This report provides a snapshot of the current situation (as of 9th of September 2014) of displaced persons from North Waziristan Agency (NWA) in six Union Councils (UCs) in District Bannu (Fatmakhel, Ghoriwala, Amandi, Kausar Fateh Khel Bazar Ahmad Khan and Koti Sadat), primarily within WASH, but also with findings relating to Shelter and NFIs.

The rapid assessment is primarily intended to inform the planning of DRC’s emergency response and should be seen as such. Since there is a relative dearth of information to inform the response in Bannu we however choose to make our data freely available so that if necessary they can be used for triangulation purposes by other humanitarian actors in Bannu.

Primary data was obtained by DRC assessment teams who interviewed TDPs1 and host community members. Reliable secondary sources such as FATA Disaster Management Authority (FDMA), Provincial Disaster Management Authority (PDMA), , United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), provided additional data to this report.

Scope of Assessment

On 5-8 September 2014, DRC sent a team to assess the current situation on the ground in the designated District Bannu six Union Councils (UCs) - Amandi, Bazar Ahmad Khan, Fatma khel, Ghoriwala, Kausar Fateh Khel, and Koti Sadat. In coordination with PDMA and local community leaders, the main focus was on WASH and to a lesser degree on Shelter and Non Food Items. Direct information from the beneficiaries was gathered through interviews during this exercise, giving first-hand knowledge of the conditions. Data from secondary sources have been combined with updates from our primary sources, providing further details on the relevant sectors. Making primary data available is the main achievement of this assessment. Triangulation

Triangulation has been carried out to get maximum reliability. United Nations (UN-OCHA, UNICEF) and Government of sources considered as the benchmarks, other relevant studies and the primary data will confirm and elaborate further on the subject. Primary data was gathered by utilizing both qualitative (interviews, discussion) and quantitative tools (questionnaire). Key Limitations of Assessment

. All the data is based on approximations, gathered from different time instances and sources. . Accessibility – the government officials specified the targeted areas to different humanitarian organizations and geographically the displaced people are fully intermingled among the host populations. scatteredness makes the outreach to the displaced persons a real challenge, consequently the response to the needs is more transitive in nature. Situation Updates

Displaced Population of NWA

Since the Pakistani military launched its offensive, Operation Zarb-e-Azb, against militants in North Waziristan Agency (NWA) on 15th of June 2014, so far, 1,002,002 TDPs have registered with the government, annex – I.

As of 27 August, 2014 FATA Disaster Management Authority (FDMA) has reported registering 96,699 families who have fled to other parts of the country. Most of the TDPs have sheltered in Bannu, , Peshawar, Lakki and other district of Khyber Pakhtunkhwa.

District Bannu has received an estimated 821,004 as per Provincial Disaster Management Authority, KP sources. With an average household size 10.43 the total numbers of families is estimated at 78,715, annex – I. This is 81% of the total registered TDPs. NADRA (National Database & Registration Authority) has verified only 56% of the registered TDPs for various reasons. An unknown number of TDPs are unregistered. The figures in this report are all relating to the registered TDPs.

Population of North Waziristan Agency (NWA)

In the last Census (1998), the population of North Waziristan Agency was recorded at 361,246 persons2. Since displacement, a total of 54,080 registered families have been verified by NADRA. The reasons why this figure varies so significantly from the registered number are many, but falls outside the scope of this report.

The Government of Pakistan, United Nations and the Humanitarian Community agree to use figures, which are based upon the total registered number of families at Saidgai-Baka Khel Check post.

Displaced Persons – Gender-Wise at Union Council Level (Bannu)

According to local government sources, 35 Union councils out of 49 are hosting more than 1,000 families and the most populous union council is Benzi/ Bizan Khel having 4,776 families. The Union Council wise concentration in annex-III is showing lowest to highest concentration in 49 union councils of District Bannu; this approximation is obtained by collating two sources, the total displaced population reported in UNOCHA Situation Report and Union Council level bifurcation is obtained from District Disaster Management Authority Office.

