VOLUME 2 NO 1 77 THE ELECTORAL PROCESS AND DEMOCRATIC GOVERNANCE IN LESOTHO Lessons for the Democratic Republic of the Congo By Khabele Matlosa Dr Khabele Matlosa is Director of the Research and Policy Studies Programme of the Southern African Political Economy Series (SAPES) Trust, 4 Deary Avenue, Belgravia, Harare, Zimbabwe Tel: +263 4252962; Fax: +263 4252964; e-mail: [email protected] INTRODUCTION After long years of authoritarian rule, marked, in the main, by either civilian or military dictatorship, all the member states of the Southern African Development Community (SADC) have embraced multi-party democratic governance. Although much progress has been made in a majority of the regional states towards nurturing and consolidating democratic governance, fairly slow progress is still manifest in the case of three SADC member-states, namely Angola, The Democratic Republic of the Congo (DRC) and Swaziland. It is not difficult to understand and explain the rather disappointing record of democratisation in these three states. The main problem in both Angola and the DRC is largely the protracted violent conflict that has characterised them, although it appears now that the prospect of successfully settling these intra-state disputes is fairly bright. Swaziland is steeped in a traditionalism that has entrenched a dynastic form of governance in which the King, as an executive monarch, is central to the running of national affairs. This constitutes a critical democratic deficit for the country. One important ingredient of democratic consolidation in the SADC region is the holding of regular multi-party elections. It should, however, be noted right from the start that an election does not amount to democracy. -

Ali El Aallaoui GENESIS AND EVOLUTION OF SAHARAWI NATIONALISM The Saharawi proverb "Sahara belonged neither to a king, nor to a devil, nor to a sultan" is inked in the Saharawi historical memory as a pledge of the independence of the Saharawi people against the authority of the Sultans of Morocco. Indeed, it somehow expresses the fact that Western Sahara had not been dominated before the arrival of Spain by any Moroccan king. It is this fact that characterizes modern Saharawi nationalism in terms of its discourse and arguments. That is to say, for the Saharawis the refusal of the Sultanian authority throughout history is the backbone around which the Saharawi cultural and political identity has crystallized. With the wave of decolonization which shook all the territories of the African continent, Saharawi nationalism entered the arena of peoples who aspire to their independence by all possible and legitimate means. It should be understood from the outset that Saharawi nationalism falls into the historical category of African nationalism, having transformed a nomadic people into a people seeking its political identity within the international community. This was ultimately manifested in the creation of a new state in exile, called the Saharawi Arab Democratic Republic (SADR). It is through a historical perspective that began with the movement of decolonization in Africa that we can understand the origins of Saharawi nationalism. This prompts us to ask the question, how does a nation differ from another nation, in our case, the Saharawi from the Moroccan? In other words, what is the specificity of Saharawi nationalism, which is still developing under the colonial yoke? All this, to answer a fundamental question, how could Saharawi nationalism defend the Saharawi political identity in the quest for independence, despite the Spanish and Moroccan complicity against the Saharawi people? The theoretical framework of Saharawi nationalism Saharawi nationalism is circumscribed within the framework of the principle of the right of peoples to dispose of themselves. -

Most of these states are developing economies but in recent years even the smallest European micro-states have won acceptance in the councils of the organised international system. This study is a comprehensive examination of the international relations of these states in three principal areas of concern: issues of status and legitimacy; the conduct of diplomacy and the efforts of micro-states to achieve strategies of self-reliant economic development. While the research has confirmed the vulnerabilities of micro-states in all three areas which have been stressed in the literature of the last decade, it also reveals surprising opportunities for some micro-states to ameliorate their weaknesses and to achieve a constructive engagements within the international system. -

(1997), Vol. 2 No. 1, 122-139 Elections in Zimbabwe: The ZANU (PF) Hegemony and its Incipient Decline Masipula Sithole and John Makumbe* Abstract This contribution seeks to explain the ruling ZANU (PF) party's electoral hege- mony by outlining and analysing Zimbabwe 'sfive general elections since 1979 and the two presidential elections since 1990. In this regard, the paper argues that the ruling party is experiencing a gradual decline in elite cohesion which is manifested in the electoral challenge of independent candidates coming from the ruling party itself. This phenomenon of independent candidates could have far-reaching consequences in overcoming the present state of weak political opposition in Zimbabwe. The paper therefore suggests a scenario in which a viable opposition could come from a splinter group inside the ruling ZANU (PF) itself not unlike the major ZAPU/ZANU split of 1963. Introduction Observers of the Zimbabwe political scene are likely to assume that Zimbabwe was, until the 1990s, a one-party state. This is because for the better part of the 1980s Zimbabwe's political leadership and the ruling party aggressively advo- cated a one-party system. The socialist ideology which the leadership proclaimed during this period also reinforces this view. The fact, however, is that Zimbabwe has never been a one-party state, before or after independence in 1980. -
