct. Also, major outcomes in the Cycle 2 and the plan of the Cycle 3 were introduced during the summit.

Fair Player Club aims to spread a transparent and ethical corporate culture by taking its incremental steps in three years, such as, seminar, research, and raising awareness activities for anti-corruption by industry (Cycle 1), region (Cycle 2), and country (Cycle 3) since 2015.

Since 2015, 125 companies and organizations participated in ‘Fair Play Pledge for Anti- corruption’ and 70 companies and organizations newly participated. Especially, close cooperation with Seoul Metropolitan Government, Busan Metropolitan City, Gwangju Metropolitan City, Daegue Metropolitan City, Ulsan Metropolitan City, Daejeon Metropolitan City, Incheon Metropolitan City and Local Chambers of Commerce & Industry, 34 local companies participated. In 2016-2017, it has motivated local companies to become aware of importance of compliance and business ethics.

Fair Player Club was introduced as one of the cases of collective action in the policy recommendation paper of the B20 Germany 2017 Responsible Business Conduct and Anti-Corruption Cross- Thematic Group, which was chaired by Dr. Klaus Moosmayer, Chief Compliance Officer of Siemens AG and Anti-Corruption Chair of Business at OECD (BIAC).
