Growth and development soared in Southwest Florida during the coronavirus crisis, resuming what was occurring before anyone had ever heard of COVID-19.

And that's without a pair of main economic drivers fully in play in the evolving business landscape for the region: Its two main commercial carrier .

Now, that's rapidly changing as the summer heats up, and more and more folks get vaccinated.

In response, the airlines are bulking up flights out of Southwest Florida International and Punta Gorda airports.

Even before these were added, the lines had begun at the gates.

April, with its 1.1 million travelers at RSW, brought an unheard of 2,000% surge from over a year ago, when a paltry 53,000 passed through the gates early in the pandemic.

Following a trend that emerged earlier in the year, Southwest Florida International ranked No. 1 in the nation in passenger recovery ahead of No. 2 Phoenix, based on counts from January through April and comparing 2021 to 2019, the airport's Victoria Moreland said.

"We've recovered 77% of our traffic, compared to 2019, which was our banner year, best year ever," Moreland said.

So yes, expect crowds once again.

Sure, you could hang out here in the area with all the new residents and the many tourists to come or drive many hours to get away or simply wait a few years for a proposed Elon Musk-inspired bullet train to arrive to Southwest Florida, if ever.

But if you're planning air trips for the summer, the fall leaves, next year or for the post-pandemic surge in weddings, you will have more destination options and carriers to consider.

Here's a few:

Southwest Airlines: Cincinnati, Buffalo, Louisville, Denver, Nashville and more

Southwest Airlines is expanding in Southwest Florida.

The company announced the addition of a Cincinnati flight to Southwest Florida International, starting in June and bringing its total available routes locally to 23.

It also decided to resume flights in June to Buffalo and Louisville after originally ending those with the traditional Easter finish of snowbird stays, according to the carrier's network planners, Jeremy Ramirez and Nate Mulder.

Other changes:

► In lieu of just seasonal, it now flies to Dallas and Houston year-round.

► Instead of ending its winter and spring schedule, Southwest adjusted its plans to extend flights through the summer to Cleveland, Denver, Grand Rapids, Kansas City, Milwaukee, Nashville and Providence.

► This all ties into a larger national expansion that includes five more flights to Sarasota-Bradenton International Airport, where Southwest Airlines debuted in February. Plus, it boosted the number of journeys through Tampa, Miami, Fort Lauderdale and Orlando.

Spirit Airlines: Kansas City, Boston, Cleveland, Pittsburgh, Indy and others

In November, Spirit will begin offering flights to Louisville and Kansas City from Fort Myers.

It also didn't end its normally seasonal flights. Instead, you can fly through summer to Boston, Cleveland, Columbus, Hartford, Indianapolis, Minneapolis/St. Paul, Pittsburgh and the New York City hub of Newark, New Jersey.

Nationally, Spirit has been adding to Orlando, Fort Lauderdale, Tampa, Las Vegas and other places.

Allegiant: Baltimore, among 45 spots

Allegiant, which uses Punta Gorda Airport for about 45 destinations, has added Baltimore as one of its stops from there.

“Punta Gorda is an important part of our network," said Drew Wells, Allegiant’s senior vice president of revenue and planning. "We’re thrilled to offer this new service to Baltimore, which serves as a gateway to a variety of recreational opportunities."

The new nonstop route operates twice weekly.

Sun Country: Minnesota, Wisconsin

Due to our ever-increasing Minnesota connection, you have even more choices to the Land of 10,000 Lakes.

There's five different options to get to Minneapolis via RSW and Punta Gorda Airport, topping everywhere else, although it's the 16th largest metro area in the nation.

That city also provided more fliers to Southwest International in 2020 than any other spot except Chicago, the busy hub for the nation and the world.

Sun Country Airlines now plans to launch Fort Myers service to and from Duluth, Minnesota, and Green Bay and Milwaukee, Wisconsin, beginning in December, with plans to add Rochester, Minnesota in February 2022.

It also will start flying to Punta Gorda Airport, giving Southwest Florida residents yet another way to get to Minneapolis beginning in December to go with its Fort Myers route. Delta, Southwest Airlines and Spirit airlines also go there through RSW. At one time, also had been listed as a MSP direct.

