The Council of Minister Resolved to Accord Approval for the Human 1 PRESS RELEASE DECISIONS TAKEN IN THE XXXth CABINET MEETING HELD ON 15/07/2020 The following decisions were taken by the Council of Ministers in the XXXth Cabinet meeting held on July 15th, 2020 at Ministerial Block, Porvorim. Department of Finance I. Finance (Budget) Division (l) Convention Centre- to be omitted VI. Public Private Partnership (PPP Division) a. Convention Centre b. Any other PPP projects as may be decided by the Government c. Policy related matters in respect of PPP. The Cabinet also resolved to approve the draft Bill for amending the Industrial Disputes Act, 1947. Further, the Cabinet resolved to approve the draft Bill for amending the Contract Labour (Regulation and Abolition) Act, 1970. The Council of Minister resolved to:- 1) meet expenditure of Rs.54,64,815/- towards transportation of foodgrains from FCI/Point of Delivery to Taluka Civil Supplies Godowns and Transport Rebate to FPS dealers for distributing free ration quota in view of PRADHAN MANTRI GARIB KALYAN ANNA YOJANA (PM-GKAY) for NFSA (AAY+ PHH) Beneficiaries from April to June, 2020 to combat COVID-19, from the Departments Budget Head having Demand No. 70. 2 2) meet expenditure of Rs. 93,12,937/- incurred towards transportation cost of foodgrains from FCI/Point of Delivery to Taluka Civil Supplies Godowns and Transport Rebate to FPS dealers for distributing free ration quota in view of extension of PRADHAN MANTRI GARIB KALYAN ANNA YOJANA (PM-GKAY) for NFSA (AAY+ PHH) Beneficiaries from July to November, 2020 to combat COVID-19, from the Departments Budget Head having Demand No. 70. The Cabinet also resolved to provide benefits of PM – GKAY to 101 number of Annapurna Beneficiaries from State budget. The Cabinet resolved to amend Section 2 and substitute Section 6 and insert new Section 3A and 5A in the Goa Prevention of Defacement of Property Act, 1988. The Council of Minister also approved the proposal for the amendment in section 2 of the Goa, Daman and Diu Motor Vehicles Tax Act, 1974 (Act No. 8 of 1974). clause (1) shall be re-numbered as clause (1A) and before clause (1A) as so re-numbered, the following clause shall be inserted, namely:- “(1) “cost of the motor vehicle means,– a) the cost as per purchase invoice of the motor vehicle issued by its manufacturer and shall include the basic manufacturing cost, excise duty, sales tax/ value added tax/ goods and services tax payable in the State of Goa in relation to motor vehicle manufactured in India or b) the cost as per landed value of the motor vehicle consisting of assessable value under the Customs Act, 1962 (Act No. 52 of 1962) and the customs duty paid thereupon including additional duty paid, if any, as endorsed in the bill of entry by the Customs Department in the State of Goa in relation to motor vehicle imported into India, irrespective of its place of manufacture. EXPLANATION – Discount offered by the manufacturer or dealer shall not be deducted from cost of the motor vehicle”. The Council of Minister resolved to approve the amendment namely, Goa Panchayats (Gram Sabha Meetings) (Third Amendment) Rules, 2020. The Cabinet also approved the Factories (Goa Amendment) Bill, 2020 for introduction of the same in Goa Legislative Assembly for discussion and passing 3 and for onwards submission of the said Bill for ascent of the Hon’ble President of India through the Governor of Goa, after obtaining approval of the Government of India in consultation with concerned Union Ministries/ Departments Further, the Council of Minister resolved to approve the draft “Goa Agricultural Produce Marketing (Development and Regulation) (Amendment), Bill, 2020” The Council of Minister resolved to approve the increase in the conversion fees as provided under clause (ii) of sub-section (6) of section 32 of the Goa Land Revenue Code, 1968 (Goa Act 9 of 1969), as below: Category Existing Rates Proposed Rates with 10% increase rounding off to nearest 10 500 square meters and less 500 square meters and less Residential S-1 Rs. 70/- Rs. 80/- S-2 Rs. 55/- Rs. 60/- S-3 Rs. 45/- Rs. 50/- S-4 Rs. 35/- Rs. 40/- Commercial C-1 Rs.400/- Rs.440/- C-2 Rs.350/- Rs.390/- C-3 Rs.300/- Rs.330/- C-4 Rs.250/- Rs.280/- Industry Rs.100/- Rs.110/- The Council of Minister resolved to accord ex-post facto approval for 8 works taken up by Public Works Department amounting to Rs.788.22 Lakhs and accord ex-post facto Expenditure Sanction to regularize the liabilities for the said works which are taken up by Public Works Department for the Government Building Complex for Collector (South) at Dharbandora- Goa. Further, the Council of Minister resolved to keep the Traffic Sentinel Scheme notified vide Notification read in preamble at Sr. No. (1) in abeyance with immediate effect till December, 2020. 