Sampai saat ini penelitian masih terfokus di pesisir timur dan pegunungan tengah Aceh, Pesisir barat Aceh belum pernah diteliti. Pesisir barat Aceh merupakan wilayah yang memiliki bentangalam kars cukup luas, dan memiliki potensi gua yang mungkin digunakan sebagai lokasi hunian pada masa lalu. Salah satu metode yang digunakan adalah memprediksi keberadaan gua dengan peta topografi, peta geologi, serta digital elevation model (DEM). Selain itu, hasil inventarisasi gua yang pernah dilakukan di wilayah pesisir barat Aceh juga digunakan sebagai data awal untuk memperoleh sebaran gua dan ceruk. Pada penelitian ini lingkup wilayah yang disurvei adalah Kabupaten Aceh Besar. Tiga parameter gua hunian, yaitu morfologi dan genesa, lingkungan, serta kandungan arkeologis, digunakan untuk memperoleh gambaran potensi masing-masing gua. Sebelas gua dan ceruk yang telah ditemukan menunjukkan adanya tiga buah gua berpotensi sebagai lokasi hunian dan diteliti lebih lanjut, empat gua berpotensi sebagai lokasi hunian tetapi tidak berpotensi untuk diteliti, dan empat gua berkategori tidak potensial sebagai lokasi hunian. BAB II PROFIL KABUPATEN ACEH BESAR 2.1. WILAYAH ADMINISTRASI 2.1.1. Letak Geografis Secara geografis Kabupaten Aceh Besar terletak pada 503’1,2”- 5045’9,007” Lintang Utara dan 95055’43,6” - 94059’50,13” Bujur Timur. Sedangkan secara administrasi Kabupaten Aceh Besar memiliki batas-batas wilayah sebagai berikut: Sebelah Utara : berbatasan dengan Selat Malaka, dan Kota Banda Aceh; Sebelah Selatan : berbatasan dengan Kabupaten Aceh Jaya; Sebelah Timur : Berbatasan dengan Kabupaten Pidie; dan Sebelah Barat : Berbatasan dengan Samudera Hindia. Kabupaten Aceh Besar memiliki luas wilayah seluas 290.350,73 Ha. Sebagian besar wilayahnya berada di daratan dan sebagian kecil berada di kepulauan. Secara administratif Kabupaten Aceh Besar memiliki 23 kecamatan. Keberadaan Kabupaten Aceh Besar sebagai pintu gerbang utama telah ditunjang sarana transportasi yang cukup memadai seperti: Jalan Nasional Arteri Primer Banda Aceh - Medan serta Jalan Kolektor Primer Banda Aceh – Meulaboh. Disamping itu, ditunjang pula prasarana transportasi Bandar Udara Internasional Iskandar Muda di Blang Bintang, Pelabuhan Malahayati di Krueng Raya. Key issues Health satellite post personnel have already deployed but they don't get accommodation, transportation and health equipments back up to work. Donors assume that hospital coordination meeting on March 18th, 2005, implemented by MOH does not fully represent hospital coordination process made by PHO and DHO because there is no clear link yet between the MOH's presentation with province wide health sector master plan. Government of Indonesia has finished the macro blue print, but the document is still necessary to be detailed by provincial and district government. At the same time with the detail blue print refinery, Government of Indonesia is preparing an Implementing Board to coordinate Aceh reconstruction, including health sector reconstruction. 2. Situation Update Casualties As of 24 March 2005 (Bakornas): Aceh Deaths & Buried 126,741 Missing 93,458 IDPs 514.150 (in 20 districts) Relocation sites 776 barracks in place out of 854 planned (11 districts) As many bodies were not identified before burial, it is possible that there is some double counting between the "missing" list and the "deaths and buried" list. The IDP counting continues to be difficult due to the mobility of the population. Currently not clear how many people live in camps, in barracks or in host-families. 1 3. Land administration sector was also badly influenced by the catastrophe. The cadastral offices in Province of Nanggroe Aceh Darussalam (NAD) and Nias were severely damaged by the tsunami. Most of cadastral records were lost or destroyed. The ground benchmarks, natural and man-made objects were also destroyed by tsunami and/or clearing out works in the tsunami affected areas. With nothing left on the ground, the land administration processes should be started from the scratch. The Government of Republic of Indonesia (GoI) was quickly responding by publishing five-year master plan of rehabilitation and reconstruction of NAD and Nias, especially on the spatial layout and land affairs. Unfortunately, many have criticised the GoI’s master plan. Besides its macro scale (Kamil, 2005), Fitzpatrick (2005) underlined the relocation camps and coastal buffer zones proposals as promoting disquiet among Acehnese. Many of Acehnese just wanted to go home and resettled their houses in the exactly same location as their previous houses that are swapped by tsunami (Montlake, 2005). NAD is well-know by its uniqueness among other Indonesian provinces since NAD has entirely different cultural background. -

At Home in the Post-Tsunami Landscape? A Case Study of Post-Disaster Housing in Aceh, Indonesia by Catherine Louise Elliott School of Land and Food Submitted in fulfilment of the requirements for the degree of Doctor of Philosophy University of Tasmania October, 2014 Abstract On December 26th 2004 the second largest earthquake on record occurred off the coast of northern Sumatra, Indonesia, triggering tsunami waves reaching 15 metres above sea level. In Aceh, the northernmost province of Sumatra, more than 167,000 lives were lost and half a million people were left without shelter. The international response to the 2004 Indian Ocean tsunami was unprecedented in terms of the amount of aid funding, much of this donated to aid organisations by private individuals. This funding enabled a major housing reconstruction effort in Aceh, with approximately 100 international non-government organisations (INGOs) involved in housing programs. The scale of the disaster combined with complex pre-disaster conditions in Aceh ensured that the reconstruction effort was conducted under difficult circumstances. Prolonged conflict between the Acehnese Freedom Fighters (GAM) and the Indonesian military had contributed to livelihood losses, high levels of poverty, low education rates, and low levels of trust in foreign organisations and the national government. Despite these challenging circumstances, more than 125,000 aid houses had been built in Aceh within five years of the tsunami. While there has been research into the approaches and outcomes of post-disaster housing programs in Aceh, little is known about the experiences of those living in this housing. In response, this thesis reports on an in-depth qualitative case-study in one rural village in Aceh.