International: Lufthansa Group

Lufthansa Group bookings have begun for its new 2022 Eurowings Discover flights to Fort Myers.

That's part of a worldwide expansion and also reinstating previous routes.

Three flights a week are planned to Frankfurt beginning in March, according to Lufthansa.

What about Naples Airport? While no major commercial carriers use Naples Airport, the landing pad for jetsetters is getting spruced up.

It's upgrading its terminal with a $7.6 million project expected to be finished by Thanksgiving.

Among the renovations: an enhanced lobby, expanded passenger lounge, a marketplace for food and drink, roadway improvements, additional exterior canopies and upgraded office space.

The project is funded by airport revenues, without the use of local tax dollars, officials said.

Historian James Abraham’s latest book tells the story of Charlotte County’s first 100 years through the eyes of the people and families who lived there.

“Century: A People’s History of Charlotte County” comes out amid centennial celebration. Abraham’s book doesn’t sugar coat the legacy and a cast of unsavory characters who left their mark on the county. But it is a story of resilience, and of hard-working people who rise up to cast out evil doers or rebuild a community devastated by a Category 4 hurricane.

The book’s first chapter calls Charlotte “The County That Couldn’t Say No,” a reference to an ongoing “sense of wanting to be liked and a susceptibility to bright promises and big dreams.”

The county was created April 23, 1921, by the Florida Legislature, carved out of Hillsborough County.

Town founder Isaac Trabue built the Hotel Punta Gorda in the 1880s on the banks of Charlotte Harbor, as the southernmost terminus of the North American Railroad brought an influx of visitors.

Fertile estuaries like Lemon Bay and Charlotte Harbor enticed fishermen, and the railroad served as a hub of commerce, transporting cattle and phosphate northward.

The 1920s brought a building boom, followed by the stock market crash in 1929. Englewood, which had grand plans to become the next great metropolis with a university and town center off of newly paved Tamiami Trail, fell off the map. The community straddles the Charlotte/Sarasota County line, and some would say the community has been neglected by both governments.

“The Depression caused Englewood to give up its charter and to abandon all those big dreams,” Abraham said in a phone interview from his home in Port Charlotte. “Englewood kind of got stuck in a time warp.”

Exploitation of Charlotte County by A.C. Frizzell

In the 1920s to the 1950s, A.C. Frizzell bought all the “land in between” as Abraham calls sprawling Port Charlotte. He ran a series of turpentine camps that used leased mostly Black convicts to harvest the thick syrup out of slash pine trees.

“It was pure hell,” Abraham said. “I really think there’s a collective shame about his legacy and how he exploited Charlotte County.”

El Jobean was built on the site of Southland, one of Frizzell’s largest turpentine camps. Abraham said the low- wage legacy that Frizzell left still affects the county today. After a white prisoner was killed in one of the camps, the practice of leasing out convicts was stopped. Florida’s governor narrowly avoided going to jail in the aftermath of the investigation.

Frizzell amassed thousands of acres, but had no heir. He adopted a son who served in World War II. Like many, the son came back a changed man. “He got wounded twice. He had a bad war. When he came back, he couldn’t stop drinking. He lost all sense of responsibility,” Abraham said. “In a nutshell he didn’t want to be the heir.

Frizzell was devastated and made a decision that would shape the future of the county.

“A.C. Frizzell was so heartbroken that he sat down and wrote Paul a letter,” Abraham said. “The next day, he sold all his empire to the people who built Port Charlotte. So history turned on a broken heart.”

The Mackle Brothers and what would become General Development Corp. bought 82,000 acres from Frizzell in 1954, and proceeded to plat both Port Charlotte and North Port (Charlotte). The company would sell thousands of homes to Northern retirees over the next four decades until it went bankrupt in the early 1990s.