Target Population of Danish Refugee Council

Danish Refugee Council has obtained NOC to support TDPs in six Union Councils. 10% of the displaced population is targeted in six union councils, which were designated after close and high level coordination with

PDMA officials. The targeted population size for this study is 93,721 persons (8,986 families) having 42,174 children, 27,179 women and 24,376 men.

Population of Host Communities (District Bannu)

According to local government sources, the population of District Bannu is 971,932 persons comprising of 502,197 males and 469,734 females. The area of Bannu is 1,227 km2 and the population density is 792 per Km2. The people of Bannu need support to manage the huge influx of TDPs, which almost double the total population. At union council level the gender-wise break up is provided in annex - II. Bannu Reference Map is also given as annex-VIII.

Comparison of Host community and TDPs (District Bannu)

The host community comprises of 971,932 persons and the TDPs of 821,004 persons. The comparison of both the communities in District Bannu at Union council level is provided as annex-IV. Situation . Reports and visual observations confirm the alarming conditions of latrine availability, especially Where do the houshold members for women, as they rarely have access to usually defecate? communal latrines. Hence they are forced to 46% defecate in the open, or in areas fenced by wood collected or bought for fuel. . Storage (35%), access (27%) & quality (26%) were the highlighted concern to get safe water, while the rest (12%) did not answer. Roof tank, pitchers, jerry cans and water coolers are used for storage. Very low storage capacity is found. It was observed that the majority of the water storage containers were uncovered.

. PADO is currently the only organization reported to provide WASH assistance to the TDPs (in Ghoriwala). Drinking water is not distributed to the TDPs. Damages in the existing public water supply scheme are highlighted in annex - VII. . The majority of respondents (72%) report a low number of communal WASH areas and most of them consider the present communal WASH facilities unsafe for women. Commonly observed at most sites that hand pumps installed at mosques are used for both domestic and drinking purposes.

. 96% confirmed illness of their household member during the past month which included Malaria (29%), diarrhea (28%), cough/difficult breathing (15%), scabies (10%), typhoid (7%), eye infections (6%), Blood in stool (3%) and Measles (2%). Water pollution (45%), environmental pollution (31%) and contaminated food (10%) among the reasons of illness, while the rest could not answer.

. Most of the people have inadequate hand washing practices i.e. 31% before eating, 25% after defecation, 22% after eating food, , 18% after handling child and livestock feces, while 4 % before cooking.

Public Health Engineering of Khyber Pakhtunkhwa via PDMA reports damage to the existing water supply schemes installed in District Bannu and claims that its rehabilitation will benefit not even the displaced populations but fullfill the overall drinking water supply demand of the district. 83 tube wells in 35 Union Councils (Annexure – VII) are not working, either due to damaged machineries or destruction of distribution points. Four of the sites are fulyl abonded and a new bore is required. The total cost o frepairing these sites is estimated in Pakistani Rupees as PKR(m) 99.250. The machinery repair cost is PKR(m) 45.9 at 54 sites, while distribution line repairing cost is PKR(m) 1.526 at 21 sites. The pipeborne distrubution of water will need support of 778 pressure pumps and 232 hand pumps. The estimated cost for these sites is PKR(m) 356.5 (pressure pump @ PKR(m) 0.412) (hand pump @ PKR(m) 0.155). The total cost of handpumps, pressure pumps and tube wells is PKR(m) 455.75. Adding the estimated populations, i.e. aggregate of 971,932 (host) and 821,004 (displaced), will provide per beneficiary cost as Rs. 255. The average water table in most of the union councils of District Bannu ranges between 100-135 ft. The maximum depth is 190 ft. Multi-Cluster Initial Rapid Assessment conducted by Cluster members & PDMA confirms that most of the drinking water sources have serious quality issues (bad taste – 65%, unsafe water – 33%) and are insufficient in number. Percentage of TDPs who have water available at home is 28% .50% travel more than 15 min to fetch water. Reported, hygiene & sanitation levels are: no latrine facilities (40%), no separate latrines for women (44%) and handwashing with soap (18%).

