Arrangement of Sections 1 Short title and commencement 2 Quorum 3 Procedure for amendment of this Act GOVERNMENT OF GOA Law Department __ Notification 7-55-2001/LA The Goa (Quorum in the Legislative Assembly) Act, 2001 (Goa Act 57 of 2001), which has been passed by the Legislative Assembly of Goa on 23-7-2001 and assented to by the Governor of Goa on 12-09-2001, is hereby published for the general information of the public. Panaji, 19th September, 2001. ________ The Goa (Quorum in the Legislative Assembly) Act, 2001 (Goa Act 57 of 2001) [12-9-2001] AN ACT to provide for the quorum to constitute a meeting of the Goa Legislative Assembly at variance with the quorum provided for the Legislature of a State in article 189(3) of the Constitution of India. Be it enacted by the Legislative Assembly of Goa in the fifty-second Year of the Republic of India as follows:— 1. Short title and commencement.— (1) This Act may be called the Goa (Quorum in the Legislative Assembly) Act, 2001. Manual of Goa Laws (Vol. III) – 878 – Quorum in the Legislative Assembly) Act (2) It shall be deemed to have come into force on the very day on which Rule 17 of the Rules of Procedure and Conduct of Business of the Goa Legislative Assembly came into force. 2. Quorum.— The quorum to constitute a meeting of the Legislative Assembly of the State of Goa shall be one-fifth of the total number of members of the Legislative Assembly. 3. Procedure for amendment of this Act.— (1) This Act shall not be amended except in the manner specified herein. (2) A Bill for amendment of this Act shall, after introduction, be immediately referred by the Speaker of the Legislative Assembly of the State of Goa to any existing Committee of the Legislative Assembly or to a new Committee of the Legislative Assembly that may be nominated by him in that behalf. (3) The Committee of the Legislative Assembly of the State of Goa to which the Bill has been so referred by the Speaker, shall make a report on the Bill to the Legislative Assembly, if it is in session, or to the Speaker, if it is not in session, within 60 days of such reference. (4) When the Bill, thereafter, is passed by the Legislative Assembly and received the assent of the Governor, this Act shall stand amended accordingly. Secretariat Annexe, V. P. SHETYE, Panaji.     Mr. Speaker and Hon’ble Members of the Goa Legislative Assembly, 1. It gives me immense pleasure and honour to address this August House on the onset of New year. I take this opportunity to convey my heartiest New Year Greetings to each one of you and extend a warm welcome to all the Members of the August House on my first address during the thirteenth session of the Goa Legislative Assembly. 2. I am happy to say that we have entered the sixtieth year (Diamond Jubilee) of Goa‟s Liberation and were delighted by the presence of Shri Ram Nath Kovind ji, the first ever occasion that Hon‟ble President of India participated in the celebrations of Goa‟s Liberation Day. During the inaugural speech, the Hon‟ble President of India lauded the Uniform 1 Civil Code in force in the State and termed it as a matter of pride. 3. At the outset, I would like to congratulate the Hon‟ble Chief Minister and his Cabinet Collegues, State Executive Committee headed by the Chief Secretary, all front line Covid warriors, Officers and officials who successfully controlled the spread of COVID-19 (pandemic) in the State. Though the State has suffered a lot in terms of Socio-Economic & Infrastructure development taking a backseat in the Covid times, but due to systematic planning, regular monitoring and instantaneous corrective measures by the State administration, the State is now gaining momentum in its activities from micro to macro level and is nearing complete normalcy. The Hon‟ble Prime Minister has announced “Atmanirbhar Bharat- Pradhan Mantri Garib Kalyan Yojana” in the country, which has extended handholding support to all States for the survival of various sections of people of the society with unity and integrity 2 “Ek Bharat–Shreshtha Bharat”.

The pressure on land, the question of rehabilitation and resettlement, environmental degradation, growing inequalities are some such concerns. The mega projects initiated by both Central as well as Sfafe government are putting pressure on land and threatening the livelihood of people and environment. Goa is not immune to such developments. The article is concerned with the process of land acquisition to build international airport in Goa and in the course o f action affecting environment and livelihood of people. The article argues while such acquisition is necessary for development, its success depends upon consultation with stakeholders prior to such decisions and well thought out compensation and rehabilitation packages which are lacking in the process of land acquisition. Development discourse in the post reform period brought along with growth host of challenges. One of the major issue in the development discourse revolves around land acquisition and displacement. The increasing number of mega projects are putting pressure on the existing land and environment resultingin protest against such projects throughout the country. Goa being very small the stakes are high. In recent years Goa also witnessed number of protests against the planning and development of projects which risked the land, livelihood and environment. One such protest is the protest against construction of Mopa International Airport in PernemTaluka of Goa.