Training based brought thousands of pilots to Charlotte County

The Punta Gorda Army Air Field was one of 40 training facilities built in Florida to fill an urgent need for pilots. The training base would bring thousands of pilots to Charlotte County, and many sought out the area as a retirement destination after the war ended. Punta Gorda Isles, a waterfront community on Charlotte Harbor with Gulf of Mexico access, brought thousands more as it was developed during the post-war housing boom.

Punta Gorda native Charles Bailey Jr. would join the famed Tuskegee Airmen and all seven Bailey Brothers served in the military and fought valiantly in several wars. Although their story wasn’t told until decades later, the terminal at Punta Gorda Airport bears their name and a plaque tells their patriotic story.

The airport evolved into a commercial hub, and budget carrier Allegiant Airlines “is the fuel that powers Charlotte’s economic engine, which is the airport,” Abraham said.

The county’s population grew from 4,286 in 1950 to an estimated 189,000 in 2019, according to Census information. The low-wage legacy that Abraham talked about shows up in statistics that show the median income in 2019 of $51,499 lags behind neighboring coastal counties Sarasota and Lee counties at $62,236 and $57,832, respectively.

Per capita income in Charlotte is $32,144, compared with $41,081 in Sarasota County and $33,543 in Lee County.

Hurricane Charley

On Aug. 13, 2004, Category 4 Hurricane Charley barreled up Charlotte Harbor and the storm's 145-mph devastated both Punta Gorda and much of Port Charlotte. The rebuilding and influx of insurance and government money resulted in post-disaster urban renewal.

Team Punta Gorda, a grass-roots network of professionals and retirees, stepped in to fill a leadership void and helped shape the rebuilding of Punta Gorda. The effort reminded Abraham of the way that litigious Isaac Trabue’s disgruntled townspeople stepped in to incorporate the city of Punta Gorda behind his back.

“You had a drastic shift in leadership because Hurricane Charley exposed the fact that the (then) council people in charge couldn’t handle an emergency,” Abraham said.

Tourism and seasonal visitors drive the economy, which is true of most of Florida. Again, Charlotte County fell prey to out-of-town investors touting big dreams and big money. Allegiant announced plans to build a $420 million, nine-story SunSeeker Resort on the Port Charlotte side of Charlotte Harbor that would employ 400 workers.

At a groundbreaking in March 2019, Allegiant Travel leaders outlined a plan to bring thousands of tourists to the county and its sparkling SunSeeker Resort.

“This will be the most successful non-gaming hotel anywhere,” said John Redmond, Allegiant Travel president.

A year later, construction came to a screeching halt as the airline and all of the travel industry was grounded by the worldwide coronavirus pandemic that began in March of 2020.

Today, the concrete skeleton of the unfinished SunSeeker development and several skyscraping cranes tower over Charlotte Harbor like a monument to irrational exuberance and lousy luck.

“Again, Charlotte accepted a promise and now is heavy with a child that it doesn’t want,” Abraham said.

Abraham is a journalist and Baltimore native who came to the area in the 1990s and served as columnist and editorial writer in the Herald-Tribune’s former Port Charlotte bureau. He has been a book publisher for the past 16 years.

What will the next 100 years bring? Abraham remains optimistic because of the county’s geography and leadership at the county and city level.

“There’s some things like geography that will always save us,” he said. “The county right now is operating better than it ever has because it has assumed the role that General Development gave up in the ’90s. Political leadership has stabilized. The county has everything that it needs to do well. What we don’t need is another hurricane.”

PUNTA GORDA AIRPORT SEEKS PROPOSALS FOR RESTAURANT SERVICES

The Charlotte County Airport Authority is currently requesting bids for a public full-service restaurant, bar and caterer (known as restaurant services) at the Punta Gorda Airport’s new General Aviation Center (GAC). Proposals are due by 2 p.m. on July 30. While the lease space is approximately 2,500 square feet, the 1,045-square-foot dining area can also be combined with an adjacent 534-square-foot rentable events room to open the entire space for larger events. The events room and restaurant services spaces feature wall-to-wall windows with views of PGD’s runways, aircraft parking and aviation activity. The Authority is building the new 13,000 square-foot GAC as the focal point of the airport’s aviation expansion area, referred to as the PGD AviEx. WINK News got an exclusive look Friday at the progress being made on Punta Gorda’s airport expansion plans. These plans include office spaces, a full-service restaurant and event space.