. Water access & quality: hand pumps are needed in the area to increase the access to clean drinking water and reduce the distance from the water source.

. Water storage: is also one of the major problems, which needs to be addressed.

Water quality monitoring and control through chlorination, aqua tabs, filtration etc. and water quality tests supported with awareness raising sessions on how to get safe drinking water, and maintenance of water resources will bring substantial improvement to the situation.

. Water and sanitation facilities are immediately needed in the area, where existing systems may be rehabilitated or new schemes can be installed.

. Safe communal WASH areas for women needs to be constructed for the TDPs, as the existing WASH areas are not sufficient.

Shelter

Situation Priorities of Displaced . DPs live in rented houses (66%), with friends & relatives Populations (13%), school buildings (11%), Basic health unit buildings 42.9 (4%) and with their friends/relatives, while the rest (7%) 33.3 were either living in a free house provided by village maliks, with volunteers or in newly constructed mudstone masonry home. While observing the site, a number of 8.2 4.8 families were living in a single room which was made for 4.1 2.7 2.0 2.0 livestock. This was seen at a number of sites, especially where people were provided free homes by Village Maliks (representatives/ elders).

. Under one roof, 66% were reported living together with 1- 3 families, 26% with 4-6 families, 4% with 7-9 families and rest did not answer. Shelter capacity of 1-2 rooms (59%) & 3-4 rooms (27%) was mostly observed. Rest (11%) of the respondents had more than 4 rooms’ capacity.

. 26% were having 1-10 persons in one shelter, 31% having 11-20 individuals, 27% with 21-30 individuals and the remaining 16% were reporting even more than 30 persons in one shelter.

. Overcrowding (47%), Privacy (29%), high cost of rent (15%), Security (7%) were the concerns of the displaced populations, while the rest could not answer.

. Lack of Bedding and shelter arrangement (tents having privacy) was generally observed during the visits to the sites.

. 93% reported having received no shelter assistance till date.

The Government of Pakistan (PDMA) under Esaar-e-Pakistan program, is providing cash assistance in terms of house rent as Rs. 3,000/ for 6 months and Rs. 5000/- Cash as Eid package. Website (www.pdma.gov.pk) till 27-Aug- 2014, 47,688 families have received the first installment of the cash assistance.

MIRA: Reportedly shelter & NFI concerns are overcorwding (35%), security (12%) and privacy (12%). The crtical issue for immediate response is that 32% have occupied government installations, mainly schools (24%), 3% are living in tents, 2% have made makeshift shelter, 2% have no shelters, and the rest are using other sources.The majority are living without rental charges amongst host communities (55%).

Needs . Tenting villages/ emergency shelters having cultural-sensitivity factor is most immediate possible solution to ease the worst conditions of shelter issues (makeshift, warehouses, livestock rooms (free with host communities).

. Adequate and culture-sensitive transitional shelters will cover the concerns of the displaced persons.

. Upon asking about shelter, 76% of the interviewed persons request for proper shelter or tenting arrangements. . Non-Food Items (NFIs)

Situation . NFI assistance was received by 59% of the interviewed persons out of which UNHCR (63%), WFP (28%), PADO (5%) and Pak army (4%). 80% reported kitchen utensils as the major item of the NFI kit. All of them demanded NFIs as the current assistance did not fulfill the demand.

. The NFI kit comprised of kitchen utensils but couldn’t fulfill the requirement to cater the needs of all the household members.

Needs

. Blankets & winter kits (25%), Beds (25%), kitchen utensils (23%) and Water storage (13%) were the main demands out of the total demand that come under NFI.

. Visual Observations affirmed the lack of all types of necessary Non-Food Items.

. The provision of winter season NFI kit will soon become an issue.