4 The Council of Minister also resolved to accord approval for constitution of Health Advisory Committee as indicated below: 1. The Council of Minister resolved to:- (1) accord post facto approval towards the purchase of ICU Ventilators -200nos from M/s Innovative Medicare Technologies Pvt. Ltd., Chandigarh for an amount of Rs.16,30,72,000/- inclusive of GST for COVID-19 pandemic at Goa Medical College & Hospital from District Minerals Foundation Fund for the health emergency of COVID-19 in view of emergency in procurement. (2) amend the above approval with the change of model and accordingly to supply 50 nos. of model T 202 and 150 nos of model EVO-OBM which is high end ventilator when compare to Trilogy 202, which is ordered model at no extra cost and at same price. Further, the Council of Minister resolved to transfer land admeasuring 7453 Sqm. in acquired area of award No.LQN/4-90 at Amona, Quepem Taluka to the Agriculture Department for construction of “Krishi Ghar” at Amona, Quepem for expanded zonal agricultural activities, mini demonstration farm etc. on payment of Rs.1,49,060.00 to Water Resources Department. 5 The Cabinet resolved to approve the proposed Bill, namely the Goa Goods and Services Tax (Second Amendment) Bill, 2020, and further seek recommendation of the Hon’ble Governor of Goa, for the Bill to be introduced in the ensuing session of the Legislative Assembly, for its consideration and passing, in terms of Article 207 of the Constitution of India. The Cabinet resolved to approve the proposed Bill, namely the Goa (Recovery of Arrears of Tax through Settlement) (Amendment) Bill, 2020, and further recommend to the Hon’ble Governor of Goa, that the Bill be introduced in the ensuing session of the Legislative Assembly, for its consideration and passing, in terms of Article 207 of the Constitution of India. The Cabinet further decided to impose complete lockdown from 20:00 hrs of 16th July, 2020 (Thursday) till 06:00 hrs of 20th July, 2020 to contain the spread of corona virus as a containment measure. The Cabinet also decided to impose night curfew everyday from 8:00 pm to 6:00 am w.e.f. 15th July, 2020 till 10th August, 2020. The Cabinet was also briefed that the next Meeting of the Council of Minister will be held on 22/07/2020. .

At the outset, I would like to congratulate the Hon‟ble Chief Minister and his Cabinet Collegues, State Executive Committee headed by the Chief Secretary, all front line Covid warriors, Officers and officials who successfully controlled the spread of COVID-19 (pandemic) in the State. Though the State has suffered a lot in terms of Socio-Economic & Infrastructure development taking a backseat in the Covid times, but due to systematic planning, regular monitoring and instantaneous corrective measures by the State administration, the State is now gaining momentum in its activities from micro to macro level and is nearing complete normalcy. The Hon‟ble Prime Minister has announced “Atmanirbhar Bharat- Pradhan Mantri Garib Kalyan Yojana” in the country, which has extended handholding support to all States for the survival of various sections of people of the society with unity and integrity 2 “Ek Bharat–Shreshtha Bharat”.

    Mission Rabies Goa Monthly Report – April 2018 By Julie Corfmat, Project Manager Vaccination Total number of dogs vaccinated in April 2018 = 4,603 During April 2018, the pre-monsoon temperatures continued to rise making working conditions extremely difficult. The number of teams also decreased this month – April is peak season for Hindu weddings and many of the staff travelled back home to attend family marriages. However, the four to five working teams still managed to complete three talukas in Goa during April 2018. The South squad completed Ponda taluka (Figure 1) with a total of 9,800 vaccinations and moved to Dharbandora (Figure 2). Dharbandora taluka is a rural area which the teams also managed to complete within three weeks (Figure 3). A total of 1,442 vaccinations were administered in Dharbandora. The North Squad have completed Tiswadi taluka (Figure 4) and moved to Pernem. A total of 8,228 vaccinations were administered across Tiswadi taluka from February to April 2018.     Minutes of the 27th Goa State Environment Impact Assessment Authority (Goa-SEIAA) held on 10th December 2015 at 03.00 p.m. in the Chamber of its Member Secretary, EIA-Goa State Secretariat, Patto. The twenty-seventh meeting of the Goa-SEIAA (hereinafter referred as ‘Authority’) was held on 10th December 2015 at 03.00 p.m. in the chamber of its Member Secretary under the Chairmanship of Dr. Pramod Pathak. The list of members is annexed (refer Annexure – 1). At the outset, Chairman welcomed the Members and informed about the purpose of convening the meeting to discuss on the State Expert Appraisal Committee (SEAC – hereinafter referred as ‘Committee’) recommendations w.r.t. various project proposals (i.e. construction projects / minor mineral quarry leases) seeking prior environmental clearance (EC) as mandated in the EIA Notification, 2006 (as amended). Accordingly, matters referred to in Annexure – 2 were taken up for deliberation, project-wise, as detailed below - 1. M/s Gera Developers Pvt. Ltd., (as Power of Attorney (PoA) holder for M/s Pasavnath Developers, Panaji) for construction of a commercial building proposed at plot no. 43/44 at Patto, Panaji. The Authority, after due deliberation and verification of proposal vis-a-vis compliances / clarifications submitted thereafter by the environmental consultant – M/s Sadekar Enviro Engineers Pvt. Ltd., Goa decided to defer the proposal pending re- submission of ‘Ecology and Biodiversity report’ to be decided during its next meeting. 2.