We asked travelers at the Punta Gorda Airport how they’d describe PGD as it is now.

“It’s smaller from what I can tell so far,” said Dan Herlong from Charlotte, N.C.

“It’s small, it’s easy access to everything,” said Stacy Jacobs of Frankfurt, Ky.

The airport’s $18 million expansion project is taking off and airport staff gave WINK News a private tour of the progress.

Construction crews are building a general aviation center for private jet fueling, offices and events. Aircraft parking space is in the works as well.

“In order to give the commercial air service room to grow, we’re moving the private planes, charter services and fueling services over here to the north side of the airport,” said Kaley Miller, marketing and communications manager for the Punta Gorda Airport.

Right now, bidding is underway for a full-service restaurant in the new building. It would be the first sit-down restaurant on airport property. Allegiant and other commercial airline passengers would have to drive about a mile to get to the new site.

The new project represents growth and progress but still leaves room for that “small airport” appeal.

“It’s much more charming than flying into larger airports,” Jacobs said.

Expect a backlash if the county starts banning electronic business signs for having too many flashing messages, Commissioner Bill Truex told his fellow board members Tuesday. Charlotte County commissioners de- bated possible changes to sign codes and decided they will need a second workshop before coming up with anything definite. Commissioner Chris Constance asked staff why they didn’t warn the board back during a 2016 sign code revision, that changeable electronic signs were the wave of the future. “I don’t remember us saying, ‘put up electronic billboards.’ How did they slide in with electronic billboards?” Constance asked. He said he finds those signs to be hazardous to drivers. He fears they will increase and give a Las Vegas look to the county as it grows. “Right now, we have the potential to look horrific, and then we ruin the quality of life that we have here,” Constance said. Zoning official Shaun Cullinan said staff do not propose new prohibition ideas to commissioners. “I’m not going to pin this on staff,” said Commissioner Joe Tiseo. “How come not one board member says, ‘Hey, we need to prohibit those.” Tiseo, Constance and Commissioner Stephen R. Deutsch agreed that they are not happy with the trend toward electron- ic signs with flashing new messages.

Punta Gorda Airport commissioners rebuffed their newest member, Vanessa Oliver, once again, after she accused the board of unprofessional actions. Oliver was the lone vote Wednesday against awarding the three-year auditor contract to the same person they have OLIVER used for years, Jeffrey Tuscan of Tuscan & Company in Fort Myers. Oliver said she has no objections to Tuscan, but that the commission must not issue contracts to the same professionals over and over, without going through a public request for proposals. “As the newest member of this board, I understand that our duty is to provide oversight transparency and fairness in everything that we do,” she said, reading a prepared statement. “In this instance I believe that the board abdicated its duty in the interest of convenience. This lucrative contract is being awarded today without process. No other firms were permitted to compete or demonstrate their qualifications or expertise including any Charlotte County firms. … This isn’t a sleepy little airport anymore. “If we want to tout ourselves as the best small airport in the country, we need to hold ourselves to higher standards. This means going thru the process of an RFP (request for proposals), because it ensures fairness and transparency which leads to greater confidence in this board and in government.” Tuscan’s proposal calls for a maximum of $40,000 for 2022 followed by $41,000 and $42,000 in the last two years. Oliver tried to persuade the board to open up the contract to competition at the last meeting. Commission members reiterated their appreciation of Tuscan at this meeting, plus now, Commissioner Rob Hancik said, everyone knows how much Tuscan is charging. “If you go out for other proposals, I think we’re doing a disservice to Tuscan as much of their contract price has been exposed,” Hancik said. These price increases are affecting construction projects at the airport in general, airport attorney Darol Carr told airport commissioners. “We’re dealing with a number of issues related to contracts that are in process or been awarded, and people are seeking an escalation of that num- ber,” Carr said. “None of those contractors have indicated they are going to refuse to perform, but given escalating prices, a lot of them are looking for relief.” Current construction projects at the airport include the $7 million general aviation terminal, for private airplanes. Construction on that be- gan at the end of March, according to airport reports. Parish said he picked 90 days as a delay, because of news reports on falling commodity prices, such as wood futures. Wood futures, for example, had dropped to $967 per 1,000 feet Wednesday, down from a peak of $1,700 in May, Business Insider reported. Analysts attribute the decrease in prices in part to supply increases, but also to speculative inves- tors moving into other markets upon news that inflation is not heading up as fast as expected. Prices remain much higher than pre-pandem- ic, but analysts hope to see prices drop further. Cost increases are likely to last another year or more, however, according to analysts.

