Pelapor menduga telah terjadi tindak pidana korupsi dalam kerjasama pengusahaan air bersih tersebut. Menurut pelapor, sejak 21 April 1999, PT Pelindo III telah mempunyai sistem dan prosedur pengadaan barang/jasa yang tertuang dalam Keputusan Direksi PT Pelindo III No. 19/ UM.6.04/P.III, namun mengapa memakai sistem perjanjian kerjasama usaha dalam kerjasama pengusahaan air bersih. Surat BPK RI No. 34/S/IX/10/2008 tanggal 6 Oktober 2008 menginformasikan kepada KPK RI bahwa BPK RI belum dapat melakukan audit investigasi terhadap kerjasama tersebut, karena adanya keterbatasan tenaga auditor dan padatnya pemeriksaan dan hingga saat ini audit investigasi tersebut belum dilaksanakan oleh BPK RI. Pelapor memohon kepada Komisi VI DPR RI untuk menindaklanjuti permintaan audit investigasi yang diajukan oleh KPK kepada BPK sehingga kerugian negara akibat kerjasama yang tanpa aturan tersebut dapat segera diketahui. Permohonan Perlindungan Hukum dan Keadilan Yang Seadil-adilnya Dalam Mafia Peradilan Surat dari Jamilah dan kawan-kawan, yang ditujukan kepada Ketua Komisi III DPR RI perihal permohonan perlindungan dan keadilan hukum atas kasus sengketa tanah dan bangunan di Jalan Otto Iskandardinata No. 229 Garut, Jawa Barat, Bahwa pelapor telah digugat secara perdata oleh H. Awang Soebarnas di Pengadilan Negeri Garut dengan register perkara No. 07/ PDT/G/2006/PN.Grt atas sengketa kepemilikan tanah. Bahwa gugatan tersebut didasarkan kepada pengakuan H. Awang Soebarnas yang pada tahun 1992 telah membeli sebidang tanah seluas 1.025 m2 beserta bangunan yang terletak di Jalan Otto Iskandardinata No. 229 Garut, Jawa Barat dari saudara kandung ayah dan suami pelapor secara dibawah tangan berdasarkan surat pernyataan, namun ternyata bukti kepemilikan atas tanah tersebut (SHM No. 40/Tarogong tahun 1991 dan surat segel) masih atas nama Enjang bin Suparta, ayah pelapor. Bahwa berbagai upaya telah ditempuh pelapor, mulai dari proses Banding, Kasasi hingga Peninjauan Kembali, namun selalu ditolak dan menguatkan Putusan Pengadilan Negeri Garut yang menyatakan sah jual beli tanah sengketa tersebut dan akhirnya pada 11 Juni 2011, tanah dan bangunan tersebut dieksekusi oleh PN Garut, sehingga secara paksa pelapor meninggalkan tanah serta rumah tersebut. Pelapor memohon bantuan penyelesaian atas kasusnya tersebut. 6 PARLEMENTARIA EDISI 102

This is because the mass media has the power to influence society in a choice pair of presidential and vice presidential candidate. The aim of this research is to find out how the winning strategies used by success team of presidential and vice presidential candidate. The research uses content analysis method. From the analysis conducted, it is obtained that the success team of president and vice presidential candidate tend to be not optimally utilize the news media as connective information to the public. That's what ultimately realized by the success team of Wiranto-Salahuddin Wahid and Amin Rais-Siswono Yudo Husodo presidential and vice presidential candidate as one of the factors that affects both of them were lost in the 2004 presidential election. But the mass media control is not necessarily used as a benchmark victory presidential and vice presidential candidate, because the factors that influence the victory of the presidential election must also consider the respective candidates support base. Mengenai perkembangan agama konghucu di Indonesia, makalah ini kesimpulan sebagai berikut : Eksistensi Agama Khonghucu di Indonesia sebelum reformasi mengalami keterhambatan dalam perkembangannya bahkan terdapat berbagai bentuk diskriminasi sistematik dari segi hukum dan pelayanan publik yang dilakukan penguasa. Significant amendments to the 1945 Constitution have transformed it into a more democratic framework with extensive separation of powers and checks and balances. Despite the introduction of the “difficult combination” of pure presidentialism and multipartism to Indonesia, consensual patterns of elite behavior should contribute to the further consolidation of democracy. This study examines the impact of the first four amendments on executive- legislative relations and presidential power. The use of the 1945 Constitution by two authoritarian regimes for four decades gave rise to the perception that it inevitably created a dominant presidency. Thus Indonesian political elites set out in 1999 to curtail presidential power. Paradoxically, by the end of the process three years later they created a comparatively very powerful president, primarily due to the introduction of direct election and the narrowing of the grounds for impeachment. In addition, although the president’s residual powers have been restricted, only slight reductions were made in her specific powers. This study utilizes concepts from political economy and political psychology to analyze the struggle between two broad camps in the constituent assembly (MPR): conservatives, led by Megawati Soekarnoputri and her Indonesian Democracy ii Party-Struggle (PDI-P) and progressives from most of the other major political parties.

Before 1998, the autocratic government fi rmly monitored media content for decades. With the current broadcast liberalization, Indonesian televisions can produce almost any kind of program contents. However, a question arises, who actually controls television content in the era of liberalization? How do political and economic factors infl uence television workers in shaping content? This empirical research intends to focus on the infl uence politicians have on television program content in four elections in post-authoritarian Indonesia. The research question is: how do politicians infl uence television workers in shaping their content? The question needs a qualitative descriptive answer from various sources, including interviews with around 100 television workers in the 10 largest TV stations, participant observations, documents, television reports, and other data sources. Research fi ndings reveal that the relationship between politicians and television intensifi ed ahead and during political campaigns. Most television stations had conducted a relatively fair and nonpartisan coverage of the 2004 and 2009 election, but unfair and partisan in the 1999 and 2014 elections. Barrul Fuad* Faculty of Administrative Science, University of Brawijaya, Malang, Indonesia Abstract Political change in Indonesia which began since 1998 has given a way for an open politics. Using ethnography, this research reveals that although PDIP won parliamentary election in the presidential and district leader (bupati) elections, some of its supporters did not vote for the party’s candidates. In the executive elections, their perception is different. Choosing a president or a bupati is not only perceived as a matter of political or economic calculations but also, and more likely, perceived as cultural events. Under such a circumstance, therefore, ethical values such as politeness of the candidate become the voter’s main consideration to vote. © 20132014 The Authors.Authors.
