Memorandum Date: 6/13/17 Order Date: 6/13/17 TO: Board of County Commissioners DEPARTMENT: Lane County Sheriff’s Office PRESENTED BY: Linda Cook AGENDA ITEM TITLE: IN THE MATTER OF ADOPTING THE 2017 UPDATE TO LANE COUNTY’S EMERGENCY OPERATIONS PLAN I. MOTION II. AGENDA ITEM SUMMARY The Board is being asked to adopt by resolution the 2017 update to Lane County’s Emergency Operations Plan. This is an update report and discussion of the Plan in general with special attention on elements that are new to the Plan. III. BACKGROUND/IMPLICATIONS OF ACTION A. Board Action and Other History On October 3, 2012 the Board of County Commissioners adopted a five year update to the Plan. In 2014 grant funds were used to hire a contractor, Ecology & Environment, to update the Plan’s structure to better align with other County Plans throughout the State. In 2015 the Plan draft was sent to all department directors for their review. The Plan has undergone intermittent updates since that time. In 2016 the Board passed Ordinance Number 16-09 In the Matter of Amending Lane Code Chapter 20 to Create a System for Exercising Emergency Powers During an Emergency. That ordinance is incorporated into the 2017 Plan update as an appendix. 20170613AgendaCoverMemo.docx Page 1 of 4 In 2017 the Board passed Order Number 17-01-10-05 In the Matter of Granting Authority Pursuant to ORS 476.280 to Extinguish Uncontrolled Fires in Unincorporated Lane County. That order is incorporated into the 2017 Plan Update as an appendix. If passed, the Board Order that adopts this 2017 Plan Update will serve as the promulgation document thereby giving the updated Plan official status and providing both authority and responsibility for County departments to perform their tasks. B. Policy Issues There are no negative implications related to adopting this initiative. C. Board Goals This action meets all three of the Board’s strategic priorities of Safe and Healthy County, Infrastructure, and Vibrant Communities. Having a comprehensive Emergency Operations Plan in place protects and enhances Lane County’s capability for ongoing achievement of these priorities. D. Financial and/or Resource Considerations Adoption of this Plan continues to commit staff time across all departments that have a role identified in the Plan. Staff time needs to be committed to ensure ongoing competency to carry out prescribed roles. E. Health Implications Emergencies and disasters cause both physical and social impacts. Physical impacts such as deaths and injuries and, property damage are typically easily measured and first reported. Social impacts such as psychosocial, demographic, economic and political impacts typically unfold over time. If disaster response is effective early on, many downstream impacts may be prevented or mitigated. However, if disaster response is inadequate due to the County’s inability to act quickly, the downstream impacts might be exacerbated. All of the health implications listed in the table below would be a concern during a disaster and having an updated Emergency Operations Plan is crucial in ensuring a Safe and Health County during a crisis. Nutrition. Goods and Services Quality and proximity of financial institutions, child care, or health services. Housing Housing affordability. Quality or safety of housing. Residential segregation. Land Use Density, proximity and connectivity. Zoning and land use. Parks and Natural Space Quality, proximity, or access to parks and public spaces. Natural spaces/habitats. Safety Risk or response to fire hazards. Frequency of accidents or unintentional injury. Transportation Access to jobs, services, or educational resources. Vehicle speeds. Public transit. F. Analysis Lane County has been part of 17 federally declared disasters since 1955. Financial loss data is only available for 9 of the 17 declarations. The combined total for the 9 disasters for which data is available is nearly $31,000,000. We have every reason to believe that disasters will continue to strike Lane County. Recent history shows Lane County is vulnerable to widespread flooding (1996), severe wind storms (2002) severe snow storms (2012, 2014) landslides (2012, 2014) earthquakes and severe ice storms (2016) with the greatest unknown being when the Cascadia Subduction Zone will rupture and cause a major earthquake and generate tsunamis along the Pacific west coast. The best time to address the needs of disaster response is before a major disaster strikes. This Plan update will enhance Lane County’s capability to respond to the 20170613AgendaCoverMemo.docx Page 3 of 4 most severe and unexpected impacts of future disasters. Citizens and visitors, property and business owners will all benefit from the County having a Plan in place for effective emergency response. G. Alternatives/Options 1. Adopt the 2017 Update to the Emergency Operations Plan 2. Direct the Emergency Manager to return with a revised Plan. 3. Decline to adopt and Emergency Operations Plan. IV. RECOMMENDATION Adopt the 2017 Update to Lane County’s Emergency Operations Plan V. TIMING/IMPLEMENTATION This Plan is considered a “living document” and deemed in effect unless rescinded by the Board. VI. ATTACHMENTS Board Order & Resolution 20170613AgendaCoverMemo.docx Page 4 of 4 BEFORE THE BOARD OF COMMISSIONERS OF LANE COUNTY, OREGON ORDER AND RESOLUTION IN THE MATTER OF ADOPTING THE 2017 NO: UPDATE TO LANE COUNTY’S EMERGENCY OPERATIONS PLAN WHEREAS, the Board of Commissioners recognize the threat that natural hazards pose to people and property within our community; and WHEREAS, the Board of Commissioners acknowledge that Lane County is subject to earthquakes, tsunamis, floods, wildfires, severe winter storms and other natural hazards that can damage properties, close businesses, disrupt traffic and present a public health and safety hazard; and WHEREAS, the Lane County Emergency Operations Plan provides a framework to guide departments, agencies and organizations for carrying out actions in response to an emergency or disaster; and WHEREAS, the Board of County Commissioners has reviewed the draft of the 2017 update to Lane County’s Emergency Operations Plan and found that the Plan reflects the intent of Oregon Revised Statute Chapter 401; NOW, THEREFORE, the Board of County Commissioners of Lane County ORDERS and RESOLVES as follows: 1. The Board of County Commissioners hereby concurs with and adopts the 2017 Update to Lane County’s Emergency Operations Plan attached hereto and incorporated by this reference ADOPTED this ___ day of_________________, 2017. ____________________________________ Pat Farr, Chair Lane County Board of Commissioners APPROVED AS TO FORM Date LANE COUNTY OFFICE OF LEGAL COUNSEL Revised 1/6/16 Lane County, Oregon EMERGENCY OPERATIONS PLAN BASE PLAN June 2017 1 Immediate Action Checklist Use the following Immediate Action Checklist to initiate Lane County’s response to and support of an emergency incident. 1. Receive alert of incident. Confirm that the County Sheriff, County Emergency Manager and County Administrator are all notified and aware of the incident. (Note, notification that an incident has occurred or is imminent may be received through 9-1-1 dispatch, responding agencies, the on-scene Incident Commander, the public or other sources.) 2. Determine need to implement the County’s Emergency Management Organization. The Emergency Manager should determine, in coordination with the command personnel, what level of support is needed from the County for the incident. This may range from the Emergency Manager being on stand-by to full activation of the Emergency Operations Center. Identify key personnel who will be needed to support emergency operations, including staffing of the Emergency Operations Center, if activated. 3. Notify key County personnel and response partners. The Emergency Manager will notify key personnel to staff the Emergency Operations Center based on incident needs. Notify appropriate emergency response agencies of the incident and the status of the EOC (warm standby, partial or full activation). 4. Activate the County Emergency Operations Center as appropriate. Determine which EOC location should be activated based on the circumstances and accessibility to the facility: .