OUR POSITION: The Punta Gorda Airport Authority’s newest member, Vanessa Oliver, has made waves and that’s not really a bad thing. anessa Oliver probably sometimes feels like a voice in the wilderness. V The Punta Gorda Airport Authority’s newest member — she was elected in 2020 — has been on short end of more than one vote while being criticized and lobbing some critical jabs of her own at the board and its policies. She was a key proponent months ago of investigating possibilities of privatizing the airport — a proposition that met with great controversy, especially when the Punta Gorda City Council became involved. If you remember all that, consultant Andrew Vasey approached the board about private companies who might be willing to pay a whole lot of money to take over and run the airport. Details were to be worked out later, but essentially the authority would become consultants and the new company would make the decisions on the daily operation and growth of Charlotte County’s only, and very profitable, airport. Oliver and former authority member Pam Seay were pushing to at least sit down with a bidder and consider the possibilities. The key was hundreds of millions of dollars in money the airport would receive and have the ability to spend any way it saw fit. Some people put the idea on the table that a couple hundred million or so could go to Allegiant to help get the Sunseeker resort project restarted. When the board voted against the idea, Vasey approached the Punta Gorda City Council. The idea there was the council might be able to replace the authority. It was equivalent to a coup. The idea flopped badly as Charlotte County commissioners — and of course authority members — were up in arms over the suggestion. Oliver’s latest disagreement with fellow board members is the board’s failure to allow bids for a three-year contract to audit the authority. She said the decision was unprofessional and chided fellow board members after they voted 4-1 to award the contract to Jeffrey Tuscan of Tuscan & Company in Fort Myers. It seems Tuscan has been the board auditor for years with no competition. In a prepared statement alluded to in a Daily Sun story by Betsy Calvert, Oliver said “... the board abdicated its duty in the inter- est of convenience. This lucrative contract is being awarded today without process. No other firms were permitted to compete or demonstrate their qualifications ...” Board members responded that they had faith in their ol’ buddies who had done such a good job for them before. They said they felt comfortable with Tuscan. Good for them. Tuscan may actually be the best fit. But that’s not the way it should work. We have been very critical of the Charlotte County Sheriff’s Office for failing time after time to seek bids for its health provider at the Charlotte County Jail. Despite past accu- sations of poor service, the CCSO awards the contract to Corizon without going to bid — a procedure that Charlotte County govern- ment follows in just about 100% of contracts it awards. We can’t criticize the CCSO and ignore the same failures to go on with the Airport Authority. Oliver is right. Bidding for contracts should be a transparent procedure. Handing out contracts to companies that do not have to bid is not the best way to serve the public. We hope the authority addresses the policy and makes necessary changes. PUNTA GORDA, Fla. — Allegiant is adding low-priced flights out of the Punta Gorda Airport to two new cities.

The airlines will connect Punta Gorda to Minneapolis, Minnesota, and Springfield, Missouri.

“We’re very pleased that Allegiant is further expanding their network to include Springfield, Mo., and Minneapolis, Minn.,” said Charlotte County Airport Authority Commissioner Robert Hancik. “We look forward to welcoming new friends from Minnesota and Missouri to the Punta Gorda/Englewood Beach destination.”

The flight will begin later in the year. For now, the flight will be one-way.

Allegiant Air on Tuesday announced new service to airports in Sarasota-Manatee and Charlotte counties.

