Legislative Assembly of the State of Goa LEGISLATIVE ASSEMBLY OF THE STATE OF GOA WEDNESDAY, 24 FEBRUARY, 2021 No. 226 SUMMONING OF THE FOURTEENTH SESSION OF THE SEVENTH LEGISLATIVE ASSEMBLY The Governor of Goa by his Order dated 23 February, 2021 has summoned the Seventh Legislative Assembly of the State of Goa to commence its Fourteenth Session on Wednesday, 24 March, 2021. No. 227 CALENDAR OF SITTINGS The Fourteenth Session of the Seventh Legislative Assembly of the State of Goa will have 12 sittings on the following days: (1) Wednesday, 24 March, 2021 (2) Thursday, 25 March, 2021 (3) Friday, 26 March, 2021 (4) Tuesday, 30 March, 2021 (5) Wednesday, 31 March, 2021 (6) Thursday, 01 April, 2021 (7) Monday, 05 April, 2021 (8) Tuesday, 06 April, 2021 (9) Wednesday, 07 April, 2021 (10) Thursday, 08 April, 2021 (11) Friday, 09 April, 2021 (12) Monday, 12 April, 2021 2 No. 228 TIMINGS OF SITTINGS (1) The timings of the sittings of the House on all days will be as follows: (i) Commencement 11.30 A.M. (ii) Lunch Break 1.00 P.M. to 2.30 P.M. (iii) Tea Break 4.00 P.M. to 4.30 P.M. (iv) Adjournment for the 6.00 P M. (or at the conclusion of the day or sine die business for the day, whichever is earlier) (2) The House may alter the above timings by a Motion. As at present, the House will not sit on Saturdays, Sundays and Public Holidays i.e. on 29 March, 2021 and 02 April, 2021 during the Assembly Session. No. 232 NOTICES FOR CALLING ATTENTION Members are informed that the notices for raising matters of urgent public importance under Rule 63 of the Rules of Procedure and Conduct of Business, shall be deposited in the Notice Box or online (through e-assembly system) before 10.00 A.M. on the day of-the sitting on which the matter is proposed to be raised. 5 No. 233 MODE OF TABLING STARRED AND UNSTARRED QUESTIONS (1) In pursuance to the initiative of this Secretariat to facilitate paperless Assembly Session, the Members are informed that the notices of Starred and Unstarred LAQs can be tabled either online or in paper form. The Members are requested to use anyone mode to submit their Questions. In case the Member has used both the modes of submission for a single question, then the LAQ tabled via online mode onlywill be considered valid. (2) The Members may note that the notices (in paper form) of Starred and Unstarred Questions for the stipulated day need to be deposited in Notice Box by 1.00 P.M. It is requested not to leave the notices with the Officers of the Assembly Secretariat. Similarly, for online tabling, the Hon. Members may submit their Starred/Unstarred LAQs through the Legislature Website l.e, www.goavidhansabha.gov.in by 1.00 P.M. to ensure efficacy in the ballot process.     Mr. Speaker and Hon’ble Members of the Goa Legislative Assembly, 1. It gives me immense pleasure and honour to address this August House on the onset of New year. I take this opportunity to convey my heartiest New Year Greetings to each one of you and extend a warm welcome to all the Members of the August House on my first address during the thirteenth session of the Goa Legislative Assembly. 2. I am happy to say that we have entered the sixtieth year (Diamond Jubilee) of Goa‟s Liberation and were delighted by the presence of Shri Ram Nath Kovind ji, the first ever occasion that Hon‟ble President of India participated in the celebrations of Goa‟s Liberation Day. During the inaugural speech, the Hon‟ble President of India lauded the Uniform 1 Civil Code in force in the State and termed it as a matter of pride. 3. At the outset, I would like to congratulate the Hon‟ble Chief Minister and his Cabinet Collegues, State Executive Committee headed by the Chief Secretary, all front line Covid warriors, Officers and officials who successfully controlled the spread of COVID-19 (pandemic) in the State. Though the State has suffered a lot in terms of Socio-Economic & Infrastructure development taking a backseat in the Covid times, but due to systematic planning, regular monitoring and instantaneous corrective measures by the State administration, the State is now gaining momentum in its activities from micro to macro level and is nearing complete normalcy. The Hon‟ble Prime Minister has announced “Atmanirbhar Bharat- Pradhan Mantri Garib Kalyan Yojana” in the country, which has extended handholding support to all States for the survival of various sections of people of the society with unity and integrity 2 “Ek Bharat–Shreshtha Bharat”.

The Government has failed to prevent the imminent conversion of our beautiful state of Goa into a COAL HUB. It has failed to listen to the Voice of the People and protect the Environment, Forest and Wildlife of Goa by scrapping the Three Linear Projects of Railway Double Tracking, Expansion of National Highway and Laying of Power Transmission Line, which are all intended to only cater to transportation of coal through Goa. 2. The Government failed to honour the Freedom Fighters and their families during the 60th year Celebrations of Liberation of Goa. It is most unfortunate that multiple Crores were spent on the extravaganza of the Goa Liberation Day on 19th December 2020 and the Freedom Fighters and their families who made it possible for all of us to see this day were not even invited for the function. It is unfortunate that in the 60th year of Goa Liberation, the Freedom Fighters and their families had to sit on Dharna and Hunger till Death demanding Jobs for Children of Freedom Fighters. The Government’s lack of sincerity about celebrating Goa’s Liberation is evident from its failure to sanction funds for the renovation and beautification of Margao’s Lohia Maidan, in spite of all formalities of tendering and awarding the work have been completed more than a year ago.
