Introduction The National Business Initiative (NBI) is a voluntary group of leading national and multi-national companies, working together towards sustainable growth and development in South Africa through partnerships, practical programmes and policy engagement. Since its establishment in 1995, the NBI has been an advocate for the collective role of business in support of a stable democracy, growing economy and healthy natural environment. Project Background The IRM Initiative seeks to expand opportunities for job retention and job growth in Installation, Repair and Maintenance (IRM) enterprises across a range of sectors in the South African economy. The primary objective of this project is to mitigate the impact of the COVID-19 pandemic for artisanal businesses and to support a multi-stakeholder initiative with the provincial government of and the Manufacturing Circle. This project commenced in October 2020 and will end in November 2021. This overall objective is defined by the following benchmarks: - Support to employment retention and repair and maintenance of equipment in 7 public health care facilities and Chris Hani Baragwanath Hospital, through enterprise and skills development with up to 18 township enterprises, and - Support to 20 plumbing enterprises to navigate the Covid-19 pandemic. Through this project, we aim to train/upskill 140 people (new entrants and currently employed) to ensure sustainable earning opportunities. In order to achieve this objective, the following measures are planned to be undertaken by the NBI: • unlocking demand for upskilling of workers and training/placement of unemployed young people in enterprises, • working with industry bodies to provide recognition for skills programmes that meet this demand, • supporting TVET Colleges and skills development providers to deliver on the necessary skills programmes to meet this demand, • mobilising the necessary public and private sector resources to fund both the training and the workplace learning beyond the immediate intervention, • developing identify scalable solutions to enable township based enterprises to increase productivity and market access and contribute to job creation and township economic revitalisation strategic goals, and • ensuring that the intervention leads to sustainable earning opportunities.

Scope The NBI is seeking an enterprise service provider to do the following: - Based on a detailed needs assessment, provide enterprise development support (business and technical) over a 9-month period to a SME training provider located at Chris Hani Baragwanath Hospital who will contracted to establish and manage the onsite training hub, and manage the delivery of the institutional and work-based training in carpentry, upholstery and welding to 60 unemployed youth. - Based on a detailed needs assessment, provide enterprise development support (business and technical) over a 6 month period to a further 3 SMEs from the Soweto area who will act as host employers for the students who will receive on-the-job training at Chris Hani Baragwanath Hospital. - Based on a needs assessment, provide virtual and face-to-face (where appropriate) enterprise development support (business) to 20 SME plumbing business around the broader Johannesburg Metropole over a 6 month period. - Work with the Gauteng Provincial Government and the City of Johannesburg to identify, recruit, select and contract up to 14 local Soweto contractors who will perform the approved scope of works in the 7 identified clinics. - Develop the capacity to assess the enterprise development (both business and technical) needs of the local contractors and develop and implement appropriate interventions to help them achieve their goals over a 6 month period. - Oversee and quality assure the implementation of the repair work at the various clinics as per the approved scopes of work. - Ensure a minimum of 40 unemployed youth receive on-the-job training over a 6-month period in the clinics while the repair work is being undertaken. - Provide sign-off on the completed work for the 7 clinics.

Project Outputs - Through appropriate enterprise development support, 4 township enterprises have achieved the necessary levels of formalisation, compliance and readiness for government procurement, and have strengthened their business and technical capability. - A minimum 20 plumbing enterprises have been provided with enterprise development support to navigate the Covid-19 pandemic and strengthen their business operations. - Up to 18 township-based IRM enterprises have been supported to improve business and technical skills, and have completed repair work to health facilities.

2 Project Requirements The NBI is looking for a service provider that has a strong track record in enterprise development, and particularly working with enterprises in the informal/township economy. Focus on installation, repair and maintenance sector would be advantageous. The service provider should have a presence in Gauteng and be able to work in Soweto and nearby regions. The service provider should have and established network and strong links with relevant government and private sector institutions through which support can be sourced for township-based enterprises.