The Las Vegas-based airline said that it will begin service between Sarasota-Bradenton International Airport and Dulles International Airport in Washington, D.C., Dec. 18.

Allegiant will also start flying between Minneapolis-St. Paul International Airport and Punta Gorda Airport in Charlotte County Oct. 8. Service between Punta Gorda and Springfield-Branson National Airport in Missouri will begin Nov. 19.

As a special introductory offer, flights between Sarasota-Bradenton and Dulles will cost $39, and the two new flights from Punta Gorda will cost $49.

“Now, more than ever, travelers choose to fly Allegiant because we take them from point-to-point without the hassle of layovers or connections,” Drew Wells, senior vice president of revenue and planning for Allegiant, said.

This is the second new flight to the Washington, D.C., area that will start at Sarasota-Bradenton this year. Southwest Airlines, the airport's newest and fastest-growing carrier, will start flights between Sarasota- Bradenton and Ronald Reagan Washington National Airport in Arlington, Virginia Nov. 7.

Sun Country Airlines is scheduled to begin service in Punta Gorda in December with flights to Minneapolis-St. Paul.

Most recently, Allegiant began seasonal service to Peoria, Illinois, and Concord, North Carolina, at Sarasota- Bradenton.

Business has been strong at Sarasota-Bradenton over the past few months, as the U.S. slowly emerges from the COVID-19 pandemic.

In May, the airport welcomed 288,551 passengers, an increase of 79% compared to the 161,435 passengers that used the airport in May 2019. Sarasota-Bradenton set its all-time passenger traffic record in April 2021 with 294,165 passengers.

Punta Gorda Airport traffic is still down compared to 2019 numbers. Last month, 97,008 passengers used the airport, down almost 21% compared to two years ago.

Southwest Airlines joined Sarasota-Bradenton airport Feb. 14 with four destinations. By the end of the year, it will serve 19.

PUNTA GORDA — While most 18-year-olds are prepping for college, getting jobs or just enjoy- ing the summer, Travis Ludlow is breaking records. Ms. Lindburg’s piece has been on display for a while; it’s a favorite of Ms. Miller and airport patrons. “It’s called ‘Milky Way Turtle,’” she says. “It shows a sea turtle on a beach, and looks as if you can see the Milky Way in the sky above it. It’s a baby sea turtle and the night sky. It’s just really cool.” “I choose from our community to give (local artists) exposure and oppor- tunity,” says Leigha Murray, who wears many hats. She’s art gallery curator, art program coordinator and director of arts at Charlotte Arts & Humanities. “It’s a way for people to know about our community. Charlotte County is ending its pandemic-induced freeze on water and sewer shutoffs beginning next Tuesday. This announcement coincides with Gov. Ron DeSantis’ decision to end the statewide state of emergency. It’s been almost 16 months of sus- pended shutoffs by Charlotte County Utilities, which provides water and sewer services to many people in the county outside of Punta Gorda. As of June 23, CCU still had 1,516 delinquent accounts, nearly all of them residen- tial. The total owed is $729,177, with the average owed being $481. But 212 owe between $900 and $3,000. One customer owes more than $10,000. Normally, CCU has only about 600 delinquent accounts owing typically less than $100, CCU Director Craig Rudy told commissioners in March. Sioux Falls travelers will soon have a fast way to reach another Texas city.

On Tuesday, Allegiant Air announced a new nonstop flight from Sioux Falls to Austin, starting Nov. 18.

To kick off the new service, the airline is offering one-way fares to Austin for as low as $39.

Sun Country Airlines on Tuesday announced two new nonstop routes out of the Twin Cities.

The airline said, starting in October, it will offer service from Minneapolis-St. Paul International Airport to Asheville Regional Airport and Palm Beach International Airport.

The company also moved up the start of its service to Punta Gorda Airport to October.

"We're excited to see Sun Country Airlines continue to grow its presence at MSP, with three new routes that offer more choices for travelers," said Brian Ryks, CEO of the Metropolitan Airports Commission, which operates MSP. "It also signals continued momentum in the industry's recovery as we enter the second half of 2021."
