Ministerial Staff: the Life and Times of Parliament’S Statutory Orphans
MINISTERIAL STAFF: THE LIFE AND TIMES OF PARLIAMENT’S STATUTORY ORPHANS Liane E. Benoit Acknowledgements Much of the primary research in support of this paper was gathered through interviews with more than twenty former and current public servants, lobbyists, and ex-exempt staff. I am sincerely grateful to each of them for their time, their candour and their willingness to share with me the benefit of their experience and insights on this important subject. I would also like to acknowledge the generous assistance of Cathi Corbett,Chief Librarian at the Canada School of Public Service, without whose expertise my searching and sleuthing would have proven far more challenging. 145 146 VOLUME 1: PARLIAMENT,MINISTERS AND DEPUTY MINISTERS And lastly, my sincere thanks to C.E.S Franks, Professor Emeritus of the Department of Political Studies at Queen’s University, for his guidance and support throughout the development of this paper and his faith that, indeed, I would someday complete it. 1 Where to Start 1.1 Introduction Of the many footfalls heard echoing through Ottawa’s corridors of power, those that often hit hardest but bear the least scrutiny belong to an elite group of young, ambitious and politically loyal operatives hired to support and advise the Ministers of the Crown. Collectively known as “exempt staff,”1 recent investigations by the Public Accounts Committee and the Commission of Inquiry into the Sponsorship Program and Advertising Activities, hereafter referred to as the “Sponsorship Inquiry”, suggest that this group of ministerial advisors can, and often do, exert a substantial degree of influence on the development, and in some cases, administration, of public policy in Canada. -

An official invite with the date and time will be sent out shortly. Please make yourself available to elect the board members and to take part in society relevant decisions. One important topic will be the special resolution that will replace the old constitution with the version that has been accepted at the AGM in 2013. Irregularities in the registered version and the working document of the board made this step necessary. 1 The Swiss Society Online There is much going on in the world wide web, as the Swiss Society of Vancouver is transforming its online presence. We are in the process of redesigning the website of the Society with the idea of de- cluttering its contents and make it easier to navigate through the menu. The website is an important portal to attract new members and keeping the Swiss community informed about our events. -

Criminal Justice and the Tragically Hip
Reforming and Resisting Criminal Law: Criminal Justice and the Tragically Hip K E N T R O A C H * ABSTRACT This paper examines two Tragically Hip songs, 38 Years Old and Wheat Kings, with a view to understanding how they can be interpreted as a call both to reform and resist criminal law. In a reformist spirit, 38 Years Old can be interpreted as an imaginary hypothetical that suggests that judges should be able to devise exemptions from all mandatory sentences, including life imprisonment for murder. The song can also be interpreted as a demonstration that imprisonment must be resisted and endured by offenders and their families because it will always be violent and destructive. Wheat Kings similarly can be interpreted as a call to reform remedies for the wrongly convicted and to make legal determinations of innocence. At the same time, Wheat Kings exonerated David Milgaard in 1992 long before the Canadian legal system did. In doing so, it illustrates how art, like media and science, can resist the coercive conclusions of the criminal law and can make normative conclusions that can be seen as a form of law. Keywords-: Mandatory Sentences, Wrongful Convictions, Innocence Hearings, Prosecutorial Stays, David Milgaard, Law Reform,- Critical Legal Pluralism. * Kent Roach, C.M., F.R.S.C. is the Prichard-Wilson Chair of Law and Public Policy and Professor of Law at the University of Toronto Faculty of Law. Professor Roach has been editor-in-chief of the Criminal Law Quarterly since 1998. He is also the author of Criminal Law published by Irwin Law and now in its sixth edition and co-author of Cases and Materials on Criminal Law and Procedure published by Emond Montgomery and now in its eleventh edition. -
Patricians, Politics and Porridge Olympics – the Scottish Highland Games and the Swiss Unspunnen Festival and the Idea of the Noble Savage

DOI: https://www.doi.org/10.34685/HI.2019.1.1.009 PATRICIANS, POLITICS AND PORRIDGE OLYMPICS – THE SCOTTISH HIGHLAND GAMES AND THE SWISS UNSPUNNEN FESTIVAL AND THE IDEA OF THE NOBLE SAVAGE Axel Koehler Master of Philology, ORCID: 0000-0002-2990-0921 University of Edinburgh, Department of Celtic Studies and Scottish Ethnology; Department of Migration and Refugees, teacher of German as a Foreign Language in the service; GERMANY Abstract The following article will first consider the similarities and the differences of the Swiss and the Scottish concepts of folk culture, then the author will give a thorough overview of the Scottish Highland Games and their Swiss equivalents today, before examining the origins of either in order to discuss the genuineness of these events and their acceptance and role in their respective communities. For providing a broad and exact overview, the origins of the various athletic disciplines of the ethnic sports competitions in question will also be considered. In the Scottish case, the primary question here is in how far Highland Games are still genuinely Gaelic or whether they have ever been thus, and whether there are any Highland Games that are true to the pre-nineteenth century origins of most athletic disciplines featured. In the Swiss case, it will be shown that the originally staged herdsfolk games have indeed been accepted by the wider Swiss German community and are today largely arranged for locals and less so for tourists, though the latter are welcome. -
