Rapid Needs Assessment Summary of Findings September 2014 Displaced populations of North Waziristan Agency in District Bannu (Six Union Councils - Amandi, Bazar Ahmad Khan, Fatma khel, Ghoriwala, Kausar Fateh Khel, and Koti Sadat) September 2014 Displaced populations of North Waziristan Agency in District Bannu (Six Union Councils - Amandi, Bazar Ahmad Khan, Fatma khel, Ghoriwala, Kausar Fateh Khel, and Koti Sadat) September, 2014 Railway Road 10-CII, University Town, Peshawar Tel: 92 (0) 91 570 1896, [email protected] N e e d s A s s e s s m e n t R e p o r t , Displaced Populations of North Waziristan Agency (September, 2014) Introduction This report provides a snapshot of the current situation (as of 9th of September 2014) of displaced persons from North Waziristan Agency (NWA) in six Union Councils (UCs) in District Bannu (Fatmakhel, Ghoriwala, Amandi, Kausar Fateh Khel Bazar Ahmad Khan and Koti Sadat), primarily within WASH, but also with findings relating to Shelter and NFIs. The rapid assessment is primarily intended to inform the planning of DRC’s emergency response and should be seen as such. Since there is a relative dearth of information to inform the response in Bannu we however choose to make our data freely available so that if necessary they can be used for triangulation purposes by other humanitarian actors in Bannu. Primary data was obtained by DRC assessment teams who interviewed TDPs1 and host community members. Reliable secondary sources such as FATA Disaster Management Authority (FDMA), Provincial Disaster Management Authority (PDMA), Khyber Pakhtunkhwa, United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), provided additional data to this report. Scope of Assessment On 5-8 September 2014, DRC sent a team to assess the current situation on the ground in the designated District Bannu six Union Councils (UCs) - Amandi, Bazar Ahmad Khan, Fatma khel, Ghoriwala, Kausar Fateh Khel, and Koti Sadat. In coordination with PDMA and local community leaders, the main focus was on WASH and to a lesser degree on Shelter and Non Food Items. Direct information from the beneficiaries was gathered through interviews during this exercise, giving first-hand knowledge of the conditions. Data from secondary sources have been combined with updates from our primary sources, providing further details on the relevant sectors. Making primary data available is the main achievement of this assessment. Triangulation Triangulation has been carried out to get maximum reliability. United Nations (UN-OCHA, UNICEF) and Government of Pakistan sources considered as the benchmarks, other relevant studies and the primary data will confirm and elaborate further on the subject. Primary data was gathered by utilizing both qualitative (interviews, discussion) and quantitative tools (questionnaire). Key Limitations of Assessment . All the data is based on approximations, gathered from different time instances and sources. Accessibility – the government officials specified the targeted areas to different humanitarian organizations and geographically the displaced people are fully intermingled among the host populations. Situation Updates Displaced Population of NWA Since the Pakistani military launched its offensive, Operation Zarb-e-Azb, against militants in North Waziristan Agency (NWA) on 15th of June 2014, so far, 1,002,002 TDPs have registered with the government, annex – I. As of 27 August, 2014 FATA Disaster Management Authority (FDMA) has reported registering 96,699 families who have fled to other parts of the country. Most of the TDPs have sheltered in Bannu, Dera Ismail Khan, Peshawar, Lakki Marwat and other district of Khyber Pakhtunkhwa. District Bannu has received an estimated 821,004 as per Provincial Disaster Management Authority, KP sources. With an average household size 10.43 the total numbers of families is estimated at 78,715, annex – I. This is 81% of the total registered TDPs. NADRA (National Database & Registration Authority) has verified only 56% of the registered TDPs for various reasons. An unknown number of TDPs are unregistered. The figures in this report are all relating to the registered TDPs. Population of North Waziristan Agency (NWA) In the last Census (1998), the population of North Waziristan Agency was recorded at 361,246 persons2. Since displacement, a total of 54,080 registered families have been verified by NADRA. The reasons why this figure varies so significantly from the registered number are many, but falls outside the scope of this report. The Government of Pakistan, United Nations and the Humanitarian Community agree to use figures, which are based upon the total registered number of families at Saidgai-Baka Khel Check post. Displaced Persons – Gender-Wise at Union Council Level (Bannu) According to local government sources, 35 Union councils out of 49 are hosting more than 1,000 families and the most populous union council is Benzi/ Bizan Khel having 4,776 families. The Union Council wise concentration in annex-III is showing lowest to highest concentration in 49 union councils of District Bannu; this approximation is obtained by collating two sources, the total displaced population reported in UNOCHA Situation Report and Union Council level bifurcation is obtained from District Disaster Management Authority Office. The targeted population size for this study is 93,721 persons (8,986 families) having 42,174 children, 27,179 women and 24,376 men. The area of Bannu is 1,227 km2 and the population density is 792 per Km2. The people of Bannu need support to manage the huge influx of TDPs, which almost double the total population. At union council level the gender-wise break up is provided in annex - II. Bannu Reference Map is also given as annex-VIII. Comparison of Host community and TDPs (District Bannu) The host community comprises of 971,932 persons and the TDPs of 821,004 persons. The comparison of both the communities in District Bannu at Union council level is provided as annex-IV. Reports and visual observations confirm the alarming conditions of latrine availability, especially Where do the houshold members for women, as they rarely have access to usually defecate? communal latrines. Hence they are forced to 46% defecate in the open, or in areas fenced by wood collected or bought for fuel. Out of the total 48% 40% 38% reported open defecation method. 10% have access to communal latrines, out of which 43% reported to have separate latrine facility for men & women. This clearly explains the miserable 20% conditions of displaced women. 10% 5% 1% . Among 39% respondents who have access to 0% latrines, 23% reported 5 people per latrine, 29% Household Communal Designated Undesignated Pit latrine latrine latrine open area open area/ No reported about 10 people, 29% reported about 20 latrine persons per latrine, and 19% confirmed 50 or more than 50 people per latrine. Storage (35%), access (27%) & quality (26%) were the highlighted concern to get safe water, while the rest (12%) did not answer. Roof tank, pitchers, jerry cans and water coolers are used for storage. Very low storage capacity is found. It was observed that the majority of the water storage containers were uncovered.
